About this file
This is a Project Manual for the City of Lubbock Parks & Recreation Department Cemetery Irrigation project (Project #4343224), dated November 2025. The document serves as the comprehensive specification and bidding guide for the construction of a cemetery irrigation pump station in Lubbock, Texas. The project encompasses multiple construction disciplines including site clearing, earthwork, concrete work, piping installation, electrical systems, and instrumentation. Key deliverables include furnishing and installing 12-inch C900 PVC waterline in both open cut (670 linear feet) and slick bore (91 linear feet) configurations, 18-inch steel casing (18 linear feet), air vacuum valve and vault, two vertical turbine pumps with motors, one submersible jockey pump, a self-cleaning water filter, a 10-inch flow meter, ductile iron piping and valves, a prefabricated metal building with foundation, an 8-foot diameter concrete wetwell, chainlink fencing (140 linear feet), and complete electrical and instrumentation systems. The bid form identifies 22 line items including mobilization/demobilization, site clearing and grading, retaining wall and concrete pad installation, cofferdam installation and removal, and precast concrete inlet structure. The project requires bidders to acknowledge receipt of all addenda, represent that they have visited the site and conducted thorough examinations, and accept liquidated damages provisions as outlined in the General Conditions.
Bid security, evidence of state contractor's license, and a completed Bidder Qualification Statement with supporting data are required attachments to all bids. The bid acceptance period is 60 days after bid opening, with bidders able to agree to longer periods upon Owner request. Mobilization and demobilization costs are capped at 5 percent of the total bid price, with payment distributed across four applications as specified in Section 01 22 00. Payment for unit price items is based on actual quantities measured in the field, while lump sum items are compensated on a percentage-complete basis as agreed between the Engineer and Contractor. The specifications require all materials and equipment to comply with applicable standards including ASTM, AWWA, API, ACI, IEEE, and NEC requirements. All concrete work must achieve specified compressive strengths with field quality control testing performed by an independent testing agency, and all electrical work must conform to the National Electrical Code. The contractor bears full responsibility for permits, fees, licenses, geotechnical investigations, trench safety systems, utility coordination and relocation costs, and any deviations from specified conditions. No separate payment is made for items such as drainage control, pumping, or material disposal unless specifically listed as a separate bid item.
