1. Price Proposal: On Page 4 of the Solicitation, there is a table of “fully burdened hourly rates.” On Page 19 of the Solicitation, the Price Proposal instructions include the following language: “The rate sheet should be broken down by labor category, hourly rate, and fully burdened hourly rate.” These appear to be asking for different levels of detail. Which rate sheet will govern?

Response-The table on page 4 will be completed at award by the government.

Provide the requested information on page 19 which will be used for evaluation of the current yearly rates plus the proposed option year’s rates. A price proposal is also required for the seed task order.

2. Price Proposal – Travel: On Page 19 of the Solicitation, the document states:

“Provide any other fees that may be charged for a task order for example, reproduction fees, and travel to NCTR etc.” Does this statement request an estimate of actual costs, or only a discussion of items we would consider to be reimbursable?

Response-The firm will provide a firm-fixed price proposal for the seed task order. The government is also asking for other rates/fees that may not have been used for the seed task order but may apply to future task orders and the base contract.

3. Technical Proposal: On Page 6 of the Solicitation, the document states: “The consultant shall have experience in the following areas: Energy systems design, installation and operation.” Typically, a commissioning agent (as is being sought by the Solicitation) does not perform “Installation” services. Is there a requirement for the Commissioning Agent to provide Installation services under this contract?

Response-There are no installation requirements.

4. Technical Proposal – Project Experience: Page 18 of the Solicitation states the following: “Provide experience within the last 3 years of providing this type of service as described in the general scope of work of the project and the technical approach of seed Task Order #1 SOW as attachment 1 in section D above.” What is the definition of “3 years?” Does this mean 3 years since AWARD or 3 years since PROJECT COMPLETION?

Response- The last 3 years from the solicitation’s due date for projects you have completed or are presently working on.

5. Contractor shall provide for the LEED administrator services as well as the LEED commissioning services? Yes/No

Response- Yes.

6. The RFP calls for the submittal of a technical /past performance Proposal and a Price /proposal. The task order references building 10 at FDA labs Jefferson as a 26,000 sq. ft library to receive a Silver rating. Your price proposal calls for labor rates and references charges for a task order and also mentions pricing for base year and option years. Can it be assumed that the first task order is building 10, however in this RFP your pricing proposal is just looking for labor rates for LEED Administration and Commissioning that would be applied to specific task orders rather than pricing for building 10. Is this a correct assumption?

Response- there are two requirements for this solicitation that must be submitted.

I. Base IDIQ contract. The firm must submit technical and past performance information as it relates to the broad SOW found in section B-5 and labor rates that may proposed for future task orders which will be used for evaluation purposes in awarding the base IDIQ contract. Proposal’s that are high in price for the seed task order and the proposed labor rates may reflect negatively in proposal evaluation for the base IDIQ contract.

II. Building 10 is the first task order and we are soliciting for a firm-fixed price proposal for this. The technical proposal must be specific to the seed (building 10) task order technical approach. A firm-fixed price proposal for this task order is required.

The Tradeoff Process permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest priced proposal. However, the Government will not make an award at a significantly higher overall price to achieve slightly higher quality deliverables. The Contracting Officer shall determine what trade-offs between technical merit and cost/price offers the greatest overall value to the Government, cost or price and other non-price related factors considered. Specifically, as technical merit becomes more equal, price becomes more important. Because the Government reserves the right to award without discussions, Offerors are encouraged to submit their best pricing terms in their initial proposals.

Proposals considered technically unacceptable may be excluded from further consideration from a past performance and price standpoint.

7. If you are looking for a price proposal specific to building 10, how do we get information on the existing condition of this building, plans, specifications, controls, operations, utilities, etc?

Response- One does not need all of that data to provide a proposal, this is part of the certification process. Once a contractor is selected, the firm will inspect our building and decide whether the building meets Silver standards, if it doesn't then his job is to tell the government what we need to do to bring the building up to Silver standards. As for how he gets the information, once they get the contract they come on site and inspect the building, we'll provide drawings, we'll install meters and monitor utilities for the required year, etc.

8. Is there a specific form you are requesting for the technical proposal to be submitted on?

Response-No.

9. The task order deliverable seems to be a complete LEED EB certification. Thus, as far as we understand, we are not required to prepare a sample task order as part of the proposal submission since, such a sample task order would include an entire LEED EB certification. Is this correct?

Response- See page 17 of 20 for Deliverables.

10. Specifically, the RFP states:

On page 3, under B-2 Schedule of Supplies/Services and Price- One part says, The service provider shall be a U.S. Green Building Council (USGBC) recognized LEED/Commissioning consultant and as such the provider shall implement a LEED rating system.

My company, GGS is not USGC recognized company, but we routinely identify and hire ME’s capable of executing this service. We have a number of very senior engineers who are prepared to accept employment with us, based on our contract needs. Please let me know if you will consider a proposal from my firm for this opportunity.

Response- You must have someone in your firm that is LEED certified or you will be technically unacceptable.

11. Can you please let me know if you have a particular format required for the qualifications/technical proposals?

Response- The firm must complete the SF-1449 blocks 17 and 30. There is no required format for the technical, past performance or price proposals.
