About this file
This is a Scope of Services document for St. Louis Public Schools (SLPS) detailing tornado restoration and mitigation work required at Hickey Elementary School following an EF3 tornado that struck on May 16th, 2025. The project encompasses comprehensive repairs across multiple building systems including windows, fencing, steel structures, carpentry, electrical, painting, flooring, and roofing. Specific work items include furnishing and installing six replacement WINCO 4410 Series windows with sealant work; replacing 418 linear feet of 6-foot-high and 100 linear feet of 4-foot-high black vinyl-coated chain link fence; repairing or replacing 10 damaged metal posts and extensive cyclone fencing mesh totaling approximately 800 square feet; removing and replacing damaged decorative steel grates; restoring acoustic ceiling tiles across 19 rooms and hallways; repainting stained brick walls in multiple locations; repairing electrical systems with required testing reports; replacing 308 square feet of damaged vinyl floor tiles; and removing and replacing 7,272 square feet of flat asphalt roof membrane along with eight fiberglass roof vents, roof drains, and edge flashing. The project involves restoring a 62,222-square-foot elementary school building constructed in 1966, located in the Greater Ville neighborhood at 3111 Cora Avenue, St. Louis, Missouri.
The document specifies paint materials including Duration semi-gloss paint on walls and Sherwin Williams Pro Industrial alkyd urethane enamel on metal frames, with all painted surfaces receiving one primer coat and two finish coats. An alternate scope proposes enhanced mitigation measures including impact-resistant glazing systems rated for EF3 wind loads and sealed, moisture-rated electrical fixtures with surge protection. The WINCO 4410 Series windows feature 0.080-inch nominal wall thickness, class 5 balance systems, and performance ratings including air leakage less than 0.10 CFM/FT2 at 6.24 PSF and a U-value of 0.41 Btu/Hr-Ft2-F. The windows carry a 10-year warranty against thermal break shrinkage. No specific pricing, response deadline, award date, contract term, or funding source information is provided in the scope document.
