Summary of Scope of Services for Group Dental Insurance
This Scope of Services document is for a Request for Proposal issued by the Marion County Board of County Commissioners in Florida to procure fully-insured group dental insurance services for eligible employees, dependents, and retirees. The County seeks competitive proposals from qualified insurance carriers to provide two dental plan options, with coverage effective October 1, 2026. The proposed plans must equal or exceed current benefits provided by Florida Combined Life. Approximately 3,200 regular full-time county employees are eligible, with current enrollment of approximately 2,610 employees in dental coverage (1,275 with Employee Only, 489 with Employee Plus One, and 846 with Employee Plus Two or More) plus approximately 260 enrolled retirees. The selected proposer must provide new Plan Documents within 45 days of contract award and commit to offering Online Benefits Enrollment capabilities with direct-feed functionality for additions, terminations, and coverage changes. The successful vendor must also support electronic ACH fund transfers for premium payments and allow the County flexibility in either self-administering the premium bill or utilizing the Company's list bill approach.
Current monthly premiums for the existing dental plans range from $29.14 to $39.92 for Employee Only coverage, $45.22 to $61.90 for Employee Plus One, and $71.36 to $97.68 for Employee Plus Two or More, depending on plan tier. Proposals should include commissions not to exceed five percent for the current Agent of Record, with no additional commissions or agents permitted. All active employees and retirees participate on a 100% voluntary basis and pay 100% of the premium through the Section 125 plan with a plan year running October 1 through September 30. New employee coverage becomes effective on the first of the month following 30 consecutive days of employment. The County specifies that participating entities—the Marion County Board of County Commissioners, five Constitutional Officers (Sheriff, Clerk of Court, Property Appraiser, Tax Collector, and Supervisor of Elections), and the Marion County Hospital District—must be separately delineated for billing purposes. Supporting exhibits include the current plan certificate, census data, three-year claims and enrollment history, top 25 provider list, current rollover balance, and current schedule of benefits.

PURPOSE
The purpose of this Request for Proposal (RFP) is to obtain competitive proposals from qualified insurance companies capable of providing a fully insured Group Dental plan for the elected officials, employees and dependents, and eligible retirees of the Marion County Board of County Commissioners and Constitutional Officers. The County currently has an Agent of Record in place and, for purposes of this solicitation, is requesting direct proposals from insurance carriers and should include commission not to exceed five percent (5%) for the current Agent of Record. This approach is intended to allow the County to independently evaluate available coverage options and pricing. No additional commission or agents should be included.
This RFP provides prospective proposers with sufficient information to enable them to prepare and submit proposals for consideration by the Marion County Board of County Commissioners to satisfy the needs as outlined in the scope of services. Proposers are strongly encouraged to carefully read the entire Request for Proposal.
