About this file

This is a vendor quote and maintenance contract proposal from HUBER Technology, Inc. to Hillsborough County, Florida for preventive maintenance services on existing wastewater treatment equipment. The quote covers maintenance and inspection of five pieces of HUBER equipment located at two county facilities: the Valrico Wastewater Treatment Plant and the Falkenburg Advanced Wastewater Treatment Plant. The equipment includes two HUBER Belt Screen EscaMax units, two Screenings Wash Press WAP 2 units, and three HUBER-RotoMat Schneckenpresse Q-Press 800 units. The proposed HUBER HMS1 maintenance contract is a five-year agreement with annual preventive maintenance visits performed according to manufacturer-specific checklists. The contract includes a HUBER Machine Performance Commitment that covers labor costs for repairs of defects that should have been detected during the previous maintenance visit, though parts must be purchased separately. The contract becomes effective upon approval and extends through January 31, 2031, with the county reserving the right to extend the period and adjust scope and costs accordingly.

The total contract price is $47,250, calculated at $9,450 per annual visit for five years, with all travel expenses included in the lump sum rates. Additional pricing terms include a 4% discount on parts (MSRP) with freight included, scheduled labor and training services at $130 per hour, and emergency labor and overtime rates at $195 per hour. The quote is valid through January 31, 2026, after which prices and terms may be subject to change. This procurement qualifies as a sole source purchase under Hillsborough County's procurement policy Section 3-205(2)(e) because HUBER Technology, Inc. is the original equipment manufacturer and the only reasonably known representative capable of providing proprietary parts and services for the existing system. The county reserves the right to challenge the sole source award through the EUNA Procurement system (formerly Bonfire) if contractors can demonstrate they can provide substantially and materially equivalent goods or services.
