Statement of Work (SOW)
For MSC TacFLIR 380-HD Camera Upgrades
1.0 Introduction and Overview
The purpose of this Statement of Work is to have the contractor upgrade the Seven (4) TacFLIR 380-HD camera originally configured for the legacy Mobile Surveillance Capable (MSC) system to match the capabilities of next-generation MSC-Lite system.
2.0 Background
The upgrades enhance the resolution and zoom capability of the camera and significant cost savings can be achieved by upgrading existing cameras without having to purchase new cameras.
Scope of Work
The contractor will upgrade four (4) TacFLIR 380-HD cameras in FY25, (part number 3290004-627) to the current
MSC-L system configuration (part number 3290004-864). The contractor’s support is needed to purchase and install the new Infrared (IR) Sensor package, Electro-Optical/Daylight Camera (EO) package, required software changes, and other hardware changes. After the upgrade work is complete, the system must be tested and calibrated. The FAA does not own TacFLIR data rights.
3.0 Objective
Contractor will:
a. Upgrade IR Sensor
• Install new detector, optics, wire harnesses, and processing boards.
• Calibrate IR detector/sensor using an Extended Area Blackbody. This includes variant pixel correction.
• Adjust cooled IR detector temperature from 77K to 75K for improved sensor image quality and sensitivity.
• Boresight each field of view to ensure proper parallel target alignment.
b. Upgrade EO Camera
• Install new EO detector, optics, harnesses, and mounting hardware.
• Perform variant pixel correction.
• Complete horizon adjustments to ensure proper rotational alignment to IR reference.
• Boresight each field of view to ensure proper parallel target alignment. This includes “back focus” adjustments to ensure sharp image quality.
c. Software Update
• Software is upgraded from P/N 4134232-80 2.11.0, config 104, to P/N 4218566-80 2.11.0, config 107.
d. Settings Changes
• Update laser firing regions to prevent damage to range receiver (prevent firing LRF at LVSS mast).
• Ensure correct baud rate and aux switch settings.
• Set digital video output to 1080p.
e. Blending Enabled
• Blending offsets adjusted to ensure proper alignment of fused live video feeds.

f. Infinity Focus
• This ensures that all fields of view should be roughly in focus upon initial target acquisition.
g. Other Hardware Changes
• Change video cable port locations
• Payload balancing
• Replace part number label
h. Additional Checks and Validation
• Test laser range finder and laser pointer
• Eliminate FOD (Foreign Object Debris)
• Full operational checkout
• Overnight burn-in
i. Cleaning
• External windows cleaned.
• Scuffs/scratches on TFU coated finish are touched-up.
• Coated finish cleaned.
j. Purge
• Purged of air and pressurized (10 PSI) with dry nitrogen for a minimum of one hour
4.0 Deliverables
Upgrade four (4) TacFLIR 380-HD cameras to current MSC-L system configuration (part number 3290004-864).
5.0 Security Clearance
No security clearance is needed to complete the task.
