PR 10915657 Dental Treatment - Questions and Answers – Complete as of 8/30/16
1. What does ORARNG want the treatment plan to be for a non-deploying Soldier who needs a
Root Canal, since the approved dental treatment shows it to be “provided only to soldiers alerted to an OCONUS mission?”
Answer: All Root Canal and Oral Surgery treatment will be vouchered.
2. Does the dental work include exams and x-rays or it's it just treatment? The solicitation title and
Individual Services items only mention treatment but the PWS looks like the exams and x-rays, too.
Answer: The ORARNG dental team will perform most exams and x-rays. In some cases, exams and x-rays may be fully contracted if no or limited organic assets are available. Please note the number of providers needed for each exhibit.
3. The solicitation states the historic dental treatment numbers from dental exam are 30% which would be approximately 105-135 of the 350-450 event numbers, yet the Individual Services only call for 40-60 treatment. Please clarify the difference.
Answer: The numbers are reduced, due to the type of treatment services performed at a treatment event are limited. All Endo and Oral surgery procedures are vouchered.
4. Is LHI or ORARNG organic dental team assisting with any of the 350-450 exams?
Answer: The ORARNG dental team will perform most exams and x-rays. In some cases, exams and x-rays may be fully contracted if no or limited organic assets are available. Please note the number of providers needed for each exhibit.
5. On Page 1: The North American Industry Classification System (NAICS) code for this acquisition is
621210 – Offices of Dentists / 621498 All Other Outpatient Care Centers. Will you please clarify which NAICS code is going to be used? You mentioned two NAICS codes.
Answer: In accordance with FAR 19.303(a)(2), Contracting Officer must select one NAICS code.
Previously there were two listed in the Combined Synopsis/Solicitation. After review Contracting
Officer has determined that NAICS code 621210, Offices of Dentists, best describes the principal purpose of the service being acquired.
6. On Page 3: Provision for Evaluation: The offeror must also demonstrate the ability to access and update MODS programs. The Oregon National Guard will not be able to sponsor access to these programs in advance of the event, requiring the offeror to have gained access to, and have familiarity with these programs. Would you please clarify how this is a requirement to have access to the MODS programs beforehand, and why wouldn’t the Oregon National Guard provide sponsorship?
Answer: This requirement was listed in error and has been removed from the solicitation.
7. Does contractor need to provide a pano machine or will all panos be captured by the ORARNG dental team? If Contractor provided, can you specify which Exhibits will require the pano machine?
Answer: ORARNG will capture pano when needed as identified by military dentist.
8. How many state dentists does the ORARNG have? How many typically work on a PHA/dental weekend?
Answer: The Government has determined this question is not relevant to vendor response to this solicitation, offerors are advised to meet PWS requirements.
9. Exhibit One calls for 4 Assistants. Will two of those be for our 2 treatment dentists, and 2 to assist your exam dentists?
Answer: The Government has determined this question is not relevant to vendor response to this solicitation, offerors are advised to meet PWS requirements.
10. Is there any difference in calling for a “Treatment Van” in Exhibit One and stating “1 Mobile
Operatory” in all other Exhibits?
Answer: No
11. How many operatories for Treatment Van? Are both dentists doing treatment or will one be doing exams and one doing treatment?
Answer: Offerors should provide an operatory for each dentist. ORARNG will not prescribe how many operatories per van, but rather that the vendor must provide an operatory for each dentist.
12. Does “One” Mobile Operatory literally mean one dental treatment chair and one dental unit?
Or, should we factor operatories based on number of dentist requested (i.e. 3 Dentists listed = 3 operatories needed within the 1 Mobile Operatory)?
Answer: See response to question 11
13. Confirming that ALL dental events are only 2 days; none are three.
Answer: Correct
