SCOPE OF WORK

Replace Emergency Lighting Inverter Chase E Annex

1.0 SITE BACKGROUND

The U.S. Coast Guard Academy is located on the westerly shore of the Thames River in New London, CT. Constructed in 1932, the Coast Guard Academy is comprised of over 23 major structures. Constructed in 2005, Chase E Annex, was designed as swing space for mid-life renovations of the existing four (4) annex barracks buildings. As the Corp of Cadet’s began to grow, additional space is required to house the added Cadets. Currently Chase E Annex is a fully occupied barracks and houses approximately 400 students.

2.0 REQUIREMENTS

The project scope will be as described below:

Replace the inverter system for emergency lighting in Chase Hall Annex E aboard the US Coast Guard Academy (CGA). The existing inverter, installed circa 2005, has exceeded the manufacturers recommended service life (The inverter has failed and is in need of immediate replacement, parts are no longer available):

1. Remove, dispose and replace existing 8KW Emergency Lighting Inverter in the Electrical Room (Chase E Basement across from the Laundry) including removal of all existing batteries (Existing Model #HFT-8000-S-P-OCB12A20A). Dispose of batteries per EPA guidelines for hazardous material. Provide new batteries.

Size and number of batteries determined by manufacturer, based on the inverter’s electrical capacity. Input Voltage is 277V at 36A. Connect to existing feeder source from MDP (277V, 60A, single phase). Inverter Output voltage – 120VAC. Provide inverter with (12) 20A, 120V, single pole circuit breakers.

Connect inverter outputs to existing lighting circuits.

2. Terminate and test all systems. Provide operating and maintenance training as provided by the manufacturer for CGA personnel on new system. Provide typed panel schedule for inverter lighting circuits.

Remove and replace inverter for Chase E in its entirety. Disposal is the responsibility of the Contractor. Existing Base – 67” x 28” x 3.5”.

Remove and dispose of all components, cabinets, batteries etc.. Install new inverter on existing housekeeping pad. Extend pad as required to accommodate new inverter.

Inverter system shall work with any type of lighting load to provide full light for a minimum of 90 minutes. Inverters are to be solid state, pulse width modulation systems that produce sinusoidal output waveforms. Batteries are to have front access connections and automatic restart and recharge upon restoration of normal power. Unit is to have automatic charging circuit with over voltage protection. Provide self-testing unit with front mounted control panel containing system function notifications.

Batteries shall be maintenance free, sealed valve regulated front terminal wet nickel cadmium with 20 years life expectancy. Unit shall have High/Low charger voltage alarm, High/Low AC input voltage, Low Battery, Inverter fault, output fault. Provide output circuit breakers.

Cabinets shall be modular design, freestanding, NEMA 1 steel construction powder coated for corrosion and scratch resistance, front access with hinged lockable doors.

Contractor shall field verify system location and sizes prior to ordering new units and start of any work. Report any discrepancies to the CGA Contracting Officer’s Representative (COR).

Contractor to provide all materials and specialized equipment (chain falls, hand trucks, etc.)

needed to complete the removal and installation of inverter systems. Contractor is responsible for all rigging and movement of the inverters.

Power disruptions to the facility shall be carefully coordinated as not to interrupt daily business proceedings. Power outages shall be scheduled 72 hours in advance with the COR and building occupants. Units installed shall comply with the most current version of the NEC.

3.0 SUBMITTALS

Emergency Lighting Inverters; Batteries, Cabinets:

a. Provide two (2) copies of all materials required to complete project.

b. Provide two (2) sets of Operational and Maintenance Manuals for new Emergency Lighting Inverter installed.

4.0 DELIVERY SCHEDULE

The milestones for receipt of submittals and construction services provided below. All days are calendar days, unless otherwise stated. The government review time for submittals will be 5 business days.

Emergency Lighting Inverter submittals: 2 weeks after award of contract.

Construction schedule: Provide two copies of construction schedule at the project pre-construction meeting for CGA review and comments. Emergency Lighting Inverter installation shall take place during normal working hours (Mon-Fri; 0730-1600). Chase E is an educational housing facility. Contractor is to ensure the safety of occupied areas and students transiting the working area.
