1) Is the “web-based” interactive simulation platform in 1.3 expected to run in a standard web-browser? Either a web-browser or specialized software would be perfectly acceptable.
2) Does the “web-based” interactive simulation platform include the simulated TSD and FSM? Yes
3) What is meant by “cloud-based” platform in 6.2? Does “cloud-based server” mean an off site PaaS solution such as AWS or Azure accessible by the internet? Yes, a solution like those is what we have in mind.
4) Does the Simulated TSD require dynamically (real-time) updated graphics that show aircraft movement? Yes, whether talking about simulated or a live data feed, graphics should depict flight movement and the system should update just like the live TSD does.
5) Is the simulation platform required to tie in to any existing real-world data sources? Yes.
6) Does the Simulated FSM require dynamically (real-time) updated timelines that show aircraft scheduling? Yes
7) In sections 5a and 5b, from what source is this historical data derived? This is TFMS Historical data. We will provide more detailed information about this when we get it,
8) In what format will the historical data be delivered? The historical data looks the same as the live data. Should display same way as live data. We will provide more detailed information when we get it.
9) Will we have access to the current FSM/TSD/TCF displays (screen images) and software? Yes.
10) Will we have access to the SVRWX "Playbook"? We can provide access.
11) Section 2.1.3b states that the “vendor will NOT begin Development tasks until directed by AJR-11 or before receiving acceptance and approval of the final Simulation Design Guide”. Per table in 2.1.6 that is to occur within 60 business days of contract award. Table 2.1.6 specifies that “The vendor will develop and deliver the simulation platforms and scenario scripts for AJR-11's comments and feedback via errata sheets “ within 90 days of contract award. Given that section 2.1.3b disallows development until that milestone is achieved, is it the Governments expectation that the simulation platform and scenario scripts will be developed in 30 business days? We will fix the timeline so that development is given time after the milestones. We are looking for input from vendors with regard to what is a reasonable schedule.
12) Section 1.3 of the SOW states “Seat hours for each scenario is not expected to exceed 1 hour”. Request that the Government clarify what portion of Scripts as defined in Appendix A and B would be included in this 1 hour. The intent is that each scenario should be able to be completed within an hour in class. If a scenario covers a simulated time period longer than an hour, parts of it will be sped up (see 13).
13) Depending on the answer to question 12, would the trainee be using the FSM and TSD long enough for live updates to even occur. Yes, simulation system updates should occur at the same time intervals as the live system. However during running the scenario in the labs the time period that would normally occur in between implementing initiatives and thus between updates can be skipped/fast forwarded through. For example: updates occur, student reviews information, implements initiative, fast forwards to next update, reviews information, modifies or implements initiative, or simply decides to keep monitoring until next update, etc.
14) Will the scenario development tool be expected to interact with the training tool remotely or only on-site? Required onsite but if development can be conducted remotely at a reasonable price, this would be preferred.
