About this file

This is a Sole Source Certification document from Florida Gulf Coast University (FGCU) Office of the Controller seeking approval to procure a customized journal package directly from Taylor & Francis Group without competitive bidding. The university is purchasing access to 2,469 academic journals with back file holdings from 1997 to the current year for use by library patrons in Arts & Humanities, Social Sciences, and Medical/Health Services programs. The package will be accessible through the library's website to support student and faculty academic research and pursuit. The certification was requested by Jeremy Brown, Associate Dean of Innovation & Collections, on January 22, 2025, and approved by Tracy Elliot, Dean of University Library and Provost & Executive Vice President for Academic Affairs, on December 22, 2025. The sole source certification was publicly posted for the required minimum of 48 business hours before purchase authorization, with prospective suppliers given 48 business hours to provide information regarding their ability to supply the products or services.

The three-year contract runs through 2028 with annual costs of $38,498 in 2026, $43,783 in 2027, and $48,687 in 2028, totaling $130,968 in savings compared to list prices through negotiated discounts and a capped price structure with annual increases of 1.00%, 2.00%, and 3.00% respectively. The capped subscription prices are $74,394 for 2026, $75,882 for 2027, and $78,159 for 2028, compared to projected list prices of $112,892, $119,666, and $126,845. FGCU justifies the sole source procurement based on the package's customization for the institution's specific academic needs, unavailability from alternative providers, and the extensive utilization of the resource, with library patrons downloading 19,582 articles from the package during the 2025 academic year. No competitive bidding was pursued because this customized package is not available from any other publisher.

Purchase of a product and/or service valued above $15,000 that is available only from a single source may be exempt from competitive procurement requirements, such as obtaining quotes, when the University certifies there is only one source of supply capable of meeting requirements.

Sole Source Procurement Justification and Approval Process Sole source procurement is a waiver of competition exception. As such, strong justification is required. To be authorized, the Sole Source Certification is approved by the department head and reviewed by the Procurement & Payment Services Department. If deemed appropriate, the Certification will be publicly posted for a minimum of 48 business hours before the purchase may proceed.
