1. Building Information:

Understand that the first assignment is for commissioning and LEED EB rating system silver level certification for a 26,000 sq ft, two story library building.

o It is not clear if this building is on central plant for heating/cooling/humidity control or if it has dedicated building energy systems.

o It is not clear whether energy conservation measures have been installed or are planned.

o Is the building metered for electric, heat, lighting and plug loads?

o Has the building Energy Star rating been determined?

o Has a preliminary LEED EB assessment been performed?

o Number of full time equivalent Library building occupants and hours of operation?

o Is there a facility wide policy regarding purchasing, green cleaning products and other environmentally responsible considerations?

Response- No these things have not been done, they thing s hat will have to be done to secure Silver certification; the consultant’s is to guide/or director us through the certification process.

2. Federal travel guidelines will be used for expenses related to site work separate from labor hour estimates regardless what firm is selected. Video teleconference meetings have become routine and can significantly reduce cost, increase the frequency of communication, and reduce scope 3 carbon emissions.

Unique conditions for task orders particularly the first one make it uncertain how much field time will be required therefore, cost estimates for price quotation carry a distinct disadvantage for qualified firms that are out of state. Will it be acceptable to quote a fixed price for labor exclusive of travel cost?

Response- Federal travel guidelines will not be used on a cost basis. The firm must propose a fixed price daily rate that will be charged for each time travel to the Jefferson Lab Campus is required for the base and option year’s period of performance. The price for travel is per person and includes all costs related to travel. If more on-site time is needed than expected, the firm must provide documentation as to why and the government will review this request. Video teleconference meetings will be acceptable.

3. Critical to successful projects is the owner’s project requirements (OPR) and basis of design (BOD) applied to new construction or Building Design and Construction. Not so for existing buildings rather Energy Star rating and other prerequisites dominate EBOM projects. That said, it is important to understand the owner’s intent and appetite for life cycle cost analysis decision making.

Response- Whatever is required to accomplish the Silver certification on this existing building.

4. Integrated project team approach is critical to the successful outcome for

LEED certified projects. It is unclear what stage of design and construction the renovations for the Library are. If the building has already been upgraded then measurement and verification is appropriate if not then modeling with DOE2, EQuest or other codes can simulate energy utilization and performance. The operational sequence, occupancy and other factors are important in developing the commissioning plan. What level of maturity for renovated building systems should be assumed in estimating the initial task order?

Response- It is an existing fully functional library facility.

5. The RFP states that an energy audit has been performed. Is there a listing of energy conservation measures considered and installed that have a bearing on the Library building? Will FDA provide a copy of this audit?

Response- Yes we will provide a copy of the audit, and we will expect the consultant to make recommendations regarding energy conservation measures that we will then have installed.

6. The RFP states that first task order period is two years and that achieving LEED Silver certification defines project completion. LEED is a third party rating system that is not constrained by time or certainty. Only experienced LEED Consultants can assess the likelihood of achieving certification. What is the projected timeframe for beginning and completing the initial task? Has subsequent tasks been scoped or defined for the subject IDIQ? Is the location for subsequent work FDA wide or concentrated solely on the Jefferson county campus?

Response- First we want an experienced LEED consultant, and the timeframe to achieve certification is two years. This IDIQ only pertains to the Jefferson Labs Campus.

7. The RFP states that the project team will select the credits it has chosen to pursue and assign the credits to the responsible team members. The project team shall begin to collect information and perform calculations for all credits and prerequisites it has chosen to pursue. Typically LEED Consultants advise facility staffs that are team members perform much of this effort. Does FDA intend to assign responsibilities to staff members as required to perform these duties?

Response- Yes.
