About this file
This is a Justification for Other than Full and Open Competition document issued by the Department of Energy's Western Area Power Administration (WAPA) for RFO 26WA161260, authorizing a single-source, firm-fixed price award to Open Systems International (OSI) for term license fees for OSI monarch™ Supervisory Control and Data Acquisition (SCADA) and Energy Management System (EMS) software. The contract covers software troubleshooting, maintenance, and updates across WAPA's four regions: Rocky Mountain Region, Sierra Nevada Region, Desert Southwest Region, and Upper Great Plains Region. The performance period runs from July 1, 2026 through September 25, 2027, with the Rocky Mountain and Desert Southwest regions on a one-year schedule (September 26, 2026 to September 25, 2027) and the Sierra Nevada and Upper Great Plains regions on a 15-month schedule. The estimated award value is $996,449.00.
The justification documents that OSI monarch™ is proprietary software available only from OSI, with no alternative vendors authorized to provide the term license or reseller options available. WAPA previously conducted full and open competition in fiscal year 2019 through RFQ 89503019QWA000038, which resulted in OSI's selection for SCADA/EMS implementation across all regions. Subsequent implementation contracts were awarded for additional regions in fiscal years 2021 and 2024. The agency conducted market research confirming OSI remains the sole source, posted an open market announcement on SAM.gov on May 11, 2026 that generated no responses, and the Contracting Officer determined the pricing fair and reasonable using historical price comparison methodology. The document includes certifications and approvals from the Contracting Officer, Attorney-Advisor, and Competition Advocate dated June 10, 2026.

Justification for Other than Full and Open Competition Western Area Power Administration (WAPA)
RFO FAR 12.201-1, Simplified Procedures for Commercial Items
26WA161260
1. Identification of the agency and the contracting activity.
Department of Energy, WAPA, Headquarters, 12155 W Alameda Parkway, Lakewood, CO 80228
2. The nature and/or description of the action being approved.
This is a single-source requirement for the period of 01 July 2026 through 25 September 2027 and will be a firm-fixed price award.
3. A description of the supplies or services required to meet the agency’s needs.
Term license fees for Open Systems International (OSI) monarch™ Supervisory and Control (SCADA) and Energy Management System (EMS) suite of applications to provide software troubleshooting, maintenance, and updates for the OSI monarch™ SCADA and EMS suite of applications for WAPA’s Rocky Mountain Region (RMR), Sierra Nevada Region (SNR), Desert Southwest Region (DSW), and the Upper Great Plains Region (UGP). The RMR and DSW regions will have a one-year period of performance, from 26 September 2026 to 25 September 2027. The SNR and UGP regions will have a 15-month period of performance, 01 July 2026 through 25 September 2027.
4. The statutory authority permitting other than full and open competition.
41 U.S.C.1901 Simplified Acquisition Procedures (see RFO FAR 6.103-1)
5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
OSI monarch™ SCADA and EMS suite of applications are proprietary software that can only be acquired and supported from OSI. There are no other vendors authorized to provide the term license for the OSI monarch™ SCADA and EMS suite of applications for software troubleshooting, maintenance, and updates. OSI does not utilize third-party reseller type contractors.
6. A description of efforts to ensure that offers were solicited from as many potential sources as is practicable.
There are no other sources available to meet the requirement for term license for OSI monarch™ SCADA and EMS suite of applications for software troubleshooting, maintenance, and updates. OSI monarch™ SCADA and EMS suite of applications are highly specialized proprietary software available only from OSI. An open market announcement was posted on 11 May 2026 on SAM.gov Contract Opportunities website.
7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The estimated value of the award is $996,449.00. IAW RFO FAR 12.204(a) Price Reasonableness, the Contracting Officer anticipates using RFO FAR 15.404-1(b)(2), comparison of the proposed price with the price paid for the same or similar items, to determine if the cost to the Government will be fair and reasonable.
8. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.
Previous market research determined that the term license for this OSI monarch™ software can only be obtained through OSI and current market research confirmed that finding. There are no other vendors authorized to provide the term license and OSI does not utilize a reseller business model. There were no responses from the open market announcement on SAM.gov Contract Opportunities website.
9. Other facts supporting the use of other than full and open competition, such as:
In fiscal year 2019, WAPA issued RFQ 89503019QWA000038 to replace the current SCADA and EMS systems in all WAPA regions with a Commercial-Off-The Shelf (COTS) software solution and integration from a single vendor. This RFQ was issued using full and open competition to solicit responses from as many sources as practicable Four (4) large businesses responded. OSI was selected and awarded a contract for WAPA-wide licensing and implementation of their monarch™ software for SNR. The follow-on contract for UGP, 89503021CWA000010, was awarded in fiscal year 2021, and in fiscal year 2024 the final implementation contract for the DSW and RMR, 89503024CWA00031, was awarded.
WAPA has standardized the SCADA and EMS software and systems for all regions to the OSI monarch™ software. The OSI monarch™ software is necessary to operate the SCADA and EMS systems to ensure rapid response for problems in all four WAPA regions and is critical to maintain reliability for power systems operations, and providing visibility and control of the BES (Bulk Electric System) for much of the western United States.
10. A listing of the sources, if any, that expressed a written interest in the acquisition.
Open Systems International Inc (HAHTZNVTDTA9) 4101 Arrowhead Drive Medina, MN 55340-9457
USA
Acquired by Emerson Electric CO (UEI MKRBJA6JXXS7)
11. A statement of actions the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated.
There are no actions the government can take to remove or overcome the barriers to competition for the subsequent acquisitions of the term license OSI monarch™ software.
