REQUEST FOR QUALIFICATIONS
Professional Consulting Services for Utility Rates, Stormwater Rates, Capacity Fees, and Water Resource Fee Updates
Statement of Qualifications Due: Monday, June 1, 2026, 3:30 PM Arizona MST
1) Introduction
The Town of Prescott Valley (Town) recognizes that water is more than a utility—it is the lifeblood of our community, essential to our quality of life, economic vitality, and long-term resilience. As stewards of this critical resource, we are committed to ensuring that our water, wastewater, stormwater, and related utility systems are reliable, well-maintained, and sustainable for generations to come. This solicitation reflects our dedication to thoughtful planning, responsible investment, and the continuous improvement of our infrastructure. Through this effort, the Town seeks to establish utility rates, stormwater rates, capacity fees, and water resource fees that are equitable, forward-looking, and aligned with the community’s needs, ensuring that Prescott Valley remains a vibrant and thriving place to live, work, and visit.
The Town invites Statements of Qualifications from qualified consulting firms to conduct a comprehensive update of the Town’s water and wastewater utility rates, stormwater rates, capacity fees, and the water resource fee. The Town operates municipal water, wastewater, and stormwater utilities that must remain financially sustainable while meeting regulatory requirements, capital improvement needs, and community expectations for equitable and transparent rate structures.
The purpose of this project is to evaluate existing rate structures and capacity fees, assess current and projected revenue requirements, and recommend updated rates and fees that ensure long-term financial stability, cost recovery, and compliance with applicable Arizona laws. The selected firm will work closely with Town staff to analyze financial, operational, legal, and technical considerations and to develop clear documentation suitable for public communication and Town Council adoption.
The Town is located in central Yavapai County, Arizona. For general information, refer to the Town’s General Plan 2035 at https://www.prescottvalley-az.gov/1112/General-Plan-2035.
2) Project Scope
The selected firm shall provide professional services to review, analyze, and update the Town’s water and wastewater rates, stormwater rates, capacity fees, and the water resource fee. The scope of work includes, but is not limited to, evaluation of existing rate structures, review of historical and projected financial data, assessment of system capacity and growth impacts, and development of recommended rate and fee structures, and incorporating new rate features and options.
Key project deliverables are expected to include a comprehensive rate study report, updated capacity fee calculations, financial models, supporting technical memoranda, and presentation materials suitable for staff, public, and Town Council use. The consultant shall also provide support during review meetings and public or Council presentations, as requested.
https://www.prescottvalley-az.gov/1112/General-Plan-2035
The Consultant shall support the Town in evaluating and recommending rate structures, policies, and strategies to enhance revenue stability, equity, and long-term financial planning. At a minimum, the scope of work shall include:
• Evaluation of a rate structure option that provides for 12-month level billing based on individual customer average usage.
• Assessment of alternative rate structures for targeted customer classes, including seniors, low-income households, and veterans.
• Analysis of the fiscal and operational impacts associated with the Town assuming responsibility for sewer lateral repairs within public rights-of-way.
• Development of a comprehensive meter replacement program, including a phased approach to replace approximately 10% of customer water meters annually, as well as all water production meters.
• Identification and incorporation of projected operational and maintenance costs associated with the PFAS treatment system at Quailwood Well #3.
• Evaluation and incorporation of costs related to expansion of effluent treatment capacity and PFAS mitigation at the Wastewater Treatment Plant.
• Integration of projected staffing requirements across all affected departments and contract operations into the rate model.
• Incorporation of applicable recommendations from the Town’s Conservation Study, including but not limited to incentives, rebates, and public education and outreach programs.
In addition, the Consultant shall develop and provide specific rate recommendations for existing agreements, customer classes, and specialized uses, including:
• Reclaimed water rate adjustments
• Cattle Tank rates
• Diamond Valley Water District
• Bradshaw Water Company
• New water fill station rates
The services to be provided by the consultant will be negotiated with the selected firm and included in the final contract, however a basic list is provided below:
a. Review existing studies and related documents. The appendices within this RFQ and other necessary documents, studies, plans, etc. that the Town is able to provide.
b. Attend meetings. A kick-off meeting to begin the project with regular meetings held until project completion. Other meetings, including Town Council and public outreach, as needed and agreed upon by the Consultant and Town.
c. Conduct analysis. The analysis should address the scope of work and any other items the Town and Consultant determine as important to the utility rate, stormwater rate, capacity fees, and water resource fee update.
d. Prepare report with findings, recommendations, and proposed rates. Milestone draft reports should be provided to the Town for review and discussion. Provide electronic copies of the report, and all spreadsheets that the Town can use and update for future analysis.
e. Time schedule. Supply a schedule for developing draft and final reports to the Town for approval, including required publications and public hearing dates.
3) Deliverables
The consultant shall provide the following deliverables, at a minimum:

The methodology shall:
a. Ensure rates and fees are proportionate to the cost of service provided.
b. Clearly distinguish between operating, maintenance, administrative, and capital-related costs.
c. Determine best approach to allocate service costs from non-enterprise departments (Finance, Human Resources, Legal, etc.) supporting the Utilities Department, considering Prescott Valley’s structure utilizing contracted services for operations and maintenance of the Town’s Utility systems
d. Provide a defensible basis for capacity fees that reflect system buy-in, growth-related capital costs, or other legally acceptable approaches.
e. The consultant shall clearly document assumptions, data sources, and analytical steps used in all calculations.
f. Ensure that costs are coordinated between the user rates and the Capacity Fees.
The Project is anticipated to be completed within 180 calendar days of the date of the notice to proceed for this project.
5) Legal Compliance and Documentation
The consultant shall ensure that recommended rates and capacity fees comply with applicable Arizona Revised Statutes, case law, and generally accepted legal standards governing utility rates and development fees. This includes, but is not limited to, requirements related to proportionality, cost recovery, and use of revenues.

Coordination with the Town’s legal counsel may be required to ensure defensibility and compliance.
6) Technical Requirements
The consultant shall demonstrate technical expertise in municipal water and wastewater systems, stormwater utilities, including an understanding of system operations, infrastructure planning, capacity constraints, and growth impacts. Technical analysis shall be coordinated with the Town’s engineering and utility staff to ensure consistency with system plans, capital improvement programs, and operational realities.

NOW, THEREFORE, for and in consideration of the mutual covenants and promises herein, the parties hereto agree as follows:
ARTICLE 1. DESCRIPTION OF SERVICES
The CONSULTANT shall perform all Professional Services tasks as described in the Scope of Services document attached hereto as Exhibit “A” and expressly made a part hereof (hereinafter “Services”) as well as such other tasks as the parties may hereafter mutually agreed upon in writing, to TOWN standards and in accordance with the degree of care and skill, which a Registered Professional in Arizona would exercise under similar conditions.
Nothing herein shall preclude the TOWN from using its own staff to carry out aspects of the Services, separately or in cooperation with the CONSULTANT, as mutually determined from time to time by the parties. Furthermore, nothing herein shall preclude the parties from entering into additional mutual agreements which add to the Services to be performed by the CONSULTANT (hereinafter “Amendments”). Any such Amendments shall be in writing, signed by the parties’ representatives, attached hereto, and expressly made a part hereof.
The CONSULTANT shall, except as provided otherwise in this Agreement and any Amendment hereto, furnish all supervision, labor and materials, and obtain all licenses and permits required for performance of the Services.

ARTICLE 6. CHANGES
The TOWN may, at any time by written direction, require additional tasks as part of the Services, direct the omission of, or variation to, the Services, or alter the schedule for Services. If such direction results in a material change in the amount or character of the Services, an equitable adjustment to the price and to any other provisions in Exhibit “A” or any Amendments hereto that may be affected, shall be made in writing. All such material changes must first be approved by the TOWN.
ARTICLE 7. PROFESSIONAL RESPONSIBILITY

The CONSULTANT's duty to defend, hold harmless and indemnify the TOWN, its agents, officers, officials and employees shall arise in connection with any claim, damage, loss or expense that is attributable to bodily injury, sickness, disease, death, or injury to, impairment, or destruction of property including loss of use resulting therefrom caused by the CONSULTANT's acts, errors, mistakes, omissions, work or services in the performance of this Agreement including any employee of the CONSULTANT, any tier of the CONSULTANT's subcontractors or any other person for whose acts, errors, mistakes, omissions, work or services the CONSULTANT may be legally liable.
