RFB # AS-10395 Summary

This Request for Bid (RFB) is issued by the Wisconsin Department of Corrections (DOC), Division of Adult Institutions, on behalf of the Bureau of Correctional Enterprises (BCE), seeking qualified vendors to provide bull semen products and/or professional Artificial Insemination Services for dairy cattle on an as-needed basis. The solicitation was issued on January 30, 2026, with responses due by February 25, 2026. The contract is anticipated to commence on July 1, 2026, with an initial two-year term, renewable for up to two additional two-year periods by mutual written agreement. The contract will be administered by the DOC and includes cooperative purchasing authority for Wisconsin municipalities and other state agencies at negotiated rates.

The bid is separated into three lots: Lot 1 addresses semen straws and will be awarded to multiple responsive, responsible bidders meeting specifications, with a developed list of approved suppliers; Lots 2 and 3 address Artificial Insemination Services at three state farms (Waupun, Fox Lake, and Oregon) and will each be awarded to a single bidder based on lowest combined total cost per animal service using both vendor-supplied semen and semen from other sources. Bidders may respond to one, two, or all three lots. Prices must include all costs—packing, freight, insurance, labor, and testing—on a FOB Destination, Freight Prepaid and Allowed basis. Beef semen pricing must remain firm for the initial contract term; Holstein sexed semen prices will be negotiated at time of order. Artificial Insemination Services pricing must remain firm for the initial term. Certified Disabled Veteran-Owned Business (DVB) suppliers may receive up to a 5% price preference. The DOC makes no guarantee regarding purchase quantities or minimum contract prices. Background checks are required for all contractor staff accessing DOC facilities, and contractors must comply with DOC policies regarding tobacco-free environments and facility access requirements.

Predicts the additional months a cow is expected to stay in the milking herd beyond the breed average, indicating longevity and reducing replacement costs, calculated as days from first calving to culling or death, often with limits (e.g., 84 months) and credits for peak lactation, helping breeders select for longer-lasting, more profitable animals

Proof A report with Genetic data collected from daughters to help select sires with desired traits

Predicted Transmitting Ability (PTA)

A genetic measure showing how much of a parent's superior or inferior genes for traits like milk yield, fat, or type will be passed to their offspring, expressed in trait-specific units (pounds, % points, or standard deviations) relative to an average animal in a base population. It's half the animal's genetic value because offspring get 50% of their genes from each parent, helping breeders select animals expected to improve herd genetics

6.6 SUBMITTING A BID

Bidders have two options to respond to this RFB. Required materials shall be received for acceptance of the bid by the date and time listed on eSupplier. Bids received after that date and time will be rejected. Receipt of a bid by the State mail system does not constitute receipt of a bid by Purchasing for the purposes of this RFB. Use one of the options below for submission of a bid response.

Faxed and emailed bids are not accepted.

6.6.1 WISCONSIN eSUPPLIER PORTAL SUBMITTAL (STRONGLY PREFERRED)

Respond as directed herein and in the pages presented in the Wisconsin eSupplier Portal for this event. The State has developed questions that will guide your electronic response to this RFB. If the bid is submitted electronically, a mailed copy does not need to be submitted, unless Bidders are directed to submit materials or samples related to the Bid response.

Certain requirements, qualifications and Specifications shall be presented as itemized questions that require an affirmative response from the Bidder that indicate these can be met (i.e. “yes/no” prompt; drop down menu; required attachment). Other requirements may be presented in a grouped manner (e.g. “Does your company meet requirements 2.1-2.8”). For any (itemized or grouped) requirements that cannot be met, a “no” shall be checked and a supplemental document shall be provided as an attachment to explain.

Allow time for entering a Bid Response in eSupplier. Keep in mind the following if an error occurs:

• File names must be no longer than 64 characters, including the file extension (e.g., “.docx”) and cannot contain special characters (e.g., commas or percent signs).

• The maximum file size is 80MB.

• The eSupplier system will not allow a file with macros included and enabled.

• Bidders may only upload a single file in response to a question. Uploading additional files will overwrite the previous upload. If the Bidder has a need to attach multiple files, the Bidder will either consolidate the documents into a single file, or will need to upload one in response to the question and upload the rest using the Upload File button on the

Submit Online Response page.

Please note, Bidders must click "Submit" in the Wisconsin eSupplier Portal to have their response received. Only clicking "Save" does not submit the Bidder’s response; therefore, it shall not be received or reviewed. Bidders will receive verification that a response has been submitted.

6.6.2 MAILED or HAND DELIVERED BID SUBMITTAL

If Bidders elect to mail or hand deliver a bid, Bidders shall submit an original signed Bid, marked as stated below, one hard copy labeled “copy” and one electronic version (Word or PDF saved on a flash drive or memory stick) of all materials required in Section 6.8 for acceptance of their Bid by the deadline to:
