STATEMENT OF WORK
Project Number VBDZ242105
Repair Building 2 HVAC DDC
DESCRIPTION:
BASE QUOTE: This project is to upgrade some of the heating, ventilation, and air conditioning (HVAC) digital direct control (DDC) technology in Building 2/2A at the 109th Airlift Wing located in Scotia, NY. The 109th Airlift Wing utilizes Johnson Controls Metasys technology.
Specifically, there are five N2 field controllers located on various pieces of equipment throughout the building that require an upgrade to building automation and control network (BACnet) Master Slave Token Passing (MS/TP). In addition to the field controller replacements, the base is seeking to have one new M4-SNE10501 network engine purchased and installed in the mechanical room of Building 2A.
ALTERNATE PROPOSAL: The Government has a used NAE5510-2 network engine that we no longer have a use for. This alternate proposal will be for the Contractor to provide alternate pricing for the base quote, in exchange for a used NAE5510-2 network engine from the Government. If Contractor does not wish to pursue this alternative proposal, please only supply pricing to the base quote for this project with no receipt of engine.
OPTION 1: Contractor to provide pricing for one new M4-SNE10501 network engine.
1. BASE QUOTE:
1.1. FIELD CONTROLLERS: Contractor to purchase, install, and program 5 new BACnet
MS/TP protocol field controllers. Once installed, all units within building must have identical, or improved, control by HVAC technician as existed prior to contract.
Scheduling must also be reprogrammed, if required/applicable. It is recommended the Contractor take note of scheduling that is currently in place, including the complexity, prior to the upgrade. Attachment 1 is a spreadsheet that includes the controllers that require upgrade (highlighted in yellow on the tab labeled “Field Controllers”). The number of points for each controller, and a brief description of each point, is included on a separate tab of Attachment 1 labeled “Points”. The points that are anticipated to require new programming are highlighted in yellow.
1.2. NETWORK ENGINES: In order to accomplish the above field controller replacement, it is anticipated that two new M4-SNE10501-0 network engines will be required to be purchased and installed within the mechanical room. Contractor is to remove existing engines and replace with two new network engines. Existing equipment is to be returned to COR.
1.3. Contractor shall perform work outside of the 2024 heating season. This is approximately defined as 15 April – 15 October. Alternate dates may be discussed and agreed upon with the Contracting Officer Representative (COR).
1.4. Work for this contract must be scheduled after the base has upgraded the overall control system to ADS-12 which is being completed under a separate project. Upgrade to ADS- 12 is currently anticipated for May 2024.
2. ALTERNATE PROPOSAL: Provide Alternate Base pricing in exchange for the Contractor receiving an NAE5510-2 from the Government that is in need repair. This network engine is a 2-bus controller that is no longer manufactured. The 2-bus controller will be provided to the Contractor after the work described in the base quote is complete. Pricing provided in the alternate proposal is anticipated to be lower than the Base Quote pricing.
Contractors are encouraged, but not required to submit an alternate proposal. Additionally, the Government makes no guarantees and shall not be held liable for any costs associated with repairing the NAE5510-2.
3. OPTION 1: Pricing for one new M4-SNE10501 network engine. Contractor is to purchase and supply the network engine. This pricing is for the equipment only and does not include installation.
