1. In accordance with FAR 13.106-2(b)(3), the Government will utilize comparative evaluations, and give preliminary consideration, to all offers received in response to this solicitation. The Government will identify from all evaluated quotes, readily discernible value indicators that fall within the parameters of price, and technical capability.

2. The Government intends to award a contract to the lowest priced offer that meets the instructions outlined in 52.212-1, and the minimum requirements outlined in this provision, whose price can be determined "fair and reasonable".

However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.

Evaluation Factors:

The following factors shall be used to evaluate quotes:

1. Price

2. Technical Acceptability The evaluation method for this requirement will be lowest price deemed technically acceptable.

A written notice of award mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote (or part of a quote), whether there are exchanges after its receipt, unless a written notice of withdrawal is received before award. During the evaluation process the Contracting Officer will determine a "Total Evaluated Price" (TEP) for each responsive quote.
