About this file
This document is a Statement of Need for a new ID badging system for the 6th Communications Squadron at MacDill Air Force Base in Tampa, FL. The requirement involves installing a comprehensive access control system across four buildings (260, 261, 262, and 1750), replacing the current key-based system with a more secure and trackable solution. The new system will include 22 card readers compatible with DoD Common Access Cards (CAC), 7 new active recording cameras, and centralized data logging through dedicated termination HUBs.
Key technical requirements include a Windows 11 stand-alone system independent of external networks, capability to read current and future CAC versions, third-party card integration, and standardized equipment across locations. The system must provide 24/7 access control, support 7,000-15,000 registered users, and include features like lockdown override, inside release mechanisms, and automatic user deactivation and usage tracking. The contract includes installation, staff training, maintenance, and a 5-year camera license with a factory warranty. Delivery and installation will be at the specified MacDill AFB buildings, with base access assistance and system functionality demonstration provided.

6th Communications Squadron ID Badging
STATEMENT OF NEED
2-19-2025
1. Requirement: The 6th Communications Squadron located on MacDill AFB, Tampa FL, is seeking to install a new ID badging system to fully replace the currently used system. The 6 CS is currently using keys for a few buildings which is hard to track who has the keys and when they are using them to access the facilities. The unit currently has a small number of operational card readers for squadron leadership and a total of 5 network cameras that are either end-of-life or do not provide adequate visual zone coverage. The new system will update and add card readers and cameras which will track and identify who is entering and exiting each facility and when, as well as prevent unauthorized access. This new proposed system will greatly hardened the security and help protect millions of dollars in DOD assets.
2. Characteristics: The readers will be installed and will operate independently of the Air Force Network. Each reader will be connected to a dedicated termination HUB located in the Comm room of each 6 CS facility: buildings 260, 261, 262, and 1750. The HUBs will be interconnected through building 261's first-floor Comm closet room 148, to allow for centralized access to data logs. Additionally, 7 new active recording cameras will be installed to replace and provide better coverage over secured areas, updating the existing equipment.
TECHNICAL REQUIREMENTS:
Please see attached diagram
1. Entry Access Control Equipment o Compatible with and capable of reading current and future versions of the DoD
Common Access Card (CAC) for authentication, registration, and facility access.
2. Authentication o Extract only a unique identifier (e.g., FASC-N) from the CAC to authenticate entry. Authenticate and grant entry access to non-CAC holders. Use of the EDIPI and other PII is strictly prohibited.
3. Door Interface o Must interface with door entry access for fitness centers, allowing entry when a registered user presents an access card.
4. Stand-Alone System o Must be a WIN11 stand-alone system, independent of the internet, external network, or World Wide Web.
5. Platform Information Technology (PIT) o Registered and approved as PIT. Contractor to provide documentation and support required for achieving an Authority to Operate as PIT.
6. Third-Party Card Options o Provide compatible multiple third-party card options capable of integrating with the existing access control system reader(s).
7. Standardized Equipment o Provide standardized entry access control equipment, surveillance cameras, and components at all locations.
8. Technical Services and Support o Provide technical services and support necessary for Windows 11 updates and maintenance of the entry access control and surveillance equipment. Includes an initial 12-month warranty with optional extension.
9. 24/7 Access Control o Programmable Windows 11 system providing 24/7 positive access control to exterior entry points, as directed by the government.
o Card readers:
Bldg 260: 6 Bldg 261: 11 Bldg 262: 3 Bldg 1750: 2
10. Locking Mechanisms o Provide and install locking mechanisms for exterior entry points, as required by the government. Double entry doors to have one door with a new lock mechanism and the secondary door to retain the existing lock.
11. All-Weather Capability o All-weather reader capable of functioning in inclement weather, including rain, snow, and extreme temperatures.
12. Inside Release Mechanism o Inside release to allow free exit. Preferably a panic bar, independent of electrical power. In a power outage, facility remains locked but allows exits.
13. Management Control o Allow management or executive personnel to set specified times for locking and unlocking doors.
14. Lockdown Override o Override all access attempts during lockdown, except by authorized personnel.
15. Inter-Connections Cabling o Provide all necessary inter-connections cabling within all facilities.
16. Deactivation and Usage Tracking o Automatically deactivate users and track hourly usage, i.e., the number of patrons entering the facility each hour.
17. Proven Solution o Fully developed, tested, and fielded successfully in the commercial sector.
Provide three references with similar projects and contact information.
18. User Capacity o Capable of storing 7,000 to 15,000 registered users.
