QUESTION:
I have a question concerning the shingle specified for the bases of the Walker River Indian Health Center re-roof. The spec specifies TAMKO Heritage 50 shingle as the bases for the “type” of shingle to be installed on the Walker River Indian Health Center. It has been clearly stated there are to be NO alterations to the building for historical preservation purposes. The existing shingle is a white 3-Tab shingle, the maximum rating for a 3-Tab shingle is 30 year. ANY shingle, including TAMKO 50, with a rating greater than 30 year will be an architectural shingle and will CHANGE the APPEARANCE of the building. All architectural shingles will have some shading of sort, this will change the APPEARANCE of the building, making it look modern. The shingle on the building is a white color.
The TAMKO Elite-Seal is a 25 year shingle as is most 3-tab shingles. There are though a few 3-tab shingles that are 30 year and also has a 110 mph warranty too.
Will you please clarify the issue concerning installation of an architectural shingle versus changing the appearance of the building and also the expected warranty related to the shingle type?
PROJECT MANAGER’S RESPONSE
The Tamko Heritage 50 Olde English Pewter colored shingle was specifically approved by the Nevada Historic preservation Office (SHPO). Any changes from Tamko Heritage 50 Olde English Pewter color will require notifying SHPO to receive concurrence that the proposed product has “No Adverse Effect” upon the Historic District. The SHPO will have 30 days to respond to the material change with “No Adverse Effect” or with comments. Should SHPO have comments or require clarification about the proposed product, they will have an additional 30 days to respond to the new information with the cycle continuing until SHPO either disapproves the material or finds that the material has “No Adverse Effect.” The SHPO did not approve the shingle as a replacement of the existing product but as a material that restores the historic aspects of the building and the district.
Although our NEPA coordinator, Mr. John Hamilton, would be happy to assist with the SHPO approval process, he also recommends the contractor use the pre-approved product to avoid indefinite delays that could untimately result in disapproval of the proposed product.
This is a substantial issue that I brought up during the site visit. I made it clear at the site visit that although I cannot force a Contractor to use Tamko Heritage 50 shingles, using that product is the path of least resistance. If the Contractors are proposing a 50-year architectural shingle that is not Tamko Heritage 50 Olde English color, then we will have to get SHPO to concur that the product has “No Adverse Effect.”
During the technical review, I will recommend rejecting proposals that have anything other than a 50year architectural shingle. The 50year architectural shingle was specified and approved by SHPO; accepting anything other than that may subject us to delays and rejection by SHPO of the proposed shingle which could lead to expensive change orders for us to get what we originally specified.
In my opinion, this needs to be made clear to all interested bidders.
