Scope of Work
1. Project Title: Memphis, TN Feasibility Study with Schematic Plan Layouts
2. Project Location:
Federal Building Courthouse 167 N Main St #242
Memphis, TN 38103 ]
3. Building Location Hours: All work must be conducted between 6:00 am and 6:00 pm including weekends as available. All work, which may affect normal building operations including power interruptions, must be closely coordinated with the GSA Property Manager Access to secured areas must be coordinated with the GSA Property Manager Security clearance will be required for all personnel working on this project.
4. Purpose: Contractor shall furnish all labor, equipment, materials, and supervision for the
Feasibility Study to create new Judges' Chambers in Memphis, TN the existing US Courts space. AE team will visit each facility, interview the user, assess existing building conditions, prepare 3 options, have a review meeting, further develop one scheme based on reviews, have a review meeting, develop a set of schematic plans of the proposed layout, have a final review meeting and produce a corrected final schematic plans of the proposed layout. This is a space planning project.

6. Notice to Proceed:
6.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.
6.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building
7. Period of Performance
7.1 Performance Period: 180 Days
8. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in contractor documents.
A. FEASIBLITY STUDY SPACE PLANNING WITH SCHEMATIC PLANS
• THIS IS A SPACE PLANNING PROJECT. The level of effort shall be consistent with industry standards for schematic space planning without MEP design as shown in the following example:
• AutoCAD drawings will be provided for the affected floors in each building. AE will field verify conditions to ensure accurate plans.
• The A/E will develop 3 different options for the USDC for the construction of a Senior Judges chambers and all affected areas for Memphis, TN
• It may become obvious in one or both locations that there are not three reasonable options available. The AE shall provide a narrative as to why.
• The Judges chambers shall meet the most recent Court Design Guide, as shall areas affected/impacted by the additional chambers in each building if they require reconfiguration.
• The A/E shall be onsite to obtain all the of local requirements and verify field conditions as compared to the AutoCAD drawings provided.
• All onsite meetings shall be coordinated with GSA to ensure the proper courts personnel are present and represented
• The A/E shall inventory all affected areas to ensure locations are appropriate for possible dislocation by the chambers
• A/E will conduct meetings with the Courts to develop space plans for the entire affected area and will refine plans as necessary to obtain final approval.
• Once approval is obtained the A/E shall make schematic space plans with a Rough Order of Magnitude cost estimate
• Schematic space plans will follow Courts design guide.
• A/E will distribute a total of four sets schematic space plan drawings to the Courts and GSA for review and approval.
• A/E will meet with GSA and the Courts to review final schematic space plan drawings and coordinate refinements to the package.
• A/E will address any refinements or comments on the drawings and issue the schematic space plan drawing package to GSA.

Special Conditions
Tenant Changes/Upgrades: All Finishes on this project that are susceptible to tenant revisions and upgrades. It is critical to the schedule that these changes are expedited.
Pricing requests must be completed within two (2) days from issuance or the contractor shall provide a justification for delay. The Contractor has the responsibility to include all the necessary manpower and management to perform the office and field work associated with base contract work and change orders.
Warranties:
In addition to any manufacturer’s warranty, all materials and equipment provided shall be warranted against defect in material and workmanship for a period of one (1) year from the date of final acceptance by the government.
Products:
All products and materials proposed for this project shall be commercially available first line products of a reputable manufacturer acceptable to the Contracting Officer.
