INTRODUCTION TO DESIGN GUIDELINES
0.1.1 HARRIS HEALTH SYSTEM – FACILITIES PLANNING DESIGN GUIDELINES
This document defines Design Guidelines for design and construction of renovation and new construction projects for Harris Health System facilities. The Design Guidelines that are in effect at the time that Schematic Design begins for a given project shall be used by all Design Professionals (architects, engineers, interior designers, graphic designers, equipment planners, and other consultants) in the preparation of construction documents for a project.
The purpose of the Design Guidelines is to ensure maximum quality and value in construction projects for all Harris Health System facilities, through uniformity, system or component quality, compatibility, functionality, and ease of maintenance. These Design Guidelines are intended to provide general direction to Design Professionals as a general rule for most circumstances.
With the wide variety of facilities, varying life expectancies and program requirements, the Design Professional must specifically and correctly apply these Design Guidelines to each project. These Design Guidelines do not replace professional design analyses. Harris Health System expects the Design Professional to conduct independent evaluations for each project. Applications of proven technologies and systems to provide cost effective alternate design concepts are encouraged. Harris Health System recognizes that there will be times when deviations from these Design Guidelines may be appropriate on some projects, and in those instances, the Design Professional is expected to proactively and in writing, approach the appropriate Harris Health System Project Manager for written approval to deviate from the Design Guidelines.
References in Appendix documents may refer to HCHD or Harris County Hospital District. In 2012, the Harris County Hospital District changed its name to Harris Health System as a DBA. Future references to the Harris Health System name shall include its full name, no abbreviations. The term Owner is used throughout and the Harris Health System Project Manager, Facilities Planning Director, and the Facilities Management Vice President shall represent as the Owner. The User or End User is the client department on the project that may include a nurse manager, department head or director, the division vice president, and the facility administrator.
BID FORMS
Projects that are bid will have bid instructions and bid form documents furnished and written by the Harris County Purchasing Department. For questions, please visit their website ‐ http://www.co.harris.tx.us/purchasing.
Follow all instructions in the Bid Form. For example, the instructions may include the following: Submit your bid documents in a manila folder with the name of your company, address, name of project and the Purchasing Department’s project number and return the bid forms to the Purchasing Department, Harris County Administration Building, 1001 Preston, Room 670, Houston, Texas 77002. The Design Professional shall provide and coordinate the project description, availability of Drawings and project manual (includes the specifications and common Harris Health System requirements), with the Harris Health System Project Manager and the assigned Purchasing Agent with the Harris County Purchasing Department. The Purchasing department will schedule the pre‐bid meeting date, location, and bid due dates. Refer to Appendix_0.4_Bid form for sample instructions to Purchasing to Bid with project‐specific information to change as noted in red.
The Harris Health System Project Manager will submit this request to bid with the project specific information highlighted and modified for project‐specific requirements to the Purchasing Agent assigned to the project on the Thursday a week before the first advertisement date. The Purchasing Agent will communicate with the Harris Health System Project Manager to modify the bid forms and will issue the actual bid form. This bid form will be accessed through the Purchasing website. Purchasing will control the bid process, setup the pre‐bid meeting, will communicate with the Harris Health System Project Manager, will be the official contact with vendors and contractors, and will conduct any qualification interviews and bid opening. Some procurement processes are confidential and therefore important to follow all Purchasing requirements for communication and document control.
GENERAL CONDITIONS
Refer to the following Harris Health System’s General Conditions referred to as the Conditions and Covenants for Building Construction and Related Work. (Refer to Appendix 0.5 Conditions and Covenants for Building Construction and Related Work)
PRECONSTRUCTION AND RISK ASSESSMENT
Prior to start of construction or a new construction phase a preconstruction and risk assessment meeting will be scheduled. Meeting 1 will include the Design Consultant, Contractor and Project Manager(s). Meeting 2 will include previous meeting attendees including User Group and Support Departments such as Engineering, Safety, Infection Prevention, security (DPS – Department of Public Safety), User Groups such as Nursing, work‐affected departments, and the facility administrator’s representative. The Project Manager will provide all required risk assessment forms and coordinate any indoor quality reports. Prior to start of construction building permits, Contractor Purchase Order, pre‐approval from the Texas Department of State Health Services (TDSHS) if hospital based, Texas Department of Licensing & Regulations (TDLR) when applicable as defined by code will be required.
Also recommended in some clinical projects prior to construction start are baseline Indoor Air Quality (IAQ) tests performed by Harris Health System’s Industrial Hygienist. Projects requiring a City construction permit will need an asbestos survey.
Utility shutdown meetings will require a minimum of 3 weeks’ notice (well in advance in case multiple meetings are needed to coordinate shutdowns) to schedule all risk assessments. Some shutdowns require additional time for procurement of services or products such as med gas certification and standby oxygen bottles.
CODES AND STANDARDS
This section addresses codes, guidelines, and standards that the Design Professional shall appropriately apply in designing building components. The Design Professional shall design Harris Health System construction projects to comply with all current building codes and healthcare standards. Facilities Planning will also require compliance with these Design Guidelines and standards listed herein.
The Design Professional shall review the current codes for each project. When there is a conflict between codes, the Design Professional shall design to the more stringent or robust code. The Design Professional shall familiarize themselves with the codes, guidelines, and standards and incorporate all applicable requirements within the Contract Documents.
The Design Professional shall determine applicability of the codes, guidelines, and standards (Appendix as listed) and identify any and all other pertinent ordinances and assure compliance thereto at the time of permitting. As per the Design Professional’s project codes, guidelines and standards, the design and construction shall meet the recommended standards prescribed in the latest editions.
The AHJ (Authority Having Jurisdictions) are City and State inspectors.

1.0 DIVISION 01 GENERAL REQUIREMENTS
OVERVIEW
This section describes minimum Design Professional deliverables for each design submission phase expected by Harris Health System. Refer to applicable division sections for additional Owner requirements unique to particular systems and construction assemblies. This section does not address intermediate submissions or supplementary information that may be required by the Contractor for pricing.
The Design Professional will be required to present and then submit Contract Documents including plans and a project manual to the Harris Health System Project Manager for review and comment at intervals as outlined in the Design Professional Agreement. Intermediate reviews may be required if the project scope has been changed or if an earlier review found the contract documents unacceptable.
As part of the Schematic Design deliverable package, the Design Professional shall include a document titled “Basis for Design” that describes the complete architectural and engineering design intent for the project including design guiding principles, assumptions, issues, recommendations, and narrative assessment of the architectural and infrastructure systems that comprise the project.
Design submittal reviews performed by Harris Health System are for verification of compliance with the Owner's Design Guidelines and Project Scope. The Design Professional is solely responsible for completeness, accuracy, code compliance and coordination of all Contract Documents. Submittals that reveal incompleteness or lack of coordination will not be accepted or reviewed. Rejection of submittals shall not alleviate the Design Professional's responsibility to meet project schedules.
The Design Professional shall prepare an acceptable review comment format for Harris Health System’s use at each design phase. The Design Professional shall provide a detailed written response to each of Harris Health System’s review comments indicating where and how the comment has been addressed. The Design Professional shall submit the complete response document for the preceding design submittal with the subsequent submittal, including affirmation by the firm principal that previous review comments have been fully addressed and incorporated in the current submittal. Submit responses to review comments in electronic format via email.
The Design Professional shall include within each design submittal a detailed written description clearly defining any information and/or directions required from the Owner affecting the next phase of design.
