About this file

This is a Request for Programmatic Qualifications (RFPQ) issued by Multnomah County Department of Community Services in collaboration with the Clean Rivers Coalition (CRC) and Regional Coalition for Clean Rivers and Streams (RCCRS). The solicitation seeks qualified suppliers for public outreach, marketing, media, and communications services across four primary categories: social media content and digital media advertising, traditional media advertising, video/film content creation, and research, marketing, and communications. The RFPQ was released on August 20, 2021, with proposals due by September 20, 2021, and includes a virtual pre-proposal conference on August 26, 2021. The contract term is five years, with Multnomah County reserving the right to terminate the contract at any time.

The county anticipates paying a single hourly fee for services, with rates protected from increases for the first contract year. Proposers must submit a proposal and receive a minimum of 70% of total possible points in each category to qualify. The funding is not guaranteed and may fluctuate year to year, with allocations determined by a rigorous process considering factors such as county strategic priorities, system needs, provider experience, and past performance. The outreach campaigns aim to connect people with local water resources, promote pollution prevention, and amplify voices of historically marginalized communities, targeting audiences across Oregon and Southwest Washington. Multnomah County strongly encourages participation from Minority-Owned, Women-Owned, and Emerging Small Businesses.

INTRODUCTION AND PROGRAM HISTORY

Multnomah County Department of Community Services is hosting this request to qualify suppliers in conjunction with the following organizations which the County is a partner organization and serves as the fiscal sponsor:

Multnomah County Department of Community Services (DCS) - Multnomah County, in north-central Oregon, is one of the counties in the Portland Oregon metropolitan area. The Department of Community Services includes approximately 200 full-time employees in one office and four divisions:

Director's Office (including Human Resources and Business Services) Animal Services Elections Land Use Planning Transportation

Clean Rivers Coalition (CRC) - The CRC is a new statewide partnership that includes participation from local municipal government entities, state and federal government agencies, watershed councils, soil and water conservation districts, and water-related non-profits, formed to leverage the power of partnerships to meet outreach goals. Its internal website is for its stakeholders https://cleanriverscoalition.com/. The public facing outreach campaign website, some video and social media channels are being developed under a previous sourcing event. The geographic areas where the campaign will be delivered, represents an area where nearly 80% of the Oregon population resides, including the I-5 corridor to California, Metro-Portland-Vancouver area, the Bend area and Hood River.

Description https://cleanriverscoalition.com/

Regional Coalition for Clean Rivers and Streams (RCCRS) - The RCCRS collaboratively conducts clean water public outreach for the past twenty years within the Portland-Vancouver-Metro area. See the outreach campaign website at theriverstartshere.org

Both the CRC and the RCCRS acknowledge that Native Americans stewarded this land for thousands of years prior to colonization and are committed to partnering with Tribal entities and amplifying the voices and cultural perspectives of Native Americans and other historically marginalized communities in our social media and outreach campaigns, in an effort to address the intersectionality of the environmental movement and social justice.

GOALS, VALUES AND OTHER IMPORTANT CONSIDERATIONS

Our objective is to give voice to the region’s water and to enhance the region’s identity with regard to a culture of water protection. This will be a multiyear effort with several different campaign messages. The public outreach campaign work described above have two goals:

1) Culture-building outreach content to connect people to their local water resources so they will protect what they love/appreciate, inclusive of the Hispanic/Latinx Spanish-speaking and other under-represented bi-lingual communities.

2) Behavior change messaging - focused on pollution prevention for “pollutants of concern.”

Campaigns will be generated by using social media and geotargeted digital ads, website, and traditional media, resulting in “clean water” actions that will reduce pollution in our waters.

The outreach campaigns focus on individuals and families living in urban, suburban, and rural areas; and their diverse relationships with nature, rivers, and streams. This outreach campaign will reach audiences across Oregon and Southwest Washington. In addition to English language speakers, the campaign will also reach Spanish-speaking populations initially, and in the future may address other languages.

FUNDING

Funding of the work described in this Request For Programmatic Qualifications (RFPQ) is not guaranteed.

Fluctuations in funding year to year should be expected. The County and CRC cannot assure that any particular level of work will be provided and the contract will permit the County to add or remove work as necessary depending on availability of funding.

CONTRACT NEGOTIATION

This is a formal, competitive, Request For Programmatic Qualifications (RFPQ) process as provided for under the authority of County Administrative rule PUR-1. No contracts will be issued as a result of this RFPQ process. Our intent is to establish a pool of qualified proposers who will be eligible for potential contract awards for the services needed. There is no limit on the number of proposers that may be qualified under this RFPQ process.

Once selected in the allocation process, The County will initiate contract negotiations with one or more Proposer(s). Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with another qualified Proposer(s). This process may continue until a contract agreement is reached.

Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations in providing these services.

ALLOCATION PROCESS

Entirely separate from this qualification process, the Department of Community Services will initiate and award requirements contracts to those qualified proposers who demonstrate the desired experience, skills, proficiency, certifications, and area of specialty that will best meet the scope of social media content, digital media advertising, analytics, print and other traditional media advertising, video/film content creator, research, marketing and/or communications required for any specific project or initiative. The Department of Community Services will conduct a rigorous funds allocation process to distribute available funds according to known system requirements and priorities. Allocations will only be made to proposers who qualified under this RFPQ.

The funding allocation process will be a formal one, requiring the Department of Community Services to document their findings and determinations in writing that lead to specific funding allocations or to the continuation of funding allocations. Proposers may not protest funding allocation decisions. Funding allocation decisions will be made from an overall County system of care perspective. Allocation priorities and selection criteria may include:

County and Department strategic priorities

Overall system of care needs and deficiencies

RFPQ proposal information and evaluation input from the RFPQ raters

Provider/system stability

Provider experience

Past performance (recidivism rates, engagement, etc.)

Other factors as deemed appropriate by the funding allocation team

Since the allocation process considers a variety of factors, funding may go to qualified Proposers who did not earn the highest overall RFPQ qualified score. Therefore, it will be possible to qualify under this RFPQ process and not receive a funding allocation due to resource limitations and other factors. The Department cannot predict a case load for these services and does not guarantee any particular volume of business will be offered to any applicant who qualifies to provide services, nor is there any guarantee that the Department of Community Services/ CRC & RCCRS will use the services of any applicant who is issued a contract by virtue of this application.

After Purchasing provides written solicitation results to all Proposers and with the completion of the separate allocation process by the Department of Community Services, The Department of Community Services staff will contact the successful and qualified Proposer(s) who will receive an allocation for contract negotiations. The County will be awarding Requirements Contracts for these services. Requirements Contracts do not guarantee any level of funding and funding levels may change from year to year.

All proposers seeking to provide services must submit a proposal and receive a minimum seventy percent (70%) of the total points possible for each category proposer is responding to in order to qualify. For example, a proposer who is responding to Category 1 (Social media content, digital media advertising, and analytics) and Category 2 (Print and other traditional media advertising must receive 70% of the total points for Category 1 (70%) and Category 2 (70%). At no time will a combined score of all categories be used for qualification consideration.

The County reserves the right to qualify additional suppliers for these services as it deems necessary. All qualified suppliers will be added to one vendor pool, from which contracts will be awarded through the allocation process.

CONTRACT TERM The Contract term shall be five (5) years. The County shall have the right to terminate the contract at any time.
