About this file
This is an Award Memo issued by the State of Utah Division of Purchasing and General Services regarding contract JH27-102 for Frampton Heights slash pile cover and lop & scatter services. The solicitation was conducted as an Invitation for Bid (IFB) limited to prequalified contractors on the State of Utah Pre-Qualified Rangeland Vendor list. The project involves two line items: Lop & Scatter services for 650 acres and Cut & Pile services for 101 acres. The performance period runs from September 21, 2026, through November 13, 2026. No mandatory site visit was held prior to bidding; however, potential bidders were strongly recommended to conduct their own site inspections to assess conditions affecting contract performance. The award memo announces the state's intent to award the contract to the lowest cost responsive and responsible vendor per line item, with separate awards possible for each treatment type based on overall cost per line item.
The award memo specifies that awarded vendors must not commence work, purchase materials, or enter into subcontracts until both parties have executed a signed contract or purchase order. Receipt of the award notification does not constitute a binding contract; only an executed PO or signed contract between the awarded vendor and the Division of Purchasing and General Services creates contractual obligations. Vendors are notified that they will be contacted via phone or email regarding next steps. Any protests of the award decision must be submitted in writing to the Procurement Officer within seven days of the notice issuance, clearly identifying the solicitation and detailing the nature of the protest. The memo includes contact information for the Utah Division of Purchasing at https://purchasing.utah.gov/.
