Performance Word Statement

· WebEHRS is hosted on Microsoft servers with the primary programming language being ColdFusion.
F. GENERAL. The Contractor shall provide hardware and software which must be compliant with IHS IT security requirements.
The IHS will provide access to the business and technical resources such as knowledge, expertise, processes, and data.
The IHS will provide users for beta, user acceptance, and data validation testing of the application and modifications prior to full implementation.
The IHS will provide data from WebEHRS in a common format for transfer to the application.
The IHS will provide training location and facilities or web-based and telecommunication sessions for the Area Coordinator training. As described in Task 2 of this SOW.
Travel. Long distance travel may be required for meetings and during training. Travel must be approved by the Government prior to the travel occurring. Travel costs will be reimbursed at the established GSA rates. The Contractor shall not be reimbursed for travel in the local commuting area, in the day-to-day operation of this contract.
G. PHASE-IN PERIOD. The Contractor shall be given a 45-day phase in period. During this period, the Contractor shall obtain a working knowledge of IHS and WebEHRS data systems, architecture, and security requirements. Upon contract award, user manuals and existing documentation will be made available to the Contractor. The WebEHRS data system manager and developer will provide up to 40 hours of presentation and/or consultation on any aspect of WebEHRS. During this phase in period, appropriate Contractor personnel, as deemed by IHS, will receive user access to the WebEHRS data system
H. PHASE-OUT PERIOD. A minimum of 60 days prior to contract completion, the Contractor shall coordinate with Environmental Health Data Systems Manager for instructions regarding disposition/transference of the data to an IHS-approved data system.
II. APPLICABLE DOCUMENTS.
A. HHS-OCIO Standard for Security Configurations, HHS Standard 2009-0001.001S, January 30, 2009.
III. REQUIREMENTS.
A. WORK REQUIREMENTS.
The Contractor shall provide the personnel, facilities, equipment, and materials necessary to perform the services described in this Performance Work Statement.
B. APPLICATION REQUIREMENTS. The application the Contractor provides shall meet the following:
· Web Based (with mobile component)
· Section 508 of the Rehabilitation Act, 1194.22, compliant
· Disaster recovery capability
· Capability to upload files from various software sources
· Operational 24 hours a day, 7 days a week
· Online ad-hoc report development
· Application and data shall be hosted, maintained, and operated by the Contractor
· Graphing and Charting of aggregate data
