REQUEST FOR BID

Project title: Install new water line at Weber Human Services.

Company overview: Weber Human Services provides behavioral health and aging services to the citizens of Morgan and Weber Counties.

Project purpose: The purpose of this Request for Bid (RFB) is to solicit bids from licensed, bonded, and insured utility contractors or plumbing firms to construct and install a new main water service line. The line will run from the existing municipal water meter connection point at the property line directly to the main building entry facility.

Property Location: 237 26th street, Ogden, UT 84404 Approximate Distance: 475 feet

Scope of work: The selected contractor will provide all labor, heavy machinery, materials, and specialized tools required to complete the installation. The project must conform entirely to local municipal codes, plumbing standards, and regional environmental rules.

Utility Mapping: Contractor must coordinate with Blue Stakes of Utah (811) to locate and mark all existing underground gas, electric, fiber, and sewer lines prior to breaking ground.

Trenching or boring: (Boring is preferred) Excavate a safe trench along the designated utility path. To protect the supply system from winter freezing in Northern Utah, the pipeline must be buried at a minimum depth of at least 48 inches (below the local frost line).

Backfilling & Restoration: Backfill the trench using approved pipe-bedding sand around the line to prevent rock-puncture damage.

Compact the remaining earth and restore the surface terrain (concrete, asphalt, or topsoil) to its original condition.

Pipe Specifications: Furnish and install a new water supply line (2-inch CTS Poly) rated for local municipal water pressure.

Meter Hookup: Connect to existing meter.

Building Entry: Connect to mechanical room.

Valves & Safety Controls: Install a baseline internal main shut-off valve, a calibrated pressure-reducing valve (PRV), and a code-required backflow preventer assembly directly inside the building line entry point.

Permitting: Secure all necessary excavation and plumbing permits from the Ogden city building department before mobilizing crews.

Pressure Testing: Perform a hydrostatic pressure test on the newly laid line before backfilling to guarantee zero joint leaks.

Chlorination & Flushing: Flush and chlorinate the drinking water system to meet standard health codes before connecting it to the building's active indoor fixtures.

Warranty: As part of your RFP submission, please specify what is entailed in your warranty and duration.

Submission:

Bid Submission Requirements: Contractors must be licensed and insured and submit evidence of such, and provide a detailed scope of work, estimated project timeline, total project cost with appropriate details, and contact info for at least two clients for whom you have completed similar heavy main line or excavation projects within the last 24 months.

Bids must be submitted no later than November 16, 2026, by 2:00 pm.

Proposals are to be submitted electronically via U3P-Bonfire. Hand delivered hard copies, emailed copies, and the likes will not be accepted.
