About this file
This is a Section 3 Worker Employer Certification Form (HUD Form 4736A) issued by the Harrisburg Housing Authority in compliance with Section 3 of the Housing and Urban Development Act of 1968 and 24 CFR Part 75. The form is designed to certify workers as eligible Section 3 workers for employment opportunities generated by Federal financial assistance for housing and community development programs. Employers must complete the certification by providing business information, worker details, and confirming that the worker meets one or more eligibility criteria. The current income limit threshold for Section 3 worker qualification is $54,850 annually. Workers may qualify through three pathways: demonstrating that their annualized income from the employer's wages falls below the income limit; being employed by a Section 3 Business Concern; or residing within the service area or neighborhood of the project. The form requires certification under penalty of perjury, with false statements subject to criminal and civil penalties including fines and confinement for up to five years.
The form serves as a recordkeeping and self-monitoring tool for recipients to ensure compliance with Section 3 requirements and to track the Department's efforts in meeting statutory objectives. No assurances of confidentiality are provided for the information submitted. The estimated public reporting burden for completing the form averages 0.5 hours per response. The certification applies to workers hired currently or within the past five years, and eligibility determinations are based on income levels at the time of hire or current annualized income, whichever applies.
