About this file
This is a comprehensive bid document package (Book 2 of 2) for a public improvement project issued by Washington County Department of Land Use & Transportation in Oregon for the Century Boulevard Extension project from SE Lois Street to E Main Street. The project encompasses multiple construction disciplines including roadway widening, water infrastructure, stormwater management, retaining walls, bridge construction over Rock Creek, a flood overflow channel, landscaping, and traffic signal systems. The bid documents include special provisions modifying the 2024 and 2021 Oregon Standard Specifications for Construction, detailed technical requirements for materials and methods, and estimated quantities for all work items. The project is structured as a comprehensive package with two contract time deadlines: completion of lighting work at specific intersections by September 30, 2026; completion of the joint utility trench and conduit work by August 31, 2026; and all remaining work except seeding and plant establishment by October 31, 2027. A preconstruction conference is required within 15 calendar days of the Notice to Proceed, and bidders must comply with extensive submittal requirements including working drawings, traffic control plans, erosion control plans, and utility coordination documentation.
The project is classified as Bridges and Structures with an estimated cost range of $20,000,000 to $50,000,000. Liquidated damages are assessed at $500 per day for the first contract time period, $1,500 per day for the second period, and $3,400 per day for the final period. The contractor must maintain prevailing wage rates as published by Oregon's Bureau of Labor and Industries and provide comprehensive insurance coverage including $2 million per occurrence commercial general liability and $1 million per occurrence commercial automobile liability. The project utilizes an electronic bidding system through OpenGov Procurement and requires electronic document management through ProjectTeam or similar approved platforms for all post-award submissions. Bid guaranties may be submitted as bonds, irrevocable letters of credit, or certified checks. The contract includes provisions for asphalt cement price escalation/de-escalation adjustments and payment retainage options including traditional cash retainage or surety bonds under recently enacted Oregon legislation. Washington County, the City of Hillsboro, and Clean Water Services are designated as additional insureds on all liability policies.
