About this file
This is a Request for Statement of Qualifications (RFQ) issued by the Town of Prescott Valley Utilities Department seeking professional planning services for a Water Conservation Strategic Plan. The strategic plan will provide a roadmap for water conservation efforts, document conservation goals, review existing practices, evaluate potential future conservation measures, facilitate public discussions, assess implementation costs, and establish financial requirements for conservation incentive programs in anticipation of upcoming rate studies. The project must be completed within 270 calendar days of the notice to proceed. Key dates include a non-mandatory pre-submittal conference on August 20, 2025, at 10:00 AM, with statements of qualifications due September 8, 2025, by 3:30 PM Arizona MST via the Bonfire procurement portal. The evaluation period runs through September 15, 2025, with interviews scheduled for September 22, 2025, and Town Council recommendation of award on October 23, 2025.
The Town of Prescott Valley serves 23,780 water service connections for over 52,000 residents, pumping approximately 5,750 acre-feet of water in 2024, with 76% used by residential customers. The community experiences 2% annual population growth and operates under Arizona Department of Water Resources regulations for the Prescott Active Management Area, which was declared as not meeting safe-yield in 1999. The Town currently exceeds required conservation measures but seeks additional measures to address continued growth and regulatory compliance. Funding is anticipated to span Fiscal Year 25/26 with potential carryover into 26/27, and the Town may consider phasing the project as needed. The selected consultant will work directly with the Prescott Valley Utilities Department and must comply with Arizona procurement statutes A.R.S. §34-603, with award based on demonstrated competence and qualifications rather than lowest price.

Professional Planning Services for Water Conservation Strategic Plan
Statement of Qualifications Due: Monday, September 8, 2025, 3:30 PM Arizona MST
I. INTRODUCTION
The Town of Prescott Valley is seeking Statements of Qualifications to provide professional engineering services for the Water Conservation Strategic Plan. The strategic plan will provide a road map for water conservation efforts and programs in which the Town would like to engage.
The strategic plan will document the Town’s conservation goals, review and summarize existing conservation practices, evaluate potential conservation practices for future inclusion in the Town’s portfolio, facilitate public discussions on potential conservation practices, assess costs for the full list of practices to be implemented, and assist the Town in strategic planning for implementation of the final conservation program. The strategic plan will also document the financial requirements for establishing conservation incentive programs in anticipation of rate studies to be conducted in the next few years. The firm selected will work directly with the Prescott Valley Utilities Department.
The Town is located in central Yavapai County, Arizona. For general information, refer to the Town’s General Plan 2035 at https://www.prescottvalley-az.gov/1112/General-Plan-2035.
The funding for this project is anticipated to span Fiscal Year 25/26, with some carryover into 26/27 if required, as determined by the date of the signed final contract. The Town may also consider phasing the project as needed.
Direct all project questions through the internal chat feature on the Bonfire portal.
II. BACKGROUND
The Town of Prescott Valley serves water to 23,780 service connections, serving a population of over 52,000 people. In 2024 approximately 5,750 acre-feet of water was pumped and served to the Town’s water customers, of which 76% was used by residential customers. The Town’s population has historically grown by approximately 2% per year. Demographically the Town’s customer base has a median age of 47.3, and 90% of the housing stock within the Town’s service area was built after 1980, with nearly 50% of the housing stock dating from 2000 or newer.
The Town’s water resources are regulated by the Arizona Department of Water Resources (ADWR) to conform with rules and statutes governing the Prescott Active Management Area (PrAMA). The PrAMA is one of the original areas designated by the 1980 Groundwater Management Act, and was declared as not meeting safe-yield by ADWR in 1999. The PrAMA is now assessed using the 5th Management Plan, which has a list of conservation measures that the Town can opt to engage in. At present the Town exceeds the number conservation measures required by the plan, however the Town is a desirable area to live and continued community growth will require adoption of additional conservation measures to remain in compliance. One main objective of this project is to evaluate possible conservation measures for fiscal and practical efficacy to address current community needs as well as regulatory requirements set forth by
ADWR.
RFQ Page 3 of 7 July 25, 2025
Prescott Valley currently does not offer conservation incentives to its customers, but does engage in a number of conservation initiatives. The Town has had conservation rates in place continuously since 2007 and is planning to conduct a rate study late in fiscal year 2025-26 to adjust rates to cover future expenses and anticipated debt load. The Town also has been using the Sensus WaterSmart Portal for customers since 2021, and is currently working to finish a grant-funded project installing MXU meter transmitters and large diameter meters that will allow all customers to monitor their own water use in near real-time. The Water Resources division has also been engaging in a communications campaign to disseminate water resources and conservation information to all customers using social media, YouTube videos, in-person HOA meetings and community groups, children’s educational programming, and the new, multi-day Water Academy class that covers all aspects of water resources in Prescott Valley.
The Town would like to evaluate all of its current conservation practices, as well as recommend additional useful conservation practices that are employed by other water providers that could work in Prescott Valley, to adjust to a changing communications and conservation environment.
Evaluation of current and future practices shall include measurement of effectiveness as well as cost per acre-foot of water savings, with particular attention paid to the Town’s demographics and housing stock age.
A strategic plan is needed to help guide future efforts in a methodical and pre-planned manner and is the subject of this RFQ.
III. SCOPE OF SERVICES
The Town is seeking professional planning services to provide a strategic water conservation plan for the Town. The consultant will be required to evaluate and make recommendations regarding current and future conservation measures, communications initiatives, and policy and Code addressing water conservation and minimizing water waste.
General
The Project is anticipated to be completed within 270 calendar days of the date of the notice to proceed for this project. Direct all project questions through the internal chat feature on the Bonfire portal.

2. Document the Town’s conservation goals, both from an organizational standpoint and from a customer-focused conservation perspective.
3. Review and summarize all of the Town’s current conservation practices and water conservation-related Code ordinances, with special regard to facilities and irrigation water use. The contractor shall provide feedback on these existing practices.

RFQ Page 4 of 7 July 25, 2025

Nothing herein shall preclude the TOWN from using its own staff to carry out aspects of the Services, separately or in cooperation with the CONSULTANT, as mutually determined from time to time by the parties. Furthermore, nothing herein shall preclude the parties from entering into additional mutual agreements which add to the Services to be performed by the CONSULTANT (hereinafter “Amendments”). The CONSULTANT's duty to defend, hold harmless and indemnify the TOWN, its agents, officers, officials and employees shall arise in connection with any claim, damage, loss or expense that is attributable to bodily injury, sickness, disease, death, or injury to, impairment, or destruction of property including loss of use resulting therefrom caused by the CONSULTANT's acts, errors, mistakes, omissions, work or services in the performance of this Agreement including any employee of the CONSULTANT, any tier of the CONSULTANT's subcontractors or any other person for whose acts, errors, mistakes, omissions, work or services the CONSULTANT may be legally liable.
