Factor 1: Technical Qualifications (60%)
This factor has four (4) subfactors. The subfactors, relative weights, and their evaluation criteria are individually listed below:
1A. Past Experience of the General Contractor (20%) 1B. Past Experience of the A/E Firm (20%) 1C.Past Performance of the General Contractor (10%)
Document: DB201-1/JULY 2026
1D. Past Performance of the A/E Firm (10%)
Consideration of Joint Ventures and Teaming Arrangements
For Subfactor 1A (Past Experience of the General Contractor), Subfactor 1B (Past Experience of the A/E Firm), Subfactor 1C (Past Performance of the General Contractor), and Subfactor 1D (Past Performance of the A/E Firm), the Government will evaluate the qualifications, experience, and past performance of the entities proposed to perform the contract requirements.
In accordance with applicable Small Business Administration (SBA) regulations, when an Offeror is a joint venture, the Government will consider the capabilities, experience, and past performance of the joint venture entity, as well as those of the individual joint venture members, to the extent such qualifications are relevant to the proposed performance of this contract.
Likewise, when an Offeror proposes key first-tier subcontractors or team members whose qualifications, experience, or past performance are relied upon to demonstrate the Offeror’s ability to successfully perform the contract, the Government may consider the capabilities, experience, and past performance of those entities in its evaluation.
Offerors relying upon the qualifications, experience, or past performance of joint venture members, subcontractors, or other team members shall clearly identify:
● The entity whose experience or past performance is being submitted;
● The specific project(s) being referenced;
● The role performed by that entity on the referenced project(s); and
● The role and responsibilities that entity will perform under the proposed contract.
The Government will place greater emphasis on experience and past performance that is directly attributable to the entity proposed to perform the relevant work under this contract. The Government may consider the extent to which the proposed responsibilities of team members align with the work performed on the submitted reference projects.
Offerors may submit up to five (5) General Contractors projects under Subfactor 1A and up to five (5) Architect-Engineer projects under Subfactor 1B, for a maximum of ten (10) project submission across both subfactors. The same project may be submitted under both subfactors if it is relevant to both the General Contractor and the A-E team, provided the respective roles and responsibilities are clearly described.
Document: DB201-1/JULY 2026
Subfactor 1A – Past Experience of the General Contractor (20%)
This factor considers the extent of the past experience of the General Contractor of the Offeror’s design-build (DB) team. For the purposes of this evaluation factor, the term General Contractor is defined as an individual firm, partnership, corporation, association, or other legal entity permitted by law to and whose main responsibility is for the construction, improvement, or renovation of a project under contract.
Project Submission Requirements: Offerors shall submit no fewer than three (3) and no more than five (5) projects demonstrating the General Contractor’s experience.
The General Contractor shall have served as the prime contractor, design-builder, or joint venture partner on each submitted project.

● Achieved substantial completion within the past ten (10) years from the solicitation issuance date;
● Was delivered utilizing the Design-Build (DB), integrated project delivery (IPD) methods, or Construction Manager as Constructor (CMc). For the purposes of this evaluation factor, IPD is defined as the execution of a multiparty agreement in which the owner or developer contracted with a single offeror to provide all or substantially all, of the design and construction services for that project. For the purposes of this evaluation factor, CMc is defined as a project delivery method where design and construction are contracted concurrently through two separate contracts and two separate contractors. Unlike the traditional design-bid-build delivery method, under the CMc delivery method, the Government awards a separate contract to a designer (i.e., architect-engineer contractor) and to a construction contractor (i.e., CMc contractor) prior to the completion of the design documents. The Government retains the CMc contractor during design to work with the architect-engineer contractor to provide constructability reviews and cost estimating validation. The CMc contract includes design phase services at a firm-fixed-price and an option for construction at a guaranteed maximum price.
Outside of federal construction projects, CMc may sometimes also be known as Construction Manager at Risk (CMAR) or General Contractor/Construction Manager (GCCM).
● Had a construction value of at least $40 million; and
