About this file
This document is an RFP Updates & Questions document from the City of Oak Harbor, addressing a Request for Proposal (RFP) for various municipal infrastructure projects. The City is offering 30-minute virtual or in-person meetings for consultants to discuss the project, with key staff available including the Director of Public Works, City Engineer, Central Services Manager, and Senior Utility Engineer. Consultants can schedule meetings and visit city facilities like the wastewater treatment Clean Water Facility by contacting specific staff members. The document also references a 2015 Washington State Department of Transportation allocation of $30 million for State Route 20 improvements, with $6 million specifically earmarked for design and permitting segments in Oak Harbor.
The document provides clarity on several key questions from potential consultants, including proposal submission guidelines, geographic restrictions, and project specifics. The City will consider proposals from firms both inside and outside Washington State, and encourages flexible submission approaches (independent or team-based proposals). The City currently has a water distribution system model that will require updating and calibration. Regarding impact fees, which have not been updated since 1996, the City anticipates that a comprehensive rates and fees study may be conducted as a separate effort based on findings from the current project. The document suggests a comprehensive approach to municipal infrastructure planning with potential future studies on rates, fees, and system improvements.

RFP Updates & Questions
11.10.25
Update 1: The City of Oak Harbor is offering 30-minute virtual or in-person meetings to discuss the project and answer consultants’ questions. City attendees may include the Director of Public Works, Steve Schuller, the City Engineer, Alex Warner, the Central Services Manager, Sandra Place, and the Senior Utility Engineer, Andy Walsh. Please email awalsh@oakharbor.org to schedule a meeting.
Consultants interested in visiting City facilities pertinent to the project, such as the wastewater treatment Clean Water Facility, should contact Sandra Place via e-mail at splace@oakharbor.org. A City staff member may be required to accompany the consultant, and scheduling will depend on staff availability.
Update 2: According to 2015 legislation, the Washington State Department of Transportation allocated $30 million for improvements to State Route 20. Approximately $6 million of the $30 million has been earmarked for design and permitting of segments of SR 20 in the City of Oak Harbor and is reflected in the State of Washington’s budget.
Question 1: In terms of consultants interested in proposing on a portion of the work, would it be better for them to submit a proposal independently or partner with a firm or team? If they partner with a firm, will they be considered separately and have the option to partner with another team, if selected?
Answer: Submitting proposals independently, with a team, or both are acceptable.
Question 2: Would the City of Oak Harbor consider a firm that does not have an office in the state of Washington, but has experience with the tasks identified in the RFP?
Answer: The City will consider all prospective consultants, regardless of whether they are based in Washington State or not. The City encourages all interested firms to submit a proposal.
Question 3: Does the City have a hydraulic model?
Answer: The City has a water distribution system model. It will require updating pipes and demands, and it will need to be calibrated.
Question 4: The RFP states that traffic impact fees have not been updated since about 1996. Does the City expect impact fees to be studied and updated with this effort (potentially water, sewer, etc., as well)?
mailto:awalsh@oakharbor.org
Answer: The City anticipates that a rates and fees study may require a separate effort outside the scope of this project and be based on the findings from this project.
