This is a Request for Bid (RFB) document issued by the City of Yuma's Procurement Division for comprehensive maintenance, repair, and installation services for overhead doors and automated gate systems across municipal facilities. The City seeks an indefinite delivery/indefinite quantity (IDIQ) contract covering diagnostic and corrective repairs, component replacements, operator installation and calibration, emergency response, and full documentation of work performed. Services must comply with manufacturer specifications and applicable industry standards including UL 325, ASTM F2200, ANSI/DASMA 102, OSHA lockout/tagout procedures, and applicable building codes. The contractor must provide 24/7 availability with response times of 48 hours for regular service requests, 4 hours for emergency requests during regular business hours, and 2 hours for after-hours and weekend/holiday emergencies. Regular service hours are 7:00 a.m. to 6:00 p.m. Monday through Friday, with after-hours service from 6:01 p.m. to 6:59 a.m. weekdays and 24-hour availability on weekends and holidays.
Pricing is structured on a cost-plus basis with three labor rate categories submitted on the Rate Bid Table: a standard rate for regular business hours, an overtime rate for after-hours weekday work, and a weekend/holiday rate. All parts and materials are billed at the contractor's actual cost plus a uniform percentage markup submitted by the bidder, with the contractor required to provide proof of actual cost upon request. The solicitation includes two project scenarios for pricing evaluation: Scenario 1 involves overhead door torsion spring and jackshaft operator replacement estimated at four hours during regular business hours, while Scenario 2 involves slide gate operator and safety sensor replacement estimated at three hours during after-hours work. No trip charges, mobilization fees, or labor markups are permitted. All work is subject to final inspection and approval by the City's Facilities Management Supervisor, with quality assurance requirements including materials testing, inspection records, and corrective action procedures.

The contractor and City personnel shall meet at the worksite where the overhead door and gate systems maintenance services are to be performed for a Project Assessment Meeting. During this meeting, both the contractor and City representatives will conduct a thorough site walk to identify and assess the need/issue. The City and contractor will align on the estimated hours to complete the project.
1.6.
