About this file
This document is a detailed proposal from Building & Agricultural Automation Solutions (BAS) for a Control System Project for Plant City's City Hall, dated 10-22-24. The proposal outlines a comprehensive upgrade to the city's building automation system, involving the installation of a new Siemens Desigo Optic Control System across multiple building systems. The project scope includes replacing the existing obsolete Johnson Controls NAE Network Manager, installing new BACnet controllers for air handling units (4 units), fresh air units (1 unit), VAV boxes (51 units), chiller plant controls, and exhaust fan controls (5 units). The proposal includes a web-based server front end, device licensing, communication converters, 3D graphic renderings, new graphics for HVAC equipment, all necessary software, and 8 hours of user training.
The total project cost is quoted at $140,000.00, with payment terms structured in three equal installments: 1/3 upon signage, 1/3 upon completion of VAV controls and air handling units, and the final 1/3 upon project completion. The proposal explicitly notes that the quote does not include after-hours labor, permits, non-working mechanical equipment, or any items not specifically listed. BAS is positioned as an authorized Siemens TALON dealer and proposes to remove all existing pneumatic devices, implement full digital controls, and provide real-time equipment status monitoring with email alarm capabilities. The project aims to modernize the city's building control infrastructure and improve operational efficiency.

GENERAL SERVICES COORDINATOR
PLANT CITY
PROJECT: Control System for Plant City “City Hall”
We propose to install a Siemens Desigo Optic Control System per our walk through on 02-15-21. All new control devices will be open BACnet. This system will allow for the removal of all pneumatic devices and air compressor. And turn your building to full digital controls. All A/C equipment will have real run status and in the event the start command and the status of the equipment are not equal you will get an email stating the alarm issue.
BUILDING CONTROL SYSTEM
The existing Johnson Controls NAE Network Manager Front end is obsolete and has no JCI support as off 01-01-21, which means if that front end goes down or dies, there is no direct replacement and there will be 3 to 4 weeks down time to get a new one programmed and installed. Also, the programming tools for that system run on Windows 7 and we no longer use Windows 7 operating systems. We will install a New Siemens Desigo Optic Network Manager in the Network room which is accessed by any PC or PDA with all new 3D graphics for the floor plans as well as unit layout.
This will communicate to every controlled device in the 2 buildings so the information will be brought back to the Network Manager for graphic view.
This will Include:
• Siemens Desigo Optic Web Based Server Front End
• Device License for 100 devices
• BACnet MSTP to BACnet IP converter
• LON MSTP to BACnet IP Converter
• 3D Graphic Renderings for the floor plans
• All new graphics for the HVAC equipment
• All software including graphics, programming
• 8 hours of user training
AIR HANDLING UNIT CONTROLS – Typical of 4 units We will install a Siemens BACnet AHU controller inside each and run wiring to all new devices. This will remove all pneumatic devices from the AHU’s Installation and wiring of the following components:
• Siemens Open BACnet AHU controller with enclosure & power supply
• Siemens chill water valve electronic actuator with adapter kit
• Siemens O/A electronic damper actuator
• Siemens Supply temperature sensors
• Siemens Filter Static Pressure transmitter
• Siemens Supply Air Static Pressure transmitter
• Siemens Combo Return air Temperature/Humidity Transmitter
• Siemens Outside Air Flow Monitor Transmitter
• Siemens Return Air CO2 Transmitter
• Fan Start/Stop & Status
• VFD control
• Heater control
FRESH AIR UNIT CONTROLS – Typical of 1 unit We will install a Siemens BACnet AHU controller inside each and run wiring to all new devices. This will remove all pneumatic devices from the AHU’s Installation and wiring of the following components:
• Siemens Open BACnet AHU controller with enclosure & power supply
• Siemens chill water valve electronic actuator with adapter kit
• Siemens Supply & Outside Air temperature sensors
• Fan Start/Stop & Status
• VFD control
VAV BOX CONTROLS – Typical for 51 units We will install a new BACnet communication trunk wire to all 51 VAV boxes that will tie into the new Siemens Desigo
Optic System. We will install new Siemens BACnet controllers on each VAV box, and any VAV box that has heaters we will also install a supply air temperature sensor so you will know if the heaters are working correctly. We will run new room sensor cable and install new Siemens Room Sensors
Installation and wiring of the following components:
• Siemens Open BACnet VAV controllers
• Siemens room temperature sensors with digital display & setpoint adjust
• New Room Thermostat wiring
• Pitot tubes
• Supply air temperature sensors for boxes with heat
• Heater Start/Stop
• BACnet communication cable
• Scanned Floor plans to show VAV box and Thermostat locations
CHILLER PLANT CONTROLS
We will tie into the existing JCI chiller plant controller and provide all new graphics for the chiller to show the correct piping layout. This will include alarming via email or text on equipment that has failed
• Siemens Open BACnet Chiller plant controller in weatherproof enclosure
• Siemens chill water supply & return temperature sensors
• Chiller start/stop relays
• Chill water pump start/stop relays
• Chiller run status
• Chiller alarm status
• Chill water pump status
• BACnet communication cable
• All pipe and wire where needed
EXHAUST FAN CONTROLS – Typical of 5 units We will install Siemens BACnet relays with current status next to the electrical panel that provides power to each exhaust fan and tie it into the BAS control system.
Installation and wiring of the following components:
• SIEMENS Open BACnet relay with status
• Communication wiring
• Electrical panel interface
For this service we quote:…………………………………………………………………….$140,000.00
Not included:
• Afterhours labor
• Permits
• Non-working Mechanical equipment
• Any item not listed above
Terms:
• 1/3 upon Signage
• 1/3 upon VAV Controls and AHU being completed
• 1/3 upon completion
