About this file
This document is an Invitation for Bids (IFB) issued by the State of Utah Division of Wildlife Resources for an Aquatics Habitat Projects procurement, solicitation number KL22-38. The project involves acquiring three types of artificial habitats for young fish, with specific requirements for each habitat type: 180 structures for fish less than 2" long, 75 structures for fish 2-4" long, and 50 structures for fish over 4" long. The bid was opened on 9/30/2021 and closed on 10/7/2021, with product delivery required by November 20, 2021. The contract will result in a multiple award to the lowest cost responsive and responsible bidders per line item, with line items ultimately awarded to Fishiding.com ($14,940), Pond King, Inc. ($12,450), and King Outdoors Enterprises, LLLP ($16,624.50).
The project aims to address fish population challenges in community fisheries and irrigation storage reservoirs, particularly in the Northern Region. The artificial habitats are designed to increase carrying capacity, provide cover for young fish, and stabilize fish populations by mimicking natural environments like flooded bunch grasses, willows, and timber. The structures must meet specific technical requirements, such as having integral anchors, multiple habitat elements, being made of reclaimed or decay-resistant materials, and resembling natural underwater vegetation. The procurement is funded through the State of Utah's Division of Wildlife Resources, with the goal of improving fish habitat in urban and reservoir systems to support sportfish management efforts.

INVITATION FOR BIDS
Aquatics Habitat Projects
SOLICITATION #KL22-38
This Invitation for Bids "IFB" is issued in accordance with State of Utah Procurement Code and the Utah Administrative Code. If any provision of this IFB conflicts with the Utah Procurement Code or the Utah Administrative Code, then Utah Procurement Code and then Utah Administrative Code will take precedence.
Purpose of this Solicitation
The purpose of this IFB is to enter into a contract with the lowest responsive and responsible bidder to provide: Aquatic Habitats according to Attachment B - Scope of Work.
This contract possibly will result in a multiple award to the lowest cost responsive and responsible bidder per line item.
Closing date and time
The closing date and time for this sourcing event is as provided in this posting. If your time is different from that shown, your profile may be set to a different time zone. Please see the attachment titled "Changing Your Time Zone" in the Buyer Attachments section for directions on how to update your profile. It is your responsibility to make sure you submit your response by the date and time indicated above.
Length of the Contract
The contract resulting from this IFB will be for 1 purchase order per individual line item.
Background
Community fisheries (Andy Adams and Bountiful Pond) have quickly become an important and growing proportion of the focus of sportfish management in the Northern Region. The angling pressures that these systems see, despite the restrictive bag limits imposed, are taxing the abilities of the fish populations to keep pace replacing the harvested individuals. Providing additional habitat will increase the carrying capacity for species currently being limited by the simplistic nature of these artificial, urban systems.
As irrigation storage reservoirs (Rockport and Echo), both of these waters experience water level fluctuations of up to 55 feet annually.
This generally precludes colonization of shoreline vegetation used as cover for young fish. Consequently, yellow perch seek deep, nearly anoxic regions of the reservoir for use as refugia from predators. This works well until fall turnover, when oxygen rich water from the surface reaches the depths and allows predators to exploit this newly accessible food resource. This often nearly decimates entire year classes, causing a dominant year class to suppress recruitment. Providing cover should allow for survival of some young fish, allowing them to recruit and hopefully stabilize the population (and fishery) instead of running the dominant year class scenario which provides a good fishery about once every 5-6 years. Both Reservoirs are popular State Parks and public use is increasing.
