The contractor's price must include all shipping costs with no modifications permitted for increased shipping expenses. Delivery shall occur during business hours Monday to Friday, 8:00 AM to 4:30 PM, with required 48-hour advance notice to the Contracting Officer's Representative (Lucas Riley, Civil Engineer, lgriley@blm.gov, 406-233-2836 office or 406-853-0328 cell). The BLM will provide forklift and operator for offloading. Contractors must submit manufacturer specifications, samples, and handling details at least 7 working days prior to the Pre-Work Conference and furnish written certification from manufacturers at inspection confirming conformance to contract requirements.

2026 MCFO Fence Material 2
This contract is to fulfill the Miles City Field Office’s (MCFO) need for fence materials.
The Bid Schedule will provide quantities and lengths of fence material as required by this contract. The contractor price is to include any cost associated with shipping. No modification for increased costs will be permitted for shipping. The Contractor awarded this contract is responsible for the purchase and delivery of the materials to the BLM Admin Site located at:
111 Garryowen Road Miles City, MT 59301.
At the BLM site, BLM will provide forklift and operator for off-loading materials. Delivery shall be during business hours Monday to Friday 8AM-4:30PM. 48 hours prior to delivering any materials contact the Contracting Officers Representative (COR) to ensure forklift and operator can off-load.

Submittals & Certifications
A. Scope: Submittals include manufacturers' specifications, samples, and handling &
2026 MCFO Fence Material 3 storage details.
B. Requirements: Refer to items for submittals required. Allow at least 7 working days for review. Submittals shall be delivered to Contracting Officer at the Pre-work Conference.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or resubmittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
D. Certification: The Contractor shall furnish, at the time of inspection, written certification from manufacturer that the Contractor-furnished materials conform to the requirements of this contract.
Required Material Specifications
Item 1. Steel Brace Post (Long) 2-7/8” by 9’ (Quantity 112)
Steel Brace Posts (Long): Shall be 2-7/8” outside diameter, (OD) by 0.217” minimum wall thickness, by 9’ in length, Oil Company Tubular Goods (OCTG) steel pipe. Pipe shall be used/recycled structural OCTG casing or drill pipe in sound structural condition, clean and radiation free (<12 µR/hr.), or new reject pipe, or unused surplus pipe.
Surface rust is acceptable; however, any material that is excessively pitted, rusty, flaking, peeling, or corroded will be rejected. Pipe with splits, bends, or thin spots (hot spots) will not be accepted. Pipe shall be free from oil debris. All pipe that is concrete lined, lined with any synthetic material, has holes or perforations shall not be accepted.
All drill stem threads and/or collars shall be removed.
Item 2. Steel Brace Post (Short) 2-7/8” by 4’ (Quantity 198)

Item 3. Steel Brace Rail 2” by 7’ (Quantity 198)
Steel Brace Rail: Shall be a minimum of 7’in length not to exceed 8’ in length, singular piece of round tubular steel constructed with a minimum 1-7/8” outside diameter, by minimum 11-gauge wall thickness. Brace rail ends shall be pressed flat on both ends and be equipped with both a 90- and 45-degree angle capable of being mounted both horizontally as well as diagonally on all bracing structures. Brace banding shall be 2- 7/8” heavy duty galvanized brace band, measuring 1” wide by minimum 1/8” wall thickness and supplied with 3/8” galvanized grade five (5) carriage bolts, 1-1/2” to 2” in length with grade five (5) galvanized flange nuts.
Item 4. Drill Stem Mechanical Gate Closer (Quantity 21)
Gate Closer: A36 rolled round steel bar 3/16” to 5/16” diameter or adjustable minimum 3/16” diameter galvanized steel cable wire loop with a minimum Working Load Limit (WLL) 840 lb. force and Minimum Breaking Load (MBL) 4200 lb. force, fastened to a cam lever device. The pipe cover shall be constructed of a minimum 11-gauge steel plating made to rest upon and exceed the diameter of the 2-7/8” steel brace post.
The mechanical break over latch shall be attached to a minimum of 2-3/8” (OD) by 11-gauge minimum wall thickness tubular steel stem that slides securely into the 2-7/8” (OD) steel brace post a minimum of 6”. The steel stem shall be radiation free (<12 µR/hr.). The closer must be capable of fitting over a maximum 4” diameter wood gate stay and securely holding the gate stay in place. Alternatives require prior approval by the Contracting Officer (CO) with submission of samples.
Item 5. Gate Loop (Quantity 69)
Gate Loop: A minimum 3/16” diameter galvanized steel cable wire loop with a minimum Working Load Limit (WLL) 840 lb.-force and Minimum Breaking Load (MBL) 4200 lb.
force, attached to a 3” U-bolt muffler clamp assembly and shaped so a maximum 4” diameter gate stay will be securely held in place. The muffler clamp shall be secured to the steel brace post with 9/16” grade five (5) galvanized round U-bolt and galvanized flange nuts. A sleeve shall be welded to the muffler clamp, parallel to a leg of the U-bolt. Another sleeve shall be welded parallel to the other leg of the U-bolt, on the same face of the muffler clamp. The sleeve shall be large enough to allow free movement of the steel galvanized cable but small enough to keep terminated ends from passing

The galvanized steel cable shall be threaded through the sleeves to form a loop without a bind and the ends shall be crimped with a flattened 9/16” grade five (5) galvanized nut further secured by a weld. Alternatives require prior approval by the CO with submission of samples.
Item 6. Heavy Duty Steel Fence Posts 5-1/2’ (Quantity 5200)
Heavy Duty Steel Fence Posts 5-1/2’: (Chicago Steel or Approved Equal) Shall be a heavy-duty grade 5-1/2’ steel posts painted green with white, silver, or lime green tops or painted gray with red, white, or silver tops, “T” bar type, with a swaged or riveted anchor plate which does not easily bend or twist when an obstruction is hit during the driving process. Other steel post painted colors can be allowed on a case-by-case basis with the approval of the Contracting Officer (CO). Posts shall be furnished with clip-type fasteners. Punched tabs for fastening wires are not acceptable. Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall weigh a minimum of 1.33 lb/ft exclusive of the anchor plate, which shall weigh a minimum of 0.67 lbs., with a minimum of 18 sq. inches in area. Posts shall meet all ASTM A702 requirements and must be tagged accordingly. Failure to meet any of these requirements shall result in the rejection of material at the time of inspection.

Item 7. Heavy Duty Barbed Wire (Quantity 200)
Heavy Duty Barbed Wire: (Rebrand or Approved Equal) Two 12-1/2 ga. galvanized wires twisted together with 2-point barbs of 14 ga. wire spaced 4”- 6” apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.28 oz/ft2 of coated surface area and a minimum breaking strength of 950 lb-force. The barbed wire shall be a heavy-duty wire conforming to ASTM A121 requirements. Failure to meet any of these requirements shall result in the rejection of the material at the time of inspection.
Manufacturer specifications submittal and certification required.
Item 8. Heavy Duty Barbless Wire (Quantity 66)
Heavy Duty Barbless Wire: (Rebrand or Approved Equal) Two 12-1/2 ga. galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.28 oz/ft2 of coated surface area and a minimum breaking strength of 950 lb-force. The wire shall be heavy duty with a high tensile strength, low stretch, tight braiding per rod, conform to all ASTM A641 requirements and must be tagged accordingly. Failure to meet any of these requirements shall result in the rejection of the material at the time of inspection.
