About this file

This is a Heat Protection Safety Requirements attachment for the Park and Road Improvements at Eisenhower Park (2024) project administered by Harris County Precinct 1 in Texas under FEMA funding (UPIN 20151MF3RN01). The document establishes mandatory safety provisions that all bidders must acknowledge and commit to following upon submission of their bids. The Prime Contractor is required to include comprehensive weather-related safety guidance in the project Safety Plan, addressing extreme heat, cold weather, and other adverse weather conditions to protect worker health and safety throughout project execution.

At minimum, the contractor must implement provisions to prevent heat-related and cold-related illnesses among workers. When temperatures or heat index exceed 90 degrees Fahrenheit, the Prime Contractor must provide a project-specific Heat Awareness Plan that includes worker acclimatization procedures, adequate water supply, scheduled rest periods, and shade accommodations. During extended periods of adverse weather, the contractor must provide any additional accommodations deemed necessary for worker protection. By signing the Bid Acknowledgement at the time of bid submission, vendors formally agree to comply with these heat protection safety requirements.
