About this file
The document is a Request for Statement of Qualifications (RFSQ) issued by the Beaver County School District (BCSD) in Utah, seeking architectural and engineering services for multiple school infrastructure projects. The RFSQ covers three primary projects: a cafeteria addition at Milford High School (approximately 5000-6000 sq. ft.), a freezer and food storage building at Belknap Elementary (approximately 1,000 sq. ft.), and plumbing modifications at the district office. The submission deadline is November 6, 2025, at 2:00 p.m., with a non-mandatory Zoom informational meeting scheduled for October 28, 2025. The selected architectural firm will be responsible for developing design options, estimating project costs, assisting with general contractor procurement, and providing construction oversight, with an initial goal of completing design options by March 15, 2025.
The evaluation and selection process will be conducted by a District Evaluation Committee using a weighted criteria system that allocates 30 points each to firm qualifications/experience and team strength, 20 points to past performance/references, and 20 points to design ability and project experience. The architectural services fee will be negotiated post-award consistent with Utah Code, with no fees to be submitted with the initial response. The district reserves the right to contact additional references and will prioritize firms capable of completing drawings in a timely manner. Successful vendors must also submit background checks for employees working on building sites, and the contract will be awarded to the highest-scoring firm based on the established evaluation criteria.

District Office Plumbing Changes
Due Date: November 06, 2025
RFSQ-26-174
PURPOSE OF REQUEST FOR STATEMENT OF QUALIFICATIONS (RFSQ)
Beaver County School District (BCSD) is requesting qualifications from architectural firms to provide the design and related architectural services for (1) a building addition to Milford High School and (2) a building addition to Belknap Elementary for a permanent freezer and storage area for food. (3) for small design work for plumbing and other minor changes at the BCSD district office. Architectural firms will also be responsible for the engineering services needed, both obtaining and overseeing those services. The selected architectural firm will first produce potential options and design for the projects and then estimate the cost of the project so that BCSD can determine whether the project is fiscally feasible for BCSD. If the BCSD Board of Education approves a design and related budget, the selected firm will then assist BCSD in procuring general contractor services for the projects. After general contractor selection, the selected firm will assist with oversight of the construction.
