B.1 PURPOSE

The purpose of this contract is to purchase two ten-unit sheet-fed offset presses (SFOP) with Oxidative and Ultra Violet (UV) curing capability and associated services to support the Security and Intelligent Documents Division (SID) of the Government Publishing Office (GPO) customers. The products, supplies and services must be placed against the contract in accordance with the Material Management Acquisition Regulation (MMAR).

B.2 CONTRACT TYPE

This is a Firm-Fixed-Price (FFP) type contract with economic price adjustment (EPA) consistent with the Materials Management Acquisition Regulation (MMAR II) 16.203. The contractor shall provide two ten-unit sheet-fed offset presses and associated services as described in Section C, the deliverables as described in Section F, and Inspection and Acceptance as described in Section E in accordance with all terms and conditions stated herein.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT

OF WORK

C.1 Background

The U.S. Government Publishing Office (GPO) requires two 10 unit sheet-fed offset presses (SFOP) capable of printing high quality images on substrates with UV curing and rainbow printing capabilities and associated services to be delivered and installed in Washington, DC and in Stennis, MS. The Contractor shall propose a solution based upon the requirements set forth herein, that adhere to the specifications as written.

C.1.1 Reference Documents:

The SFOP to be provided by the Contractor under this contract shall meet all current U.S. commercial codes and industrial standards, or equally stringent international standards, for manufacturing of high quality industrial equipment, commercial printing presses and finishing equipment to be utilized within an industry environment. The following is a listing of specific standards that the SFOP shall meet:

C.1.1.3 All applicable documents related to Energy Policy Act of 1992 with specific reference to Executive Order 13123 (www.omb.gov)

C.1.1.5 All applicable codes and standards of U.S. Environmental Protection Agency (EPA) and District of Columbia (DC) government (www.epa.gov)

C.2 Scope of Work

The Contractor shall:

C.2.1 Provide two 10 unit sheet-fed offset presses which conforms to or exceeds stated requirements outlined in Section C

C.2.2 Provide definitions of all external utility requirements

C.2.3 Deliver and rig all equipment at the installation site

C.2.4 Provide the required interconnection and integration

C.2.5 Meet Performance Testing Criteria (Section C.4)

C.2.6 Provide required training (See C.16 Operator Training).

C.2.7 Provide warranty for minimum of 12 months on parts and labor from the time of GSAT acceptance.

C.2.8 Provide telephone support within 4 hours after being contacted by GPO regarding service issue or maintenance.

C.2.9 Provide on-site technical service within 24 hours of being contacted by GPO regarding service issues.

C.2.10 The Contractor shall be responsible for providing the GPO the Site Preparation documentation according to Section F.5.6.

C.3 Government Responsibilities

The Government will:

C.3.1 The GPO will be responsible for the preparation of the site for installation.

C.3.2 Provide and terminate all external utility connections as outlined in the Contractor’s solution.

C.3.3 Prepare the existing floor for the floor loads as outlined in Contractor’s Submittal per Section C.12.4.

C.3.4 Provide requisite ventilation and air conditioning as outlined in Contractor’s Submittal.

C.4 SFOP Capability, Functionality, and Performance Characteristics The following represent the minimal capability, functionality, and performance characteristics that the SFOP shall meet

C.4.1 General:

C.4.1.1 Sheet Size Range: Capability of printing sheets ranging from 12” x 17” to 23.5” x 29”. Cannot be a large format press.

C.4.1.2 Substrate Thickness: Capability of printing sheets ranging from a minimum thickness of 0.0016” to a maximum of 0.031”

C.4.1.3 Capability to print on sheets made of paper and polymer (including but not limited to Polyvinyl Chloride (PVC), Polycarbonate (PC), Polyethylene Terephthalate Glycol-modified (PETG), Teslin etc.)

C.4.1.4 Production Speed: Capability to print a minimum of 12,000 sheets per hour

C.4.1.5 A system yield of at least 99.5% acceptable work, with no more than 0.5% spoilage (mechanical issues with the press system independent of the operator)

C.4.2 Printing:

C.4.2.1 Dot gain shall be less than 10% using LED UV or Traditional UV inks on polymer stock (PC, PVC, PETG etc..)

C.4.2.2 SFOP shall have a uniform solid print on each unit, using dry and wet inks, with no roller or gear streaks.

C.4.2.3 A maximum standard deviation of +/- 0.02 points of color density variation across the sheet.

C.4.2.4 Capability to print with LED UV and Traditional UV curing inks using a system that allows the interchange of UV Light housings.

C.4.2.5 Capability to print with oxidative drying inks using an IR dryer system.

C.4.3 Feeder Unit:

C.4.3.1 When a feeder fault is detected the SFOP shall stop feeding the sheets, without producing additional spoilage and facilitate removal of sheets to minimize down time.

C.4.3.2 The feeder shall accommodate a load of material with a height of at least

51”.

C.4.3.3 The feeder shall have the ability to automatically adjust all guides, etc. to change the sheet size to be produced.

C.4.3.4 The feeder shall support non-stop press operation.

C.4.3.5 The feeder shall include an infeed sheet trend monitor to detect early, late or skewed sheets with an audible alarm (e.g. sheet arrival times at head stop).

C.4.3.6 The feeder shall permit remote adjustment of print-to-substrate edge registration at the operator console.

C.4.3.7 The feeder shall have provisions to automatically maintain the stack alignment during processing.

C.4.3.8 The feeder shall automatically feed the sheets in registration utilizing front and side edges of the sheets with audible warning for miss-registered sheets.

C.4.3.9 The feeder shall have the ability to detect the following feeder faults and alert the operator that a fault has occurred: double sheet, incorrectly fed sheets, missing or late sheets, and sheet transfer faults.

C.4.3.10 The feeder shall have equipment to reduce/eliminate static electricity and must be able to feed polymer substrates.

C.4.3.11 The feeder shall have a sheet cleaning system or sheet vacuum system.

C.4.3.12 The feeder shall include an ink jet sheet number printing system and/or a

1D or 2D barcode format where the number data is either generated at time of printing and pushed to a database or pulled from a database and printed on the press sheet. The inkjet system shall be versatile enough to print on Polymer and Paper.

C.4.4 Printing Units:

C.4.4.1 All printing shall be registered with sufficient accuracy such that unit to unit registration, edges of the sheets, gripper and side lays, both vertically and horizontally are aligned with minimal to zero deviation.

C.4.4.2 The printing units shall have the ability to pre-ink individual printing units

(without the processing of sheets) at the beginning of production runs or after extended stoppages.

C.4.4.3 The SFOP shall have ten (10) independent plate units.

C.4.4.4 The SFOP shall have automatic or semi-automatic plate hangers and a plate bending device, if offered with proposed system, with a manual backup system.

C.4.4.5 The printing units shall have electronic register control (from operator console) for horizontal, vertical, and diagonal moves.

C.4.4.6 The printing units shall have a manual hickey picking system.

C.4.4.7 The printing units shall have manual coarse adjustment of register for the plate cylinder range.

C.4.4.8 The SFOP shall have stainless steel, chrome, or other corrosion-resistant cylinders.

C.4.4.9 The SFOP shall have a means to facilitate the plate alignment process by providing a series of pins on the cylinders or in the clamps, and punched holes in the plates.

C.4.4.10 The printing units shall have a contact free sheet transfer system between print units.

C.4.4.11 All printing units (except the last unit) shall have Traditional UV and LED

UV curing docking stations and shall be sized to accommodate up to (9) inter-deck curing lamps.

C.4.4.12 The Ink curing system (UV energy or Oxidative) shall be capable of curing at full press speed.

C.4.4.13 All LED UV and Traditional UV light systems shall be interchangeable between interdeck units. SFOP shall have (6) Interdeck LED UV curing lamps and (6) Interdeck Traditional UV curing lamps that can be moved to any printing unit in the press.

C.4.5 Inking Units:

C.4.5.1 The SFOP shall contain separate inking units for each printing unit. Each printing unit shall consist of a series of rollers (e.g. ink train) to transport ink from a reservoir (e.g. ink fountain) to a particular plate cylinder. The inking unit shall control the amount of inking of the image to the plate cylinder.

C.4.5.2 The SFOP shall provide the capability to control the temperature of all ink distributor and ink fountain rollers.

(Increased Value, Preferred) Capability to control and monitor the temperature of all ink distributor and ink fountain rollers at the main press console.

C.4.5.3 Inking unit shall be capable of accommodating conventional wet offset and dry offset printing. Plate cylinder must be undercut to accommodate dry offset printing.

C.4.5.4 The SFOP ink trains shall;

a. Automatically clean the roller system on demand

b. Are equipped with ‘cloth clean’ blanket and impression cylinder washers

c. Accommodate both conventional and UV based inks

d. Include anti-ghosting form rollers, either manual or automatic in all units

C.4.5.5 The SFOP shall contain ink fountains that;

a. Permit multiple colors in a single ink fountain, i.e. split fountain or rainbow printing. All (10) printing units must have the capacity to rainbow print.

b. Provide a minimum of 14 dividers per inking unit for a total of a 140 rainbow ink dividers.

c. Minimum distance between rainbow ink dividers shall not exceed 15mm.

d. Maximum width of the rainbow divider shall not exceed 6.35 mm (1/4 inch)

e. Contain segmented ink keys to meter the ink which can be controlled by the main press console on both rainbow fountain units and non-rainbow units. Provide a technical drawing of ink key layout.

C.4.5.6 The SFOP shall contain ink systems that include the following capabilities:

a. adjustable side to side roller oscillation from (0) to maximum oscillation

b. intermittent ink ducting

c. controlled ductor timing (Increased Value, Preferred - each of a, b, and c.) Capability to control a, b, and c from the main press console.

C.4.5.7 The SFOP shall contain ink misting extraction equipment for each printing unit.

C.4.5.8 SFOP shall be capable of turning on and off the lateral movement of the ink oscillating rollers in all printing units when the press is idling, (idling is defined as no sheets going through the press). This feature shall be able to be engaged from the console.

(Increased Value, Preferred) Capability of the press to automatically perform the function above while idling.

C.4.5.9 The SFOP shall be equipped with inking rollers compatible with all UV curable inks and light sources.

C.4.6 Dampening System Unit

C.4.6 The SFOP shall have an independent dampening system per printing unit that;

a. Speed compensated continuous film dampening

b. Accommodates alcohol and non-alcohol based dampening solution

c. Has a bridge roller system or alternative system to eliminate gap streaks

d. Has a circulation and temperature control unit of dampening solution that will not cross contaminate

e. Each print unit will have independent dampening tanks

f. Each dampening tank shall have alcohol dosing units with an accuracy of alcohol concentration of +/- 0.5% of set alcohol concentration.

g. Each press will be supplied with a spare dosing unit and dampening solution tank.

h. Each tank shall have the ability to read, measure, and display pH, alcohol percentage, temperature, and conductivity.

(Increased Value, Preferred) Ability to perform the functions above from the main press console.

C.4.7 Delivery Unit:

C.4.7.1 The delivery unit shall compile loads of a minimum of 51”

C.4.7.2 The delivery unit shall have static electricity reduction equipment to enable the use of plastic substrates

C.4.7.3 The delivery unit shall facilitate continuous delivery operation

C.4.7.4 The delivery unit shall have a minimum of 2 UV housings/lamps that can accommodate LED UV and Traditional UV curing. LED UV housings/lamps and Traditional UV housings/lamps shall be provided.

C.4.7.5 The delivery unit shall be equipped with a sheet de-curler

C.4.7.6 The delivery unit shall be equipped with an infra-red (IR) drying unit

C.4.7.7 The delivery unit shall be equipped with a substrate cooling device (AKA:

Cold Air Knife)

C.4.7.8 The delivery unit shall be equipped with an exhaust system for removal of gases from the curing of inks using UV radiation.

C.4.7.9 The delivery unit shall be equipped with a reject tabbing system for sheets that do not meet internal QC inspection requirements. If a second delivery unit is utilized that can send rejected sheets to that pile then the tabbing system is not required.

C.4.8 Printing Unit UV (LED and/or Traditional) Curing Subsystem:

C.4.8.1 The printing unit UV curing subsystem shall be capable of curing UV inks on paper, plastic, cloth, wood pulp, and other synthetic substrates without significant substrate dimensional changes.

C.4.8.2 The printing unit UV curing subsystem shall include equipment to cool the lamp housing

C.4.8.3 The printing unit UV curing subsystem shall include all duct work and ventilation equipment to exhaust ozone and other curing byproducts to a GPO-supplied termination point

C.4.8.4 The SFOP shall be configured in all lamp locations for use with either type of Lamp housing (LED or Traditional UV)

C.4.8.5 The printing unit UV curing subsystem shall be integrated with the main console

C.4.8.6 Vendor shall provide a way to measure UV lamp energy output.

(Increased Value, Preferred) The printing unit UV curing subsystem shall have radiometers integrated into the system to monitor UV system energy output.

C.4.9 Other Functions:

C.4.9.1 SFOP control stations shall:

a. Be provided at all inking units (such as feeder, inking units, coating units, and delivery) to maximize the safe and efficient operation of the SFOP.

b. Each unit shall have an e-stop (emergency stop), plate mounting controls, stop-and-lock and inch buttons

c. Be clearly and permanently marked.

d. Include an audible and visual warning device.

Audible sound and tone shall be selectable by the operator.

Tones shall sound for at least (3) seconds prior to the operation of the machine in both “inch” and “run” modes.

e. Visual indication shall be generated and displayed to the operator with a unique error code or visual fault indicator upon the occurrence of each detected failure

C.4.9.2 SFOP operator console shall:

a. Be menu driven

b. Ensure that the data entered by the operator satisfies the specified sheet size formats, the text and number formats shall be adjustable by the GPO

c. Permit entry of information via keyboard and mouse and touch screen

d. Alert operator to system malfunctions by use of screen messages

e. Provide a means to adjust both register and ink controls including ink key control with and without the use of rainbow printing units

f. Be equipped with a job memory for saved job settings and maintain archival, retrieval and selective restoration of ink segment positions for each fountain. The job memory shall be exportable with upgradable storage.

g. Have a color viewing light source of 5000K

h. Integrated UV functions shall be accessible

i. Be equipped with a closed-loop scanning spectro-densitometer color inspection and control subsystem. For each sheet presented by the SFOP operator for evaluation, the closed-loop scanning spectro-densitometer shall automatically sample the ink density at predetermined areas across the entire printed sheet, compare the measured ink densities to a standard value. Required printed control elements shall fit within the unprinted margin of the sheet.

j. Console shall be password protected with different manageable levels of access and/or privileges.

C.4.10 In-line QA Inspection Equipment

Defined as equipment that is incorporated in the press production printing path for purposes of identifying defects, registration, color density and verifying images using visual inspection tools while the press is operating at production speeds.

Definitions Gross Defects – Defects such as hickies, ink voids, scumming, toning, scratches, or missing image/structures in the printing greater than or equal to 0.25mm2 in area.

Micro Defects – Defects such as hickies, ink voids, scumming, toning, scratches, or missing image/structures in the printing less than or equal to 0.24mm2 in area.

System Description C4.10.1 (Core) In-line inspection equipment shall detect gross defects and registration alignment on opaque polymer substrates for the manufacturers (vendor) designed press speed range. Operator notification shall be within 10 impressions.

C4.10.1_1 (Increased Value, Preferred) In-line inspection equipment shall inspect in color, gross defects and registration alignment in the visible light spectrum (400 to 700nm) on opaque polymer substrates for the manufacturers (vendor) designed press speed range. Operator notification shall be within 10 impressions.

C.4.10.1_2 (Increased Value, Strongly Preferred) In-line inspection equipment shall inspect color, defects from gross to micro, and registration alignment in the visible light spectrum (400 to 700nm) on opaque polymer substrates for the manufacturers (vendor) designed press speed range. Operator notification shall be within 10 impressions.

C.4.10.1_3 (Increased Value, Highly Preferred) In-line inspection equipment shall inspect color, defects gross and micro, and registration alignment in the wavelengths 200 to 1100nm on opaque polymer substrates for the manufacturers (vendor) designed press speed range. Operator notification shall be within 10 impressions.

C.4.10.1_4 (Increased Value, Highly Preferred) Capability of the In-line inspection equipment to inspect clear polymer substrates.

C4.10.1_5 (Core) Inspection system shall be integrated with a sheet barcode or numbering system and to record all sheets entering the press. The barcodes or numbers printed on the sheets shall be linked with a print job stored on the press database.

C.4.11 Hardware and Software

C.4.11.1 (Core) The in-line system software shall allow the operator to set target areas for each print job which require higher inspection and controls in the visible light (400nm to 700nm). The inspection software shall be configurable to set rules applied to single areas and tolerances for clusters of defects in a region in the supplied system configuration.

C.4.11.2 (Increased Value, Highly Preferred) The in-line system software shall allow the operator to set target areas for each print job which require higher inspection and controls in the visible and invisible light (200nm to 1100nm). The inspection software shall be configurable to set rules applied to single areas and tolerances for clusters of defects in a region in the supplied system configuration.

C4.11.3 (Core) The in-line system shall be capable of retaining and comparing a standard reference image to the image being printed for the purpose of identifying defects and deviations during printing.

C.4.11.4 (Increased Value, Preferred) The in-line system shall include core requirement and interface to the near line system for purposes of updating standard reference images and downloading print job data. The two systems shall have interoperability so that data/files can be transferred between systems without loss of data/file integrity.

C4.11.5 (Core) All sheets flagged as defective shall be either automatically sent to QA reject delivery and/or tagged in some manner to allow removal from the skid.

C4.11.6 (Core) Any sheet flagged for rejection shall have the bar code or sheet number recorded and the option to have the image of the defective sheet recorded.

C4.11.7 (Increased Value, Preferred) The in-line system shall be integrated in a way that allows automatic adjustment of ink keys (with operator approval) for color/density based on standard reference image.

C.4.11.8 (Core) Standard reference images shall be located in a database on the press with password authentication required for changes to the file. The database shall store golden reference images in a file format that allows updating.

C.4.11.9 (Increased Value, Preferred) The in-line inspection system shall be capable of integration with a secure multi-networks line in order to update software, back up and/or update the in-line QA system.

C.4.11.10 (Increased Value, Preferred) The images of rejected sheets shall be retained with the job in the in-line system, at the jobs completion, a configurable report will be printed with job details, rejected sheet and images with barcode number or sheet number for each skid of work. The images will be uploaded for follow on inspection and job data retention.

C.4.12 Press QC sheet inspection Equipment (Near Line) Defined as equipment that is not physically part of the press path but is connected to the Press Console for the purpose of inspecting printed sheets. This is not a system intended to inspect full skids, this is a spot check system to ensure that the job/skid are in tolerance when compared to a standard reference image.

C.4.12.1 (Core) The system shall be capable of scanning a press sheet of up to 23.5 by 29 inches.

C.4.12.2 (Core) The system shall evaluate to a standard reference image for a print job for the following:

• Registration,

• Dot gain,

• Ink density

• Line weight

• Line raggedness

• Print image variance from standard reference image

• Gross Defects

• Micro Defects

• Bar Code/Sheet Number Reader

• Position of print location relative to the sheet

C.4.12.3 (Core) The system shall scan and provide information for an opaque press sheet of

23.5 inches by 29 inches in less than or equal to 3 minutes in the visible spectrum, 400nm to 700nm.

C.4.12.4 (Increased Value, Highly Preferred) The system shall scan a press sheet up to 23.5 inches by 29 inches in the visible and invisible spectrum (200nm to 1100nm) in less than or equal to 6 minutes.

C.4.12.5 (Core) The system shall provide recommendations (plate, ink, etc…) on adjustments to improve the match from the scanned sheet to the standard reference image.

C.4.12.6 (Increased Value, Preferred) Shall include the core value (C.4.12.5) with the additional ability to make automatic adjustment to ink keys, etc. after press operator approval.

C.4.12.7 (Increased Value, Highly Preferred) Capability of the Near line inspection equipment to inspect clear polymer substrates.

C.4.12.8 (Core) The database shall store standard reference images in a file format that allows viewing and comparing to the scanned press sheet image files using an Adobe or equivalent software package.

C.4.12.9 (Increased Value, Preferred) The inspection system shall integrate with a secure virtual network (V-Lan) line in order to transfer data, update software, back up and/or update the system to the GPO network but not require a constant connection.

C.4.12.10 (Core) The images of inspected sheets shall be retained with the job in the system, at the jobs completion, a report will be printed with job details, any changes or modifications shall be included in the report generated at completion. Included in the report are the barcodes or sheet number of the sheets tested. The images will be retained in the system for inspections or job data transfer. The system shall allow a configurable report to include adding columns, fields, custom calculations or inclusion of images. The system shall be connected via a secure network to enable file transfer when necessary.

C.4.12.11 (Core) The near line system software shall allow the operator to set target areas for each print job which require higher inspection and controls in the visible light (400nm to 700nm). The inspection software shall be configurable to set rules applied to single areas and tolerances for clusters of defects in a region in the supplied system configuration.

C.4.12.12 (Increased Value, Highly Preferred) The near line system software shall allow the operator to set target areas for each print job which require higher inspection and controls in the visible and invisible light (200nm to 1100nm). The inspection software shall be configurable to set rules applied to single areas and tolerances for clusters of defects in a region in the supplied system configuration.

C.4.12.13 (Core) Near line inspection equipment shall inspect color, defects from gross to micro, and registration alignment in the visible light spectrum (400 to 700nm) on opaque polymer substrates.

C.4.12.14 (Increased Value, Highly Preferred) Near line inspection equipment shall inspect color, defects gross and micro, and registration alignment in the wavelengths 200 to 1100nm on opaque polymer substrates.

C.4.12.15 (Core) Near line inspection system shall be integrated with a sheet barcode or sheet number reader to record all inspected sheets. The barcodes or sheet numbers printed on the sheets shall be linked with a print job stored on the press database.

C.4.13 Accountability:

C.4.13.1 The SFOP shall be capable of maintaining accountability for individual print runs and continuous equipment operation periods. Press counters shall be capable of maintaining the following accuracies and counts, and satisfying the following requirements:

a. Shall incorporate counters to record the number of sheets introduced from the feeder and number of sheets printed (under impression). All counters shall have an overall accuracy of not less than 99%.

b. Shall track the total number of sheets printed over the life of the SFOP via minimum nine (9) digit non-resettable counter.

C.4.14 Facility and System Requirements: The following are facility and system requirements:

C.4.14.1 Utilities: The SFOP shall operate with the following Government provided utilities:

a. Electrical power: 480 volts, 3 phase, 60 hertz, four wire alternating current

b. Compressed Air: up to 95 psi, oil free, and 50° F dew point

c. Ambient Conditions: The press shall function properly and produce satisfactory product under the following ambient conditions: Temperature:

68-74° F

d. Relative Humidity: 35-55%

e. City tap water: Untreated water at 80 psig and at ambient temperature of 50-80° F

f. Reverse Osmosis water source will be available

g. GPO (DC only) can provide chilled water/contractor can use water to water heat exchanger which is at 42-46 degrees F, but if there is another temperature needed other than 42-46 degrees F then contractor would have to provide.

C.4.14.2 Utilities: Contractor supplied devices:

The contractor shall provide and install devices such as but not limited to;

transformers, filters, dryers, and surge suppressors, in order to make these provided utilities compatible with proper functioning and operation of the SFOP. The Contractor shall be responsible for utility connections from disconnect points. The GPO will furnish all utilities within six (6) meters of the installation site for the SFOP. The utilities shall be connected overhead. Contractor must provide all utility consumption or demand requirements. Contract shall also provide heat loads for HVAC as well as exhaust requirements. Contractor shall provide all waste stream information to determine environmental and process impact to the GPO.

C.4.14.3 On-Grade Installation: Shall be installed on a flat slab. The installation of the SFOP shall be designed to not require the use of pits. Trenches (piping and wiring), Floor covers or decking will be considered within the constraints of the proposed location. Piping and wiring shall be connected internally in the SFOP, and as necessary, routed via overhead troughs.

C.4.14.4 Electronic and Electrical Requirements:

a. All electronic and electrical components, such as programmable logic controllers (PLC), network communications hardware and any embedded computers, shall be of the latest version available on date of fabrication of the SFOP.

b. Communication ports shall allow access of a programming panel and peripheral devices such as modem, printer, and Programmer Interrogator (PI). All program memory of the machine shall be protected from loss during power interruption. All data shall be retained during loss, spikes or dips in power supply. Data retention shall be provided for a minimum of fourteen (14) calendar days. Key type protection or password protection shall be provided to ensure software memory protection from unauthorized changes, access, or deletion.

c. The Contractor shall describe any network communication, modems, etc. required for normal operation and maintenance of the system.

d. The power supply shall be capable of operation with voltages varying up to +/- 15% of the normal supply. The SFOP shall be capable of restarting following return of the power to normal supply without problems or resetting.

e. An uninterrupted power supply (UPS) shall be provided on the SFOP for all computers and control systems to ensure against the loss of data or operational setting during power variations.

C.4.15 Drive Controls:

C.4.15.1 The main electrical drive shall have infinitely variable speeds. The range of the drive speed shall be from a crawl speed to the maximum operational speed. The speed shall remain at the set point within +/- 1%. Variations in the speed of any preset value between no load and full load shall not affect the performance of the SFOP or any subsystem. The main drive motor shall be selected for high efficiency and continuous operation without overheating.

C.4.15.2 Upon initiation of the start button, the electric drive controller shall immediately monitor all system circuits. When the SFOP is ready for operation, it shall initiate a safe starting sequence and then terminate it when the SFOP reaches a set minimum operating speed. Manual controls (feeder, delivery, and console) shall be provided for adjusting the operating speed upon completion of the starting sequence. A manual speed increase function shall be selectable via a selector switch.

C.4.16 Vibration:

Vibration isolation devices shall be provided as required (C 13.1) to prevent vibrations from entering and impacting the facility.

C.4.17 Optional Coating Unit

C.4.17.1 Coating unit with UV curing unit shall:

C.4.17.2 Allow coating of the top side of the sheet after the last printing unit, C.4.17.3 Permit use of aqueous and UV coating, with robust clamps and anti-corrosion protection to accept blankets or plates C.4.17.4 Provide pump systems that are compatible with UV, heavy coatings, and aqueous coatings

C.4.17.5 Include a plate register system that controls horizontal, vertical, and skew movement.

C.4.17.6 Contain a chambered anilox coating system, for heavy coatings with particles or smooth coatings

C.4.18 Optional Cold Foil Capability

C.4.18.1 Cold foil location will be determined after award.

C.4.18.2 Cold foil shall be useable with all substrates listed in C.4.1.3.

C.4.18.3 Cold foil application will permit the use of traditional or cast and cure cold foil applications using existing print unit.

C.4.18.4 Equipped with safety interlock system with the press to prevent damage to the press.

C.4.18.5 System shall have the capability to run multiple rolls to allow for maximum design options.

C.4.18.6 Shall be capable of using a wide range of foil types available for traditional and cast and cure foil application.

C4.19 Optional Second Delivery Unit

C.4.19.1 Second delivery unit shall have the same capabilities as the delivery unit.

C.4.19.2 Shall have the capability to send defective sheets to one of the two delivery units.

C.5 Installation and Set-Up

The Contractor shall provide all labor, materials, tools, and services required to install and set-up the SFOP at the place of installation in accordance with the requirements set forth in this solicitation, and turn the SFOP over to the GPO for operation. The labor, materials, tools, and services shall include all those necessary for assembly, alignment, connection, and start-up and readying the SFOP for the

SAT.

C.5.1 Site Preparation:

The GPO will be responsible for the preparation of the site for installation and set-up of the SFOP by the Contractor. However, the Contractor shall be responsible for providing the GPO the site preparation documentation listed below:

C.5.1.1 A footprint drawing which shows the floor loads at each support point.

The drawing shall be fully dimensioned, showing the sizes of the original support feet, the relative dimensions between the support feet and dimensions indicating the locations of the feet relative to a reference point on the piece of equipment. Any dynamic loads produced when the system is in operation shall also be noted. Please break this out into bullets for clarity.

C.5.1.2 Utility requirements shall be provided and include required amperes, power factor, largest motor HP rating, connection locations, and requirements such as; flow rates, temperatures, pressures, differential temperatures, differential pressures, power requirements, voltage, frequency, phases, diversity factors, and heat load.

C.5.1.3 Location of utility connections

C.5.1.4 Required clearances around the equipment for operation and maintenance

C.5.1.5 Drawings shall be supplied in PDF and Auto-CAD (.dwg) format

C.6 Maintenance

C.6.1 A manufacturer’s specified/designed set of Special Tools are required for maintenance and operation and shall be provided for the press.

(Special Tools are any items or devices not commercially available but needed to operate or maintain the SFOP.)

C.6.2 System units shall be equipped with standard indicator lights (red, yellow, green) which will notify Operators of equipment/machine status during normal operation.

C.6.3 Contractor shall provide evidence of an established and manufacturer certified

Service and Maintenance facility, staffed by manufacturer certified technicians/engineers located within the continental United States to provide support for this equipment, as required.

C.7 Demonstrated Performance Requirement

The Contractor shall provide evidence that its press has been successfully used in volume production of polymer substrates and split fountains. Contractor shall provide, at a minimum, three References that can be contacted independently by the US GPO, and can confirm the requirements stated in Section C.8. Additional References are welcomed as well.

C.8 Operational Machine Reliability Requirements

The Contractor shall provide demonstrable evidence of sustainable “up-time” in excess of 90% for a period of not less than three months at a referenced customer site.

C.9 Manuals and Drawings Engineer to inspect

C.9.1 Installation Drawings Submittal - Not later than 30 days after award of contract, the Contractor shall submit to the contracting officer, one set of reproducible, certified scale drawings consisting of: Installation Drawings indicating all maintenance, operational repair, overhead clearances, machine dimensions (length, width, and height of each machine or machines), utility connections, controller dimensions, etc.

The drawings shall contain sufficient information to enable GPO personnel to prepare the site for installation prior to delivery of the press.

C.9.2 The Contractor shall deliver, 60 days prior to delivery of the press, all manuals, lists and drawings specified below. All written submittals shall be either originals or a good legible copy of the original. The Contractor shall provide three copies (printed in the English language) of the following:

C.9.2.1 Full Operator Instruction Manual Submittal - shall be furnished no later than 60 days prior to delivery of the press.

C.9.2.2 Electrical Wiring Diagrams, Schematics and PLC Ladder Logic Submittal

– A complete set of electrical wiring diagrams, schematics and PLC Ladder Logic suitable for the GPO in-house electricians/electronic technicians to maintain the equipment shall be submitted.

C.9.2.3 Mechanical and Electrical Troubleshooting Manual Submittal – A troubleshooting manual for mechanical and electrical maintenance shall be provided.

C.10 Specialized Equipment

Any specialized electronic equipment or passwords necessary for access to all systems shall be provided as part of this contract, including PLC ladder logic, and full documentation thereof, to facilitate equipment maintenance for internal use only.

Any specialized electronic equipment necessary for the initial setup and the diagnosis of control/electronic functions and problems shall be furnished to the Government by the contractor for future adjustment by in-house technicians. On screen diagnostic messages, if any, shall be in English. All specialized equipment necessary under this clause shall be included in the price.

C.11 REGULATIONS/ PUBLICATIONS/ CODES:

The Contractor shall comply with and perform all services associated with this effort in accordance with any and all applicable Regulations/ Publications/ Codes. Regulations/ Publications/ Codes means any and all Federal, State, City, local, and Organizational laws, regulations, codes, ordinances, standards, and conditions ( e.g. Department of Transportation (DOT), Environmental Protection Agency (EPA) and OSHA ), original equipment manufacturer specifications, requirements and standards as well as any and all GPO policies, procedures, guidelines and requirements that govern the performance of services as prescribed by the contract. The Contractor is solely responsible for ensuring it is complying with and performing in accordance with any such amendments, supplements to such Regulations/Publications/Codes as well as any and all superseding documents issued or enacted during the period of performance of the work. The Government reserves the right to request copies of the company license(s) and other certification documentation that demonstrates their company and personnel have the ability to perform the services at any time during performance. The Contractor shall provide the requested information within five (5) business days of the request.

C.12 Physical Plant Requirements

C.12.1 The press shall be configured to provide for the safety of the operators during normal use. The Government intends to operate the press for up to three shifts per day.

C.12.2 The GPO will provide compressed air if required at a nominal pressure of 95 pounds per square inch to the press except as otherwise specified. Where air operated devices are furnished, the Contractor shall provide air manifolds to minimize piping and provide air filters and lubricators.

C.12.2.1 The Contractor shall also provide a solution for achieving any compressed air requirement that exceeds 95 pounds per square inch.

C.12.3 If the manufacturer's design requires the Government to reinforce the floor with beams in the foundation, this shall be clearly stated in the submitted proposal.

C.12.4 Floor Loading Submittal - The Contractor shall provide (within 30 days after award) drawings that define the following:

C.12.4.1 Points that the press rests on the floor

C.12.4.2 The size and thickness of the bearing plates

C.12.4.3 Load in pounds per square foot English or metric at each point.

This information shall be furnished within 30 days after award of the contract so that the Government can determine the extent of the floor reinforcement necessary.

C.12.5 The press may be positioned to take advantage of floor-to-ceiling height.

C.12.6 Equipment Floor Plan/Elevation Drawings Submittal. This information is considered essential in ascertaining that the press fits the limited space requirements.

The drawings shall be based on the scale of 0.25 inches = 1.0 feet. The weight of each component shall be included.

C.12.7 External Utility Connections Submittal - The Contractor shall supply specific data for each unit of the proposal which details the exact type, location and quantity of each of the following utilities on a drawing based on the scale of 0.25 inches = 1.0 feet. The Government will supply and terminate external utilities based upon the information provided in the requested submittals:

C.12.7.1 Location of each External Electrical Service connection showing each power requirement (Volts, Amps) and panel clearance dimension (inches);

C.12.7.2 Location of each external Chilled Water connection (if any) showing flow requirements (gallons per minute, tons and inlet temperature in degree Fahrenheit) and water quality requirements (e.g. water hardness, etc.);

C.12.7.3 Location of each external Compressed Air connection (if any), pressure requirements (pounds per square inch) and air quality requirements;

C.12.7.4 Location and quantity of each source of Heat Load (tons) and total
