About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form submitted by the Florida Department of Revenue for the acquisition of an Avigilon Rackmount Network Video Recorder (NVR6). The NVR6 is a specialized computer server that receives, records, stores, and manages video from security cameras connected to a network and will replace the Department's current Avigilon security equipment. One unit is required, with an estimated cost of $75,000. The posting date was October 29, 2026, with a deadline of November 20, 2026 at 3:00 p.m. for prospective vendors to provide information regarding their ability to supply the requested equipment. The contact person is Tanisha Miller, Office of Financial Management/Purchasing, at (850) 717-6473 or Tanisha.Miller@floridarevenue.com. This notice will remain posted for at least 15 business days in accordance with Florida Statutes sections 120.57(3) and 287.057(3).

The intended single source vendor is Georgia-Florida Security & Fire, LLC, located at 1974 Commonwealth Lane, Tallahassee, Florida 32303. The justification for single source acquisition centers on minimizing operational, financial, and security risks by obtaining a turnkey solution from the current vendor who provides programming, maintenance, and technical support for the existing Avigilon system across three Department buildings. Purchasing the replacement server from a separate vendor would create potential compatibility issues, divided responsibility for troubleshooting and warranty claims, and risk prolonged security camera downtime. Georgia-Florida Security and Fire offers a single point of accountability for system integration, performance, troubleshooting, and warranty coordination. The purchase has been approved by Crystal Avant, Tanisha Miller, and Rebecca Evers, Chief of Staff.

The Avigilon Rackmount Network Video Recorder (NVR) is a specialized computer server that receives, records, stores, and manages video from security cameras connected to a network and is being purchased from a vendor who currenly support the Department of Revenue's (DOR) security system supporting three buildings (CCOC) .

PUR 7776 (Revised 07/2022) Page 2 of 2 Incorporated by Reference: Rule 60A-1.045, F.A.C.

Estimated Dollar Amount:

$75,000

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

DOR is seeking a turnkey solution to minimize the operational, financial, and security risks associated with purchasing the server from a separate vendor. These risks include potential compatibility issues, divided responsibility for troubleshooting and warranty claims, and prolonged security camera downtime across the three CCOC buildings.

Georgia Florida Security and Fire currently provides programming, maintenance, and technical support for the existing Avigilon system, including its software, hardware, hard drives, operating system, and warranty-related issues. Purchasing the replacement server from a separate vendor could complicate the identification and resolution of system failures, particularly when determining whether an issue originates with the server, software, or other integrated components.

Purchasing the replacement server through Georgia Florida Security and Fire would provide a single point of accountability for system integration, performance, troubleshooting, and warranty coordination. This approach would promote timely resolution of technical issues, minimize potential downtime, and reduce the Department's operational, financial, and security risks.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Crystal Avant, Office of Financial Management/Physical Security Tanisha Miller, Office of Financial Management/Purchasing Rebecca Evers, Chief of Staff.
