13.1 Security

1 DESCRIPTION OF SERVICES

1.1 The purpose of this requirement is to provide Vandenberg Space Force Base (VSFB) with a Furuno Radar Services Package to assist with the configuration and testing of the TIMEZERO coastal monitoring system and DRS25ANXT radars. The Contractor shall provide engineering support to calibrate the Furuno Radar Array and sensors, configure the Nobeltec TIMEZERO coastal monitoring software, perform commissioning and factory acceptance testing of the TIMEZERO software, and provide Operator and Maintainer (O&M) training.

1.2 Background

The 520 Software Engineering Squadron (SWES) is replacing the current Furuno model 2120 with Furuno DRS25ANXT radars on existing towers at five (5) sites on Vandenberg Space Force Base. The radar processors and servers will be replaced and the TIMEZERO Coastal Monitoring software will be installed on radar processing computers radar site, which will communicate with a server installed at the Western Range Operations Control Center (WROCC). The system design consists of five RADAR towers positioned along the west coast of the Vandenberg SFB to monitor vessel traffic during launches and ensure that the range is clear prior to the launch. The Government requires engineering support from Subject Matter Experts to assist with the configuration and testing of the TIMEZERO coastal monitoring system and DRS25ANXT radars.

2 BASIC SERVICES

2.1 The Contractor shall visit all five (5) sites Port San Luis Harbor, Lions Head, Purisima Point, Cypress Ridge, Point Conception and ensure all sites are operational, calibrated, and functioning correctly. The contractor shall complete all the following tasks:

2.1.1 Configure the Nobeltec TIMEZERO costal monitoring software to ensure optimal communication between the radar processors at the five (5) remote sites utilizing the existing microwave network infrastructure to the TIMEZERO Costal Monitoring server located at the WROCC.

2.1.2 Connect the Furuno DRS25ANXT radars Radar Array Sensors to the radar processors at each of the five (5) sites and ensure successful connection and proper communication with the Furuno Radars.

2.1.3 Ensure each of the Furuno DRS25ANXT radars are properly functioning to factory specifications and calibrated for optimal use and provide calibration certificate to the government (CDRL A001).

2.1.4 Configure radar sector blanking.

2.1.5 Provide System Configuration Documentation to the government (CDRL A005).

2.1.6 Perform final acceptance testing of TIMEZERO coastal monitoring software, document test results, and provide report to the Government (CDRL A004).

2.2 Contractor shall provide all required training to up to 15 operators and maintainers (O&M) on use and calibration of hardware and software as outlined below.

2.2.1 Use and calibration of Nobeltec TIMEZERO costal monitoring software.

2.2.2 Operation and tracking marine vessels utilizing Nobeltech TIMEZERO costal monitoring software.

2.2.3 Calibration of radar arrays.

2.2.4 Maintenance of radar arrays and sensors.

2.2.5 Tuning and control of radar arrays and sensors.

2.2.6 Provide training materials (CDRL A002) and training certificates (CDRL A003) to the government

2.3 The Contractor shall begin testing and calibrating no later than 30 days after being notified by the Government that equipment has been installed and ready to be tested and calibrated.

4. CDRL SUMMARY

Contract information data shall be delivered electronically in accordance to the corresponding requirement for each Data Item listed in Table 5-1 (below). The contractor shall have no more than one error per quarter for all CDRL submittals. The contractor shall submit CDRLs according to the due date indicated and have no more than one CDRL per quarter submitted after the identified due date.

Grammatical errors do not count as an error. Substantive mistakes shall be corrected within two working days and corrective action taken to prevent recurrence of inaccurate late CDRLs.

5. ADDITIONAL REQUIREMENTS

5.1 Government provided support

5.1.1 The Government will provide necessary working space, including heat, light, ventilation, and electrical powered outlets for the use of contractors’ maintenance personnel.

The Government shall provide access to the necessary facilities where the equipment resides.

The place of performance shall be Vandenberg Space Force Base (VSFB) along with the Point Conception and San Luis Obispo Sites.

5.2 Quality Assurance

5.1.1 The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints.

5.1.2 Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO.

5.3 Base Access

5.3.1 Contractor will schedule all visits and coordinate VSFB entry by contacting Angelique James, angelique.james.1@us.af.mil, (805) 276-3825.

5.4 Obtaining Identification

5.4.1 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel. Upon the termination or completion of the contract, or in the case of an employee who no longer requires access to the work site, the contractor shall be responsible for promptly returning credentials to the Security Forces Pass and Registration Office.

Lost badges shall be reported to the Security Manager within one (1) working day of the badge being lost.

5.5 Removal of Contractor Personnel

5.5.1 The contractor understands that any contractor employee may be summarily and immediately removed from or denied access to any Government property, facility, and installation at the sole discretion of competent Government authority if that authority determines such action is necessary to protect or preserve Government property, safety, and security, or to maintain good order and discipline.

5.6 Security Requirements

5.6.1 The contractor shall comply with all Security, Force Protection, and Antiterrorism requirements enforced at each installation. The contractor shall comply with local unit in and out-processing procedures for all contractor personnel to ensure proper security-related briefings and debriefings are accomplished.

5.7 Security Incidents

Should a security incident occur, the contractor shall:

5.7.1.1 Immediately report to the site location Group Security Manager all available facts related to each instance.

5.7.1.2 Take such precautions as the Security Manager may reasonably require for security purposes.

5.7.1.3 Take reasonable and prudent action to establish control of the scene, prevent further violation, and to preserve evidence until released by proper authority.

5.7.1.4 Cooperate fully and assist Government personnel as the Government conducts an investigation of the violation.

5.7.1.5 Participation shall last until the investigation is complete.

5.7.2 Operations Security (OPSEC)

5.7.2.1 Contractors who have access to Ogden Air Logistics Complex (OO-ALC) facilities or critical information shall have OPSEC training IAW AFI 10- 701, Operations Security (OPSEC), (Complete reference in Appendix E).

Initial training will be provided by Group SM and lasts approximately one hour, with recurring annual training lasting approximately one-half hour.

Contractors shall immediately comply with Installation and Group OPSEC programs.

5.7.2.2 Public release of any information is not authorized and, if requested, will comply with Public Affairs and all other OPSEC measures to ensure the best balance of lawful disclosure for the American public and denial of advantage for our adversaries.

5.7.2.3 No photography, or videotaping, is allowed on the installation without approval from the owning organizations Group Director/Commander on an approved photography letter from Public Affairs. This includes the use of personal cell phones with picture and video capability.

5.7.2.4 Critical Items/Information shall not be discussed outside normal contract conditions. A Critical Items/ Information List (CIL) can be provided and should not be considered all inclusive.

5.7.3 Controlled Unclassified Information (CUI) generated by the contract, and its employees, shall ensure protective measures are applied. ALL DoD unclassified information MUST BE REVIEWED AND APPROVED FOR RELEASE before it’s provided to the public in accordance with DoDD 5230.09, Reference J.

5.7.3.1 Disclosure of information is prohibited for release of unclassified information to the public without approval of the contracting activity.

5.7.3.2 Contractors will comply with CUI requirements detailed in DoDM 5200.01-V4, DoD Information Security Program: Controlled Unclassified Information (CUI).

6 SECURITY:

6.2 Contractor employees who have access to Vandenberg Space Force Base, Government facilities or critical information shall be trained on Operations Security (OPSEC), human relations, and security education and motivation within 90 days after initial assignment of the contract IAW AFI 10-701 Para. 4.1-4.2.

6.3 During performance of the contract and at the termination or completion of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel, and for prompt return of credentials to the 520 SWES Security Manager, 805- 606-3825, for any employee who no longer requires access to the work site. Lost badges shall be reported to the Security Manager within one working day of loss.

6.4 If a security violation occurs, the contractor shall immediately report to the Security Manager all available facts relating to each instance. The contractor shall take such precautions as the Security Manager may reasonably require for security purposes. The contractor shall take reasonable and prudent action to establish control of the scene, prevent further violation, and to preserve evidence until released by proper authority. The contractor shall cooperate fully and assist government personnel as the government conducts an investigation of the violation. Participation shall last until the investigation is completed.

7 CONFLICTS OF INTEREST

The Contractor shall not assign to contract or task order performance any person, including any employee of the U.S. Government, if employing that person would create a conflict of interest under any law, regulation, or policy of the United States Government. Additionally, the Contractor shall not assign to contract or task order performance, any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD Directive 5500.7-R and any other applicable regulation or policy of the Department of the Air Force or its subordinate commands, as applicable, including but not limited to Air Force Materiel Command.

8 GENERAL INFORMATION

8.2 Hours of Operation

8.2.1 Normal Hours of Operation: The contractor shall perform the services required under this contract during the following hours: Monday through Friday 0600-1500

– EXCEPT FEDERAL HOLIDAYS and other base closures.

8.2.2 Federal Holidays: Unless otherwise required by the Government, the contractor shall not have access to the Government facilities on the following federal holidays: New Year’s Day, Martin Luther King’s Birthday, Washington’s Birthday, Memorial Day, Independence Day, Juneteenth, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. If a holiday falls on Saturday, it is observed on Friday and working hours are Monday through Wednesday for that week. If the holiday falls on a Sunday, it is observed on Monday. Any other circumstances that may prompt base closure, such as Days of National Mourning, may also restrict opportunity to perform the exchanges. In the event of a base closure, exchanges shall be performed on the next business day.

There may also be up to six AFMC Goal Days and four Wingman Days per year awarded to Government civilian employees, as well as possible weather-related days and Government directed holidays. On these days, the contractor shall not generally be required to work and the Government shall not be billed for work not performed.

8.2.3 Down Days/Weather Days: The Government will notify the contractor when official notice has been given for Energy/Weather Down days. The contractor is not expected to work on any Energy/Weather Down days.

8.2.4 Rescheduling: Down Days/Weather days may be rescheduled if conditions/emergency operations require.

8.3 Conservation of Utilities

The contractor shall instruct their employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities.

9 GOVERNMENT OBSERVATIONS

During the period that the contractor is working on the Test Stands, Government personnel, other than CO, may, from time-to-time, observe contractor operations. However, these personnel may not interfere with contractor performance.

10 ENVIRONMENTAL:

Weather Hazards. Workers may encounter hazardous weather conditions including snow, heavy rain, lightning, extreme dust, and other conditions that warrant appropriate precautions.

11 QUALITY ASSURANCE

12.1 QUALIFICATION REVIEWS

12.1.1 The Government reserves the option to audit the qualifications of any Contractor personnel providing services to the Government under this task order.

12.2 Program Manager (PM)

12.2.1 The PM provides primary program oversight and management of the contract.

Additionally, the PM will also review the contractors performance periodically.

12.3 Contracting Officer

12.3.1 Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO and not to the COR.
