STATEMENT OF WORK

for

100-GALLON PER MINUTE, PORTABLE DIAPHRAGM PUMP

1.0 SCOPE. The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a requirement for 100-Gallon Per Minute (GPM) portable diaphragm pumps. It is the intent of EXWC to deploy these portable diaphragm pumps rapidly to remote locations and austere environments in support of contingency and relief operations where dewatering actions are essential. Within this document, the aforementioned 100 GPM Portable Diaphragm Pump(s) shall henceforth be referred to as ‘100GPM PDP’.

2.0 APPLICABLE DOCUMENTS.

2.1 General. Documents listed in this section are specified in section 3 of this Performance Work StatemeWhynt (PWS). This section does not include documents cited in other sections of this PWS or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in section 3 of this PWS, whether or not they are listed.

2.2 Government Documents.

2.4 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. It shall be noted that nothing in these documents, stated or implied, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3.0 REQUIREMENTS.

3.1 General Design Requirements.

3.1.1 The 100GPM PDP must consist of a diesel engine driven diaphragm pump designed and constructed for ‘continuous use’ operations while meeting all requirements set forth in this document.

3.1.2 The 100GPM PDP must be designed to provide reliable

uninterrupted service for minimum operational shift rotations of ten consecutive days.

3.1.2.1 For the sake of this document, ten consecutive days shall be considered as twenty successively sequential twelve-hour shifts; each twelve-hour shift must consist of (no less than) a ten-hour period of uninterrupted operational service, and (no more than) a two-hour period for maintenance (at the of each operational service period).

3.1.3 The 100GPM PDP must be designed to permit scheduled routine and/or preventive maintenance to be conducted during the established two-hour maintenance periods.

3.1.4 The 100GPM PDP must be designed to be one complete system with the pump and engine permanently mounted on a wheeled frame.

3.1.4.1 Major components (such as pump, engine) must be removable for replacement or depot level maintenance.

3.1.5 The 100GPM PDP must be designed to allow routine inspections of valve and valve flapper via an access plate or cover.

3.1.5.1 The valve / valve flapper access plate (or cover) must be accessible to conduct routine inspections without additional disassemble of 100GPM PDP and/or 100GPM PDP components.

3.1.6 The 100GPM PDP must be designed to operate in all temperatures that range from 32 degrees Fahrenheit (°F) to 130°F without a de-rating of the system, degradation in system’s stated performance criteria, and/or restrictions imposed on run-times.

3.1.7 The 100GPM PDP must be designed to stow all accessories on 100GPM PDP’s trailer (refer to section 3.4 of this document).

3.1.7.1 Stowed accessories must be secured in such a manner as to not come loose or dislodge during transportation.

3.1.8 The 100GPM PDP must be equipped with a 20-gallon onboard fuel tank (minimum).

3.1.9 The 100GPM PDP must be equipped with electronic ignition (electric start system) to augment pull start capabilities.

3.2 Operational Requirements.

3.2.1 100GPM PDP Pump Characteristics

3.2.1.1 The 100GPM PDP pump must be a Reciprocating (Diaphragm) type.

3.2.1.2 The 100GPM PDP pump must be designed to pump muddy water containing smaller solids (such as sticks, stones, mud, sand, and other debris), sludge, and other thick liquids that have the ability to flow.

3.2.1.3 The 100GPM PDP pump must have a minimum rating of 100GPM at 10-foot of Head, at both Suction and Discharge lines.

3.2.1.4 The 100GPM PDP pump must have standard 4-inch Suction and Discharge ports that are capable of rapid connection with hoses provided as 100GPM PDP accessories (i.e. equipped with cam-lock coupling fittings).

3.2.2 100GPM PDP Trailer.

3.2.2.1 100GPM PDP trailer must be a two-wheel, single axle design.

3.2.2.2 100GPM PDP trailer must be designed to support the entire gross weight of the 100GPM PDP and accessories when stationary, in transit, and during full operations.

3.2.2.3 The 100GPM PDP trailer must incorporate a fixed (non-rotating), 3-inch lunette eye to facilitate low speed towing via tow vehicle.

3.2.2.4 The 100GPM PDP trailer must be equipped with a tow bar that has an integrated landing gear system (i.e. tongue jack with footplate).

3.2.2.4.1 The tongue jack must be a retractable and manually

operated.

3.2.2.4.2 The 100GPM PDP must be capable of performing all operations and maintenance activities while supported by the landing gear.

3.2.3 Tires.

3.2.3.1 The 100GPM PDP trailer must be equipped with pneumatic rubber tires with a turf tread.

3.2.3.2 Tire provided with the 100GPM PDP trailer must be rated for trailer at full load weight capacity.

3.2.3.3 Tire provided with the 100GPM PDP trailer must be new (unused) with a manufacturer’s date not older than 18-months.

3.2.3.4 Tire Rims provided with the 100GPM PDP trailer must be painted to match trailer.

3.3 Engine Fuel.

3.3.1 The 100GPM PDP pump must be powered by diesel engine.

3.3.2 The diesel engine provided as the pump’s prime mover must be capable of full operations utilizing JP-8 (MIL-DTL-83133H) as the primary fuel source.

3.3.3 The diesel engine provided as the pump’s prime mover must be capable of full operations utilizing commercial diesel fuels (DF2/ DF1) as its secondary fuel source.

3.3.4 Use of JP-8 and commercial diesel as a fuel source cannot result in a de-rating of the system, degradation in system’s stated performance criteria, restrictions regarding run-times, and/or penalties to the equipment’s warranty (engine or otherwise).

3.3.5 Switching between the use of JP-8 and commercial diesel fuels cannot require alterations or modifications to the provided diesel engine (changing of fuel filters is not considered to be an alteration or modification).

3.4 Accessories.

3.4.1 Each 100GPM PDP must be equipped with the following items as accessories:

3.4.1.1 two 20-foot by 4-inch (ID) suction hoses. Each suction hose must have a Male cam-lock coupling fitting affixed to one end and a Female cam-lock coupling fitting affixed to the other end.

3.4.1.2 two 20-foot by 4-inch (ID) collapsible discharge hoses. Each collapsible discharge hose must have a Male cam-lock coupling fitting affixed to one end and a Female cam-lock coupling fitting affixed to the other end.

3.4.1.3 one Suction Strainer Basket with integrated cam-lock coupler.

3.5 Supportability.

3.5.1 To the maximum extent possible, the 100GPM PDP must utilize commercial-off-the-shelf parts.

3.5.2 The Contractor shall provide global technical support. The Contractor shall provide contact information for OEM Technical Support to include Point of Contact Name(s), Phone Numbers, Email address(s)and website address(s).

3.5.3 The Contractor shall provide OEM parts supportability for the entire life cycle of the unit and delivery of OEM parts within 72 hours (CONUS). The Contractor shall provide contact information for OEM Parts Support to include Point of Contact Name(s), Phone Numbers, Email address(s)and website address(s).

3.5.4 Each 100GPM PDP must be equipped with a 90-day “Initial” spare parts package.

3.5.4.1 90-day “Initial” spare parts package must include any normal maintenance items scheduled (based on OEM literature) to be utilized within the first 90-days of use; to include items utilized during and following the equipment’s identified ‘break in’ time.

3.5.4.2 90-day “Initial” spare parts package must also include any items or parts that would render the equipment functionally inoperable if it failed, and (based on historical failure rate) has required replacement within the first 90-days of use.

3.5.4.3 90-day “Initial” spare parts package, as a complete package, must be boxed in a single container and transported with the 100GPM

PDP.

3.6 Transportability.

3.6.1 The 100GPM PDP must have an integrated lifting eye/bail intended to act as the single lift point when being lifted by a crane or other lifting apparatus.

3.6.1.1 The integrated lifting eye/bail must be capable of supporting the complete system and meet the lifting strength requirements identified in section 5.1.3 of MIL-STD-209k.

3.6.1.2 The integrated lifting eye/bail must be painted yellow (reference NAVFAC P-300, section 2.15.17(f)).

3.6.1.3 The capacity rating of the integrated lifting eye/bail must be stenciled in one-inch black lettering on a visible area next to the associated lifting provision (reference NAVFAC P-300, section 2.15.17(f)).

3.6.1.4 In addition, the words "LIFT HERE" must be stenciled in one-inch black lettering on a visible area next to the integrated lifting eye/bail (reference NAVFAC P-300, section 2.15.17(f)).

3.6.2 The 100GPM PDP must have an integrated tie-down provisions that meet military transport requirements for highway modes in accordance with MIL-STD-209K.

3.6.2.1 Tie-down provisions must be painted the same primary color as the equipment it is attached to.

3.6.2.2 The capacity rating of each tie-down provision must be stenciled in one-inch black lettering on a visible area next to the associated tie-down provision (reference NAVFAC P-300, section 2.15.17(h)).

3.6.3 The 100GPM PDP trailer must incorporate forklift pockets to facilitate equipment movement via forklift.

3.6.3.1 Interior dimension of forklift pockets shall be not less than 12-inches width by not less than 4-inches in height.

3.7 IUID and Data Plates.

3.7.1 The 100GPM PDP must have Data Plate/Item Unique ID applied to any item over $5,000 or serially managed, to include the 100GPM PDP as a unit.

3.7.2 The Data Plate must be a corrosion resistant metal nameplate, permanently and directly marked with the following information, in accordance with MIL-STD-130N, shall be securely attached to all components that meet IUID requirements per DFARS 211.274-2 Policy for item unique identification:

3.7.3.6 Date of manufacture

3.7.4 Machine-readable information marking will consist of a Unique Item Identifier (UII) of the appropriate construct to include:

3.7.4.1 The two-dimensional symbol must be the Data Matrix ECC-200 in accordance with ISO/IEC 16022.

3.7.4.2 Applicable Enterprise Identifier (EID)

3.7.4.3 Serial Number

3.7.4.4 PIN, lot or batch number of the marked item.

3.8 Coating.

3.8.1 Top coat (finish) color must be a flat lusterless Green that conforms to color code number 34064 of FED-STD-595C.

3.8.2 The coating system applied to the 100GPM PDP, and all its components, must be clearly designed by the coating manufacturer to provide corrosion resistant to equipment intended on operating in a heavy salt-air coastal environments.

3.8.3 Surface preparation and coating application must comply with coating manufacturer’s recommendations and best industry practices.

3.8.3.1 Workmanship must be consistent with best industry practices (i.e. commercial automotive).

3.8.3.2 Prior to application of coating system, base materials (i.e.

substrates) must be free of cracks, burrs, sharp edges, and weld splatter that may affect the corrosion performance and coating adhesion.

3.8.3.3 The coating must be free from runs, sags, orange peel, holidays, or other defects.

3.8.3.4 Painting of grease fittings, gaskets, and other non-metallic components shall not be acceptable.

3.8.4 The coating system applied to the 100GPM PDP, and all its components, must withstand cleaning with a pressure washer or water jet cleaner (2500-3000 psi) at a distance of 3 feet to any non-engine surface.

3.9 Warranty.

3.9.1 The Contractor shall provide a warranty that complies with the statutes of this section. Additionally, the warranty must not be less than the most favorable commercial warranties it provides any customer for the same or similar supplies and services.

3.9.2 The Contractor shall be the single contact point for all warranty issues.

3.9.3 At a minimum, the 100GPM PDP must have a one-year, total coverage warranty from date of acceptance at FOB point of destination.

3.9.4 The warranty must be one that is redeemable within the 48 Contiguous United States (CONUS). For warranty claims outside the 48 CONUS (i.e. OCONUS), the Contractor shall be responsible for expediting repair and/or replacement parts to the Government.

3.9.5 The warranty must be inclusive covering the 100GPM PDP as a complete system; to include the trailer frame, pump, engine, and all other installed components, assemblies, and subassemblies.

3.9.6 The Contractor shall include any additional warranties received from suppliers or subcontractors, in whole or in part, for any individual component. These warranties shall be transferred to the Government at no additional costs.

3.9.7 At a minimum the warranty must provide protection against parts failure and malfunction due to design, construction or installation errors, defective workmanship, missing or incorrect parts, and latent defects and/or deficiencies.

3.9.8 The warranty must be comprehensive to include: labor, repair or replacement parts, transportation, and shipping.

3.9.8.1 There shall be no costs incurred by the Government for warranty claims and resolutions. The Government shall not be responsible for any proration or deductibles regarding labor, per diem, travel, travel time, service hours, transportation of equipment, repair or replacement parts cost, shipping cost 'to' and/or 'from' the unit's fielded location, re-testing, or any other warranty related expense.

3.10 Operation, Maintenance, and Parts Manuals.

3.10.1 The Contractor shall provide Operation, Maintenance, and Parts (O&M) Manuals.

3.10.2 The O&M manuals must cover the delivered 100GPM PDP as a whole system and contain:

3.10.2.1 OEM preventive maintenance schedules, procedures, and safety precautions applicable to each maintenance task.

3.10.2.2 Procedures for the safe operation of all system and sub-system components along with associated safety cautions and warnings applicable to equipment operation.

3.10.2.3 Instructions and procedures for inspecting, testing

calibration, service, repair and overhaul of all equipment systems and sub-systems (e.g. pump, engine, trailer, fuel system, etc.).

3.10.2.4 A Parts Manual(s) with comprehensive illustrated parts breakdown.

3.10.2.5 A pictorial representation (i.e. exploded view) of all system and sub-system components, indentured to the item level, identified by individual item numbers, and shall list complete item names, OEM parts numbers, quantity per end item, and the quantity per assembly.

3.10.2.6 A section, or supplemental manual, containing all items in the Initial Spare Parts Package as well as those provided as Accessories.

3.10.3 All printed and digital materials must be written in English.

3.10.4 A set of O&M manuals must consist of one complete copy of all Operator, Maintenance, and Parts manuals in hard (paper) format and one complete copy in electronic format (on CD-ROM).

3.10.4.1 With the exception identified in section 3.12.3 of this document, electronic copies of the O&M manuals must be in a standard Portable Document Format (PDF) format.

3.10.4.2 Each O&M manuals (hard and electronic copies) must be properly labeled to include with the manufacturer’s name, equipment (make and model), manual version, and contract number.

3.10.4.3 At a minimum, labeling information identified in section above shall be located on the cover and cover page of hard copies, as well as on the face of the CDs that contain the electronic copies.

3.11 Contract Data Requirements List (CDRL).

3.11.1 The Contractor shall provide three draft sets of O&M manuals to the address identified in Table I of this document. The packaging must provide a reference to the contract number.

3.11.1.1 The Contractor shall deliver the draft sets of O&M manuals in accordance with the schedule identified in Table IV (CDRL Schedule) of this document (refer to Table IV of this document, CDRL A001).

3.11.2 The Contractor shall provide a separate, individual set of O&M manuals to each of the respective delivery location for their reference library (two locations, one set per location). Recipients at the respective delivery locations are the individuals identified on the ATTN lines in Table II (Destination) of this document.

3.11.2.1 The Contractor shall deliver the O&M manuals for the reference library in accordance with the schedule identified in Table IV (CDRL Schedule) of this document (refer to Table IV of this document, CDRL A002).

3.11.3 The Contractor shall provide a stand-alone electronic copy of the O&M manuals in an editable PDF format to the address identified in Table I of this document on a Compact Disc, (i.e. CD). The packaging must provide a reference to the contract number.

3.11.3.1 The Contractor shall deliver the editable PDF format of the O&M manuals in accordance with the schedule identified in Table IV (CDRL Schedule) of this document (refer to Table IV of this document, CDRL A003).

3.11.4 The Contractor shall provide the Government with an inventory list of spare parts contained in the (90-day) sustainment package.

3.11.4.1 The Contractor shall deliver the inventory list of spare parts contained in the (90-day) sustainment package in accordance with the schedule identified in Table IV (CDRL Schedule) of this document (refer to Table IV of this document, CDRL A004).

3.11.5 The Contractor shall provide the Government with a list of Accessories and Collateral Items as applicable (i.e. fire extinguisher, hoses, strainers, etc.). List must contain name of manufacturer, make, model, part number, and quantity of each item.

3.11.5.1 The Contractor shall deliver the list of Accessories and Collateral Items in accordance with the schedule identified in Table IV (CDRL Schedule) of this document (refer to Table IV of this document, CDRL A005).

3.11.6 Provide a Build Sheet for each machine listing VIN and major components part numbers, serial numbers, and UID tag numbers.

3.11.6.1 The Contractor shall deliver the Build Sheets in accordance with the schedule identified in Table IV (CDRL Schedule) of this document (refer to Table IV of this document, CDRL A006).

3.11.7 The Contractor shall provide one set of O&M manuals with each delivered 100GPM PDP, one complete set must accompany each 100GPM PDP upon delivery (refer to Table IV of this document, CDRL A007).

4.0 SHIPMENT AND DELIVERY.

4.1 Shipment. The Government will identify the distribution quantity for the two receiving sites identified in Table II of this document;

the Contractor shall ship the identified number of equipment to the appropriate destination. The Contractor shall be responsible for all shipping and shipping related costs, to include any labor and weight handling equipment.

4.1.1 Deliveries are accepted 0800 to 1400, Monday through Friday, except on Federal holidays.

4.1.2 Prior to shipment, the Contractor shall inform the appropriate the Primary and Alternate Points of Contact for the respective receiving location (identified in Table II on the ATTN and Alt lines) of the date of shipment, estimate date and time of receipt, shipper’s information, and confirmation of delivery destination.

4.1.3 Any equipment delivered that fails to meet the minimum

standards established by the contract as a receivable item, or any requirement set forth in this specification, shall not be accepted by the Government. Any resulting expenses shall be solely the Contractor’s responsibility.

4.1.4 Delivery Schedule. The Contractor shall adhere to the delivery schedule for the Task Delivery and Period of Performance, as indicated in Table III of this document.
