About this file
This is a Request for Response (RFR) issued by the Commonwealth of Massachusetts Division of Marine Fisheries (DMF) for Commercial and For-Hire Fishing Vessel Support (DMF-26035). The procurement seeks to establish a qualified vendor list of commercial and for-hire fishing vessels to support DMF's year-round research and monitoring efforts in Massachusetts coastal waters. Specific services will be documented through contract attachments with individual task scopes and rates. The RFR was issued on September 1, 2026, with a deadline for quote submissions on September 1, 2029, at 12:00 PM via the COMMBUYS platform. Notification of successful bidders is estimated within two weeks of the bid opening date. The contract will have an initial three-year duration from execution through September 1, 2029, with two additional three-year renewal options, providing a maximum contract duration of nine years. Multiple contractors will be awarded based on best value criteria, with no guaranteed minimum contract work volume.
Pricing and compensation terms are variable and must be determined prior to individual trips, potentially including trip rates, day rates, dockside rates, fuel costs, additional insurance costs, or division of catch sales. The Commonwealth is tax exempt and will process payments within a 45-day cycle with prompt payment discounts available. This is a Market Basket procurement open to all businesses, though the Massachusetts Small Business Purchasing Program (SBPP) participants meeting best value criteria receive award preference; SBPP eligibility requires Massachusetts principal place of business, at least one year in business, 50 or fewer full-time equivalent employees, and gross revenues not exceeding $15 million based on a three-year average. Contractors must provide Coast Guard-licensed captains, maintain compliance with state and federal fishery regulations, be responsible for vessel safety and crew, supply fuel and consumables, accommodate researchers, and maintain fishing equipment. The Department of Fish and Game is authorized as an additional contract user alongside DMF.
