About this file
This is Addendum No. 2 for Translation Services procurement K26-0003-26N issued by the Maryland Judiciary on August 15, 2025. The procurement seeks translation services with support for Adobe Acrobat Pro and Adobe InDesign 20.5 X64 software, with the contract term lasting one year after execution. The scope does not mandate a specific number of translators, leaving this at the discretion of offerors, and the AOC will accept out-of-state vendors. Key requirements include American Translators Association (ATA) certification for translators in ATA-certified languages, with three years of legal translation experience preferred for non-certifiable languages. Desktop publishing (DTP) services can be billed separately and will not be required for all translation requests. The evaluation criteria weights technical proposals at 60 points and financial proposals at 40 points.
The incumbent contractor is Prisma International Inc., awarded Contract No. K21-0024-25J on December 1, 2020, for $424,500.00, with no reported performance issues. The AOC processed 208,892 words for translation in FY2024 and will provide reference materials including previously translated forms and English legal glossaries in Spanish, Korean, Chinese, French, and Russian. Insurance coverage is mandatory and must be secured before contract award. The AOC will not accept AI solutions, machine-generated translations, per-page pricing proposals, or degrees in Translation Studies as substitutes for required certifications. File types for translation include Microsoft Word, PDF, Adobe Acrobat Pro, and Adobe InDesign formats, with no personally identifiable information included in translatable content.
