About this file
This is a Request for Bid (RFB #4441) issued by the City of Owensboro, Kentucky for 2025 Fall Paving services, utilizing a standardized bid form prepared by the Engineers Joint Contract Documents Committee and endorsed by major engineering and construction organizations. The project encompasses milling and texturing work along with bituminous concrete surface application across 42 different street locations throughout the city, including residential streets like Trinity Drive, Asbury Place, Kelly Lane, and major thoroughfares like 14th Street and 17th Street. Additionally, the scope includes parking lot improvements at several city facilities including Thompson Berry Park, Jack C. Fisher Walking Trail, City Hall, and the Transit Office, with associated parking lot striping services. The total project involves approximately 6,000+ tons of milling and texturing work and similar quantities of bituminous concrete surface application. Bids must be submitted electronically through the Bonfire portal (owensboro.bonfirehub.com) by 2:00 P.M. local prevailing time on Thursday, August 28, 2025, with bids remaining valid for 60 days after opening.
The bidding structure utilizes unit pricing for individual line items, with separate pricing tables for street work (items 1-66) and parking lot work (items 67-80), allowing for payment based on actual quantities rather than estimated amounts. Bidders must provide required attachments including bid security, a list of proposed subcontractors, KRS forms, and an exceptions form. The contract requires compliance with all local laws and regulations, site visits for condition assessment, and acknowledgment that the Owner provides no formal site condition reports but will make available any historical documents in their possession. Bidders must certify compliance with anti-collusion requirements and ethical bidding practices, while also providing evidence of proper licensing and authority to perform the work in Kentucky.
