About this file
This Statement of Work (SOW) details the installation of new technologies for 22 Mobile Surveillance Capability - Lite (MSC-L) systems for Customs and Border Protection (CBP), supported by the Federal Aviation Administration Logistics Center (FAALC). The new capabilities include a Windows-11 compatible Consolidated Server/Client with GPU, Cameleon 2025, Spectrum API, updated Turret FLIR Unit firmware, Starlink, Cameleon Automation, Bi-directional Team Awareness Kit (TAK), a larger Cursor on Target (COT) Tray, and a Utilization Application. The contractor will be responsible for installing all required software, hardware, and mounting equipment, providing documentation of changes, and performing functional checks of the new technologies.
Key deliverables include a fully functional MSC-L system with the new capabilities, documentation of configuration and hardware changes, and a new capabilities Functional Check Report. The government will provide Government Furnished Equipment (GFE) including a Cisco router, Cisco switch, LTE Module, and the Windows-11 compatible Consolidated Server/Client with GPU. Contractor personnel must pass a local background check, and travel to various Border Patrol Sectors may be required for installation and testing, with travel following GSA and federal guidelines.

• Cameleon 2025
• Spectrum Application Programming Interface (API)
• Turret FLIR Unit (TFU) Updated Firmware
• Starlink
• Cameleon Automation
• Bi-directional Team Awareness Kit (TAK) / Total Package
• Larger Cursor on Target (COT) Tray
• Utilization Application (APP)
The Contractor shall install and integrate the new technologies listed above on 22 new MSC-L systems. The Contractor shall furnish all professional, technical, and support labor, non-GFE materials, supplies, facilities, and transportation required to perform all requirements set forth within this statement of work.
The contractor shall install all required applications, necessary software changes, new technology equipment, mounting hardware, and any other supporting hardware changes. Additionally, the contractor shall provide documents on the changes needed to support the new technologies, configuration changes, and hardware changes. After the installation, the contractor shall verify the functionality of the new capabilities.
The Government shall provide the configured router and switch as GFE and always maintain control of the router and switch.
The government does not own the data rights for the entire MSC-L data package. The technology enhancements identified in Section 3.0 will result in a new MSC-Lite configuration, known as enhanced MSC-Lite (eMSC-L). The latest technologies will be deployed on 22 MCS-Lite.
4.0 Objective
Contractor shall install:
a. Install the Larger COT Tray in the cab
b. Windows 11 Upgrade
• Install the New Windows-11 compatible Consolidated Server/Client with GPU, along with any necessary drivers, and verify that the system will run with Cameleon 2025 and Cameleon Automation applications.
• Install TFU Updated Firmware
• Install required software changes
Statement of Work (SOW)
• Install the associated mounting hardware, which is deployment representative
• Install mounting hardware and any other supporting hardware changes
c. Bi-directional Team Awareness Kit (TAK) Capability
• Provide physical mounting and power supply to Cisco Router (GFE) and Cisco Switch (GFE)
d. System usage tracking
• Install the Utilization APP
• Cloud-based application that provides a dashboard for system health and utilization data, Cameleon2025, with a new API to interface with the cloud application
• Timestamp when the operator signs in, timestamp when they sign out, and periodically transmit a usage report
e. Remote operation
• Install Starlink communications system.
• New configuration on the new server with GPU, capture device, and Starlink communications
• Install Spectrum API
• New software architecture
f. Installation Plan
• Approved by both government and contractor
g. Functional check of the new technologies outlined in Section 3.0
