About this file
This is a Sources Sought Notice issued by the Department of the Air Force, 513th Expeditionary Red Horse Squadron (PACAF) at Andersen Air Force Base, Guam, dated 21 September 2026.
The 356th Expeditionary Theater Support Group (ETSG) seeks contractor support to produce and deliver hot-mix asphalt, prime coat, and tack coat meeting Unified Facilities Guide Specification (UFGS) airfield requirements for large-scale rehabilitation operations at North Field, Tinian. The NAICS code designated is 324121 (Asphalt Paving Mixture and Block Manufacturing). The Government requires high asphalt production capability with deliveries of 100-240 tons per hour on a consistent basis, typically 60 hours per week over an approximate 18-month period. Total quantities requested are 50,000-135,000 tons of hot-mix asphalt, 25,000-65,000 tons of prime coat, and 27,000-75,000 tons of tack coat. Due to Tinian's remote location and limited natural resources, materials are expected to be sourced from suppliers outside the island. All delivery and shipping costs, including port coordination, facility delivery, customs clearance, bioenvironmental clearances, and applicable permits, must be included in the total price.
Interested vendors must submit a Capability Statement addressing company profile (name, CAGE code, UEI number, business size and socioeconomic status), acquisition options with rough order of magnitude pricing, logistics and lead time capabilities with estimated delivery timeline, and relevant past performance information. The notice explicitly disclaims any commitment to issue a contract or order and states that responses will be treated as information only and not evaluated as proposals. The point of contact is 1Lt Andrew Seitter at +1(804)592-8579 or andrew.seitter@us.af.mil.
