About this file

This is a Request for Information (RFI) issued by the U.S. Department of State Bureau of Diplomatic Technology seeking a low-code/no-code application development platform solution. The RFI targets commercial-off-the-shelf (COTS) platforms that can support application development across State Department's global operations, with mandatory requirements including FedRAMP Moderate and DOD Impact Level 5 certification, cloud-based architecture, robust security features, and comprehensive integration capabilities. Vendors must demonstrate ability to develop applications with minimal programming, support cross-cloud/on-premises environments, provide collaborative tools, and enable rapid prototyping.

Responses are due by May 30, 2025 at 12:00pm EST, submitted to John Warner at WarnerJ1@state.gov. The RFI seeks detailed vendor information across three sections: company details, functional requirements assessment, and past federal implementation experience. The anticipated NAICS code is 541519 for Computer Related Services, with small business size standards of $34.0M in gross receipts. The government emphasizes this is market research only, with no guarantee of contract award, and responses will be used to inform potential acquisition strategies for a platform supporting State Department's 300 sites and 275 global missions.
