Summary of Changes

1. In SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK:

a. In Part C.4.2.1 the following language is deleted: “Dot gain shall be less than 10% using LED

UV or Traditional UV inks on polymer stock (PC, PVC, PETG etc..).”

b. In Part C.4.3.3 delete “The feeder shall have the ability to automatically adjust all guides, etc.

to change the sheet size to be produced” and replace with “The feeder shall have the ability to automatically adjust necessary guides, etc. to change the sheet size to be produced.”

2. In SECTION F - DELIVERIES OR PERFORMANCE, part F.5.8, delete “Engineering Drawings:

Drawings covering the entire SFOP, support equipment and any other equipment delivered under this contract shall be provided; mechanical, electrical, hydraulic and/or pneumatic; and shall include individual parts, subassemblies, and assemblies. Drawings for all individual parts and detail drawings shall show the form, fit and function of the part, materials utilized and any manufacturing process information required for the GPO to reproduce the part in an emergency. Detail drawings shall reference their respective subassemblies and assembly drawings.” and replace with “Engineering Drawings: Drawings covering the entire SFOP, support equipment and any other equipment delivered under this contract shall be provided. The supplier will guarantee availability of all proprietary spare parts in a timely manner. If the supplier becomes unable to do so, the drawings of said parts will be made available to the GPO.”

Can the GPO please provide a definition for the term "Acceptable work"?

Acceptable work is defined as printed sheets that are within our quality specifications.

E.6.10.7 4 40

Dot gain shall be less than 10% using LED UV or Traditional UV inks on polymer stock (PC, PVC, PETG etc..)

Dot gain is greatly affected by printing materials such as ink, dampening water, blanket, and substrate. In order to produce with appropriate dot gain, the dot gain curve is usually corrected during plate making. In our internal testing, we expect dot gains of 10-20%.

This is the result when using a 50%, halftone dot gain patch, and using a plate that was made without dot gain curve correction for that patch. Is it okay to correct the dot gain curve to obtain a 10% dot gain?

This requirement is removed. Plate curve correction is not necessary. The language is in section C.4.2.1.

C.4.2.2 Printing 1 9

SFOP shall have a uniform solid print on each unit, using dry and wet inks, with no roller or gear streaks.

What is the criteria for "no roller or gear streaks"? Would a minor roller or gear streak of less than 2 delta E be acceptable?

Yes, that is acceptable.

6.4.2.3 1 9

A maximum standard deviation of +/0.02 points of color density variation across the sheet.

Is this measured using oil based inks?

The normal commercial spec is within +/- 0.05 points allowing for substrate variations, Is this acceptable?

Yes, this is measured with oil based inks. The requirement will remain as written in the

SOW.

Where on the sheets will the ink jets print? The lead edge, operator side, gear side?

It doesn’t matter as long as the ink jet prints outside the artwork (there is a minimum of ¼” all the way around).

C.4.4.12 1 11

The Ink curing system (UV energy or Oxidative) shall be capable of curing at full press speed.

Does the GPO accept the curing process provides a surface cure and requires a post-cure time following the UV exposure for complete drying?

It is understood that the curing process can vary depending on the UV exposure and ink formulations.

C.4.5.5.

c 1 12 (C) controlled ductor timing Does the GPO use the ductor timing control to manage light inking?

No, light inking is managed using intermittent ink ducting.

C.4.5.7 1 12 The SFOP shall contain ink misting extraction equipment for each printing unit.

Can the GPO provide location of the facility ducting hook-up?

Currently the ink mist is filtered and eventually vents into the room. Exhaust ducting can be provided in the necessary location.

Be equipped with a closed-loop scanning spectro-densitometer color inspection and control subsystem.

Can the GPO make note that the density measurements in areas of rainbow printing will be undefined due to the inherent variability of the feature? It is understood that a scanning Spectro densitometer has limits when reading rainbow units.

C4.10.1 (Core) In-line inspection equipment shall detect gross defects and registration alignment on opaque polymer substrates for the manufacturers (vendor) designed press speed range.

Can the GPO accept that performing print-to-substrate measurements on clear substrates is not possible.

The increased value requirement with the capability to inspect clear polymer substrates will remain as stated in the SOW (C.4.10.1_4).

C.4.10.1_3 (Increased Value, Highly Preferred) In-line inspection equipment shall inspect color, defects gross and micro, and registration alignment in the wavelengths 200 to 1100nm on opaque polymer substrates for the manufacturers (vendor) designed press speed range.

Automatic inspection systems illuminate the substrate in the UV and IR spectrum using narrow band LEDs where the light illuminates approximately 50 nms of the wavelength. Therefore, would it be acceptable for the UV spectrum to be illuminated centered around 365nm and the IR spectrum to be illuminated around the 850mm?

The proposed solution will not meet the increased value requirement stated in the SOW. Follow the SOW language.

D.5 3 32 Loading dock opening is 7 feet 10 inches wide by 7 feet 9 inches tall.

Will the GPO allow installation through the side wall? If so, can the GPO change the maximum dimensions of the entrance to be 144"W x 144" H?

No, installation through the side wall is not an option. In DC the option to bring equipment in through the 14’ x 14’ door on the 3rd floor is available. Internal door sizes in DC (3rd floor) will be 12’ x 12’.

5.7 Technical Documentation:

The Contractor shall provide the GPO with accurate, complete and current technical documentation of the SFOP furnished, inclusive of all support equipment. The documentation shall include;

engineering drawings, bill of materials (BOM), operation and maintenance manuals, and purchased component literature.

5.8 Engineering Drawings:

Drawings covering the entire SFOP, support equipment and any other equipment delivered under this contract shall be provided; mechanical, electrical, hydraulic and/or pneumatic; and shall include individual parts, subassemblies, and assemblies. Drawings for all individual parts and detail drawings shall show the form, fit and function of the part, materials utilized and any manufacturing process information required for the GPO to reproduce the part in an emergency. Detail drawings shall reference their respective subassemblies and assembly drawings.

We wish to stress that technical documentation including drawings and other related material contains proprietary information. Providing this information on the open market to competitively procure spare parts is of great concern. Many years of research and development have gone into the manufacturing of spare parts to ensure replacement parts are engineered and manufactured in a precise and identical manner to the parts provided in new equipment. Using spare parts from a third-party vendor introduces a variable and potential for problems caused by improperly designed or manufactured spare parts. Would the GPO consider the following alternative language?

"The supplier will guarantee availability of all proprietary spare parts in a timely manner. If the supplier becomes unable to do so, the drawings of said parts will be made available to the GPO."

Replace F.5.8 with the language below:

The ability to handle 51” pile heights is preferred. Provide pile height capability in proposal. If press needs to be raised to achieve 51” pile heights please include as an option.

The RFP states that the contractor will be required to provide all necessary materials for the FAT including the substates. As most European materials will be different than those found here in the US can the USGPO provide the materials they will be producing so that the FAT and SAT will be the same?
