About this file
This is a Request for Information (RFI) document issued by a Florida county government to determine sole source or sole brand designation for Hayden AI's BCT Terminals, Park-and-Ride, and Bus Stop Monitoring Pilot Test system. The RFI is not a request for pricing or a purchase commitment, but rather seeks to establish whether the specified technology is available from multiple providers or if alternative solutions exist that would meet the county's needs. The county is soliciting responses from prospective vendors capable of meeting or exceeding the stated technical and operational requirements. Vendors are instructed to respond through the electronic bidding system with supporting documentation to assist the county in determining whether comparable commodities or services are available from multiple suppliers. The Director of Purchasing retains sole authority to decide what constitutes a comparable solution and will notify all submitting vendors of the sole source designation decision through the electronic bidding system; this decision is not subject to objection, protest, or appeal.
The RFI specifies ten critical technical requirements for the Hayden AI system, including edge-only processing of video and sensor data without cloud reliance, built-in anonymization capabilities that omit facial recognition and avoid recording pedestrian information, interior-mounted perception hardware designed for in-cabin operation, optimized performance through tinted glass and low-light conditions, weather and vandalism protection, blockchain-based tamper-proof logging for immutable data documentation, mathematically secure audit trails admissible in municipal traffic adjudication, demonstrated scalability with over 2,000 mobile units deployed in major U.S. transit environments, plug-and-play integration requiring no structural bus modifications, and the ability to provide a comprehensive, no-cost proof-of-concept pilot deployment lasting up to one full year. The document was dated June 30, 2026, and indicates the RFI will remain posted until a specified closing date and time.

REQUEST FOR INFORMATION
Hayden AI BCT Terminals, Park-and-Ride, and Bus Stop Monitoring Pilot Test
A. Sole Brand or Sole Source Designation This Request for Information (RFI) Notice of Intent to Designate Sole Source is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment.
The following commodity or service is thought to be available from only a sole source (or reasonable source) and is the only commodity/services that meets the County’s needs:
Hayden AI - BCT Terminals, Park-and-Ride, and Bus technical & operational Requirements:
• Edge-Only Processing: Processing of video and sensor data must occur completely at the edge (directly on the vehicle computer), without relying on continuous cloud streaming for primary detection.
• Anonymization & Privacy Compliance: The platform must possess the built-in capability to omit facial recognition and completely avoid recording or storing information on pedestrians to comply with strict municipal privacy standards.
• Interior-Mounted Perception System: Camera and perception hardware must be explicitly designed and engineered to operate entirely inside the vehicle cabin, securely mounted behind the windshield.
• Glass & Low-Light Optimization: The system must maintain high-accuracy object through heavily tinted glass, severe glare, and low-light or night conditions without requiring external lighting or exterior vehicle mounting.
• Hardware Protection: The interior setup must fully eliminate the hardware’s exposure to exterior weather elements, road debris, and street-level vandalism.
• Tamper-Proof Logging: The system must utilize an integrated blockchain (or similarly immutable decentralized ledger) to log every single instance of data processing, review, and transfer.
• Admissible Chain of Custody: The platform must provide a verifiable, mathematically secure audit trail for evidence collection that is fully admissible in municipal traffic adjudication.
• Proven Scalability: The vendor must demonstrate active, municipal-scale deployments of over 2,000 mobile units actively operating within major U.S. transit environments.
• Plug-and-Play Integration: The solution must be a turn-key system requiring zero structural modifications to standard transit bus models.
• No-Cost Proof of Concept: Ability to provide a comprehensive, free pilot test and proof-of-concept deployment lasting up to a maximum of one (1) full year at absolutely no cost to the County.
This RFI will remain posted until closing date and time.
Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation.
If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable.
