About this file
This is a Request for Qualifications (RFQ) document issued by Heber City, Utah, in partnership with the Federal Highway Administration (FHWA) through the Safe Streets For All (SS4A) grant program, Mountainland Association of Governments (MAG), and the Wasatch Back Rural Planning Organization (RPO). Heber City seeks qualified professional engineering firms to complete a Main Street Safety Study that provides supplemental planning to the 2024 Wasatch Back Safety Action Plan. The study will identify specific safety improvements for Main Street, which has been designated as part of the High Injury Network and contains five signalized intersections identified as crash hotspots. The scope of work includes conducting a road safety audit, pedestrian survey, identifying specific improvement locations for pedestrian crosswalks, bicycle infrastructure, bulb-outs, medians, and corridor gateways, evaluating traffic signal timing impacts, and conducting agency workshops and public outreach. The study will conclude with recommended updates to the Safety Action Plan including cost estimates for proposed improvements. Statements of Qualifications must be submitted by 3:00 p.m. on Thursday, October 8, 2026, to Heber City, 75 North Main, Heber City, UT 84032. Selection will occur on October 22, 2026, with anticipated contract award in November 2026. Questions must be submitted by 2:00 p.m. on Monday, October 5, 2026.
The project budget is $150,000, with funding provided through the Federal Safe Streets For All (SS4A) grant program. Evaluation of SOQs will be based on firm qualifications (30 points), key personnel (30 points), scope of work and schedule (30 points), and references (10 points). The City reserves the right to conduct oral interviews with top-ranking firms and to negotiate directly with the selected firm regarding fees and services. SOQs must not exceed ten pages (excluding cover page and table of contents) and must include an executive summary, firm qualifications with related example projects and insurance information, key personnel information, proposed scope of work with schedule and budget adequacy statement, and three current applicable references. All submissions must include four hard copies and one electronic PDF copy. All costs associated with SOQ preparation are the responsibility of the consultant, and all submitted materials become the property of Heber City upon submission.

Main Street Safety Study Supplemental Planning to the 2024 Wasatch Back Safety Action Plan
Heber City is soliciting Statements of Qualifications (SOQ’s) from qualified professional engineering firms with the expertise necessary to assist the City with completion of a Main Street
Safety Study in accordance with the requirements of a grant received through the Federal Safe
Streets For All (SS4A) program.
Interested firms should submit SOQ’s to Heber City, 75 North Main, Heber, UT 84032. Proposals will be received until 3:00 pm on Thursday, October 8, 2026. SOQ’s submitted after this deadline will remain unopened and will not be considered.
Selection of the successful firm will be based upon the criteria listed in Section VI including qualifications and previous relevant experience of the submitting firms. Heber City reserves the right to negotiate directly with the firm selected for any related work.
I. BACKGROUND INFORMATION & ANTICIPATED PROJECT
In 2024, Heber City participated with Mountainland Association of Governments (MAG) who completed a Safety Action Plan (SAP) in partnership with the Wasatch Back Rural
Planning Organization (RPO).
The SAP identified portions of Heber Main Street as part of the High Injury Network
(HIN), or the 10% of roads that experience 72% of the crashes resulting in fatal and serious injury. The SAP also identified all five of the then signalized intersections on Heber Main
Street as crash hot spots.
The plan recommends some initial ideas or opportunities consistent with the Safe System
Approach as countermeasures or enhancements to improve safety such as pedestrian and bicycle infrastructure, traffic calming elements, and traffic signal timing updates. However, supplemental planning efforts are needed to identify specific details and recommendations to inform or update the recommendations in the SAP and to prepare the City to pursue additional funding or grant opportunities through SS4A or other funding programs for project improvements.
Heber City is seeking the services of a qualified engineering consultant with experience and expertise necessary to provide the services required to complete the project.

The anticipated scope of the project includes the following:
• Identify pedestrian crosswalk needs and locations – coordination with Utah
Department of Transportation (UDOT) to identify pedestrian crossing types and locations that provide comfort and fit within UDOT guidelines.
• Identify pedestrian infrastructure gaps along roadway – Evaluate pedestrian amenities along Heber Main Street.
• Identify bulb out needs and locations – Evaluate where bulb outs are needed and tradeoffs with vehicle turning paths and business parking.
• Identify bicycle appropriate treatments – Determine whether bicycle improvements are best served by north/south or east/west facilities and whether north/south improvements should be on Main Street or directed to parallel, lower-stress corridors.
• Identify median needs, locations, and impacts – Business access is important and median locations need to be vetted and analyzed to determine specific configurations.
• Evaluate effects of LPIs on congestion – Corridor signals are near capacity and analysis is needed to determine tradeoffs of safety improvements and mobility.
• Identify corridor gateway options – Investigate locations and configuration of gateway features to best calm traffic and create a sense of place.
• Build partner agency and community support – It is critical to align Heber City, UDOT and community voices to move forward.
The Supplemental Planning will be accomplished through the following tasks:
Task 1: Site Walking Tour/Road Safety Audit – A Road Safety Audit will play a crucial role in enhancing road safety by identifying potential risks and suggesting effective solutions to create safer roadways for everyone. Through the audit and walking tour, the study will conduct a detailed assessment of the human-scale experience and pedestrian and bicycle amenities on the corridor.
Task 2: Pedestrian Survey – Intercept pedestrians in the corridor and gauge opinions about safety conditions and needs.
Task 3: Identify Improvements – Taylor the broad categories of improvement needs identified in the ongoing SAP to specific locations that are supported by the community, stakeholders, and partner agencies.

Task 4: Agency Workshops – Conduct workshops with UDOT, Heber City, and stakeholder groups to discuss data and refine recommendations.
Task 5: Public/Stakeholder Outreach – Hold public events to inform the community of the study and to gather ideas and feedback on safety needs and proposed improvements.
Task 6: Recommended Updates to SAP – Compile final detailed safety improvements for Main Street to implement into or supplement the SAP. Include cost estimates for the recommended safety improvements.
