Individual service budgets range from $15,000 to $80,000 annually, with a total project budget of $182,000 per year ($546,000 for three years). ABI will coordinate most production elements including interviewees, locations, and schedules; respondents must factor all operating costs into estimates, as ABI will not reimburse travel expenses, parking, insurance premiums, or equipment fees. Disadvantaged Business Enterprise (DBE) participation is strongly encouraged, with DBEs certified through the Georgia Department of Transportation, City of Atlanta, Georgia Minority Supplier Development Council, MARTA, Federal Government, or U.S. Small Business Administration. The project is funded through Tax Allocation District (TAD) funds, federal and state grants, and philanthropic support. Atlanta Beltline, Inc. (“ABI”) requests qualifications (RFQ) from firms or individuals (hereinafter “Firm” or “Firms”) to provide multimedia professional services to support ABI’s efforts related to communications and marketing in the fields of:

- Videography

- Video editing

- Photography

- 360 street view photography

All projects will be on-call work orders that will enhance Beltline’s storytelling efforts related to the Beltline as a destination, a transit corridor, an evolving municipal infrastructure project, and a community-focused redevelopment project.

Deliverables will depend on the scope of work for each project, and examples of projects are listed below. Project duration will vary from single events to multi-month campaigns.

Firms are not expected to provide all services listed in Section 4. Furthermore, ABI may retain one or multiple firms for each specified discipline listed in Section 4. Firms providing one or multiple disciplines must include/identify each service in the SOQ.

Disadvantaged Business Enterprises (DBE) participation is strongly encouraged.

Project Description

The selected Firm(s), referred to herein as the “Contractor(s)”, will be required to provide one or multiple of the following services:

- Videography

- Social media videography

- Video editing

- Photography (still, event, outdoor)

- Construction aerial videography and photography

- 360 street view photography

Scope of Work

Under the direction of the ABI Communications staff, the Contractors will perform one or more of the following services: Social Media Videography, Video Editing Services, Aerial/Drone Photography and Videography Services, Photography (still/event/outdoor).

Jalyn Eaton Do we want to add Art Photography here as well?

Heather Clavé @Jalyn Eaton I put still photography in lieu of art photography to see what we get and then I expounded upon it later. What we got with the last RFP was a lot of event photography, and there is a big difference between a beautiful photo of a sculpture and a big venue concert.

Videography Services

The Consultant(s) will be responsible for creating videos averaging 1-3 minutes in length (16:9 aspect ratio) with accompanying 30-60 second versions for social media (16:9 or 9:16 aspect ratio). The videos may be in interview format with b-roll, event recap, or visual storytelling, according to the project. Themes could include:

• Featured business videos

• Workforce development videos

• Featured artist stories

• Project-specific sizzle reels

• Atlanta Beltline storytelling

• Social media videos

Additional work may include:

• Purchase/provide stock music that effectively enhances the narrative

• Collaborate with other consultants, including videographers and photographers, to share deliverables as needed

• Edit pre-existing RAW footage and motion graphics for specific video storytelling

• Provide recommendations for the most visually compelling way to capture stories

• Provide b-roll clips for various media requests

While ABI generally coordinates most production elements (i.e., interviewees, interview questions, locations, schedules, etc.), we may rely upon a videographer for a degree of autonomy and creativity. The videographer will also be expected to uphold brand standards and aesthetics. The anticipated workload is 3-12 videos per year.

Estimated annual budget: $25,000

Social Media Videography Services

The Consultant(s) will support the launch of a new TikTok channel geared toward Gen-Z that resonates with the community, positioning the Beltline as a premier destination, and fostering a connection with the Beltline's mission. We are also looking to expand our content offerings on other social media platforms, reaching a broader audience.

The Consultant(s) be responsible for filming and creating 9:16 aspect ratio TikTok reels, averaging 60-90 seconds in length. The videos may be interview-format with b-roll, visual storytelling, or meme-focused content. Work orders will determine the video quantity and theme, but generally, each campaign theme will feature several videos, with the goal of publishing 3-4 videos a month. Themes may include but are not limited to:

• “Did you know” fact videos about Beltline-adjacent neighborhoods*

• “Come with me” videos that explore Beltline destinations, parts of the trail, etc.

• Adventure itineraries around moments in time.

• Business spotlights focused on places along the trail.

• “Fun fact” videos about trail construction, execution, etc.

• Man on the street interviews

The Consultant(s) will be expected to provide their own equipment and produce quality images and sound. They should proactively pitch ideas that align with Beltline messaging in support of overall projects, take direction well, demonstrate a strong sense of autonomy, remain respectful while collecting content in the field as a Beltline representative, love knowing what’s going on in the city and instinctively keep a close pulse happenings, and stay informed on latest social media trends and best practices.

Additionally, the consultant may:

• Purchase/provide stock music that enhances the narrative

• Edit pre-existing graphics for specific video storytelling

• Pull assets from ABI’s digital asset management system

• Upload 9:16 or 16:9 b-roll to ABI’s digital asset management system as agreed upon

• Collaborate with other ABI consultants as needed

• Write and edit scripts

• Secure talent as required

Estimated annual budget: $80,000

Social Media Video Editing Services

ABI has a large database of photo and video assets and would like to engage a social media video editor to tell Beltline stories with what already exists. The Consultant(s) will be responsible for creating videos from the existing repository of ABI b-roll and interview footage, editing them into engaging content, 60-90 seconds in length, for TikTok or other channels. These stories will focus on destination-based marketing themes, including life on the trail, spots to visit, before and after, etc.

The aforementioned services will support ABI’s storytelling efforts on multiple channels and platforms.

Alex Gilliam I'd like to put in here that I'd like someone that is also informed with what's happening in Atlanta... if possible, I'd like to avoid having several of my edits be to remove places that have closed/are in hot water again. Thoughts on how to word that?

Heather Clavé @Alex Gilliam how's that?

Alex Gilliam @Heather Clavé Perfect!!

Upon approval of deliverables, the Consultant(s) may be responsible for uploading final deliverables into ABI’s digital asset management system in accordance with company procedures.

It is important to note that the Atlanta Beltline is an active redevelopment project, and as such, the Scope of Work will fluctuate and evolve during the course of the contract to coincide with strategic needs of the Atlanta Beltline project. The anticipated workload is 1-2 edited videos per month.

The Consultant(s) should be nimble, adept at digging through large databases of assets, familiar with recent social media trends, and have a portfolio of dynamic engaging work. Estimated annual budget: $18,000

Aerial Photography/Videography

The Consultant(s) will provide aerial photography and videography, as well as some DSLR photography, that documents infrastructure projects and helps tell a larger Beltline story.

Photos include, but are not limited to:

• Aerial photos of Atlanta Beltline, Inc. real estate assets, namely trails and parks

• On-the-ground photos of trails and parks

• Construction progress

• How the trail is used (cyclists, runners, etc.)

Drone videography includes:

• Aerial footage of the full Beltline corridor

• Aerial footage of construction projects

The Consultant(s) will work with the communications team and the construction project manager to capture content as assigned and then upload final deliverables into ABI’s digital asset management system in accordance with company procedures. The anticipated workload is two shoots per month. Shoots are expected to take 1-3 hours and is weather dependent. Proper PPE and shoes are required.

Estimated annual budget: $24,000

I could be misunderstanding this, but wouldn't on-the-ground be antithetical to aerial?

Photography (Still, Event, Outdoor)

The Consultant(s) will provide photography services that align with Beltline aesthetic and enhance our storytelling through compelling visuals. Recognizing that different photographers have different skillsets, ABI is open to utilizing more than one photographer for on-call projects.

These projects include, but are not limited to:

- Still photography of sculptures and murals

- Outdoor Nature Shots

- Day/night event photography (dance, theatre, spoken word, circus, parade, fitness classes, races, etc.)

- Lifestyle shots of people using the trail

- Outdoor portrait photography

Additionally, the Consultant(s) will be responsible for:

• Image release waivers management

• Post-processing of image files

• Uploading a curated selection of final files to ABI’s digital asset management system in accordance with existing procedures.

The Consultant(s) must demonstrate good composition with a thoughtful eye for traditional and more artistic angles and intentional efforts to capture diverse photo subjects that reflect the city population and trail users.

The anticipated workload is 8-20 shoots a year according to the art production calendar.

A typical shoot will be 1-2 hours. Some event photography will be half day (4 hours) or full day (8 hours).

Estimated annual budget: $15, 000

360 street view photography

The Consultant(s) will capture Street View imagery along Beltline trails and trail access points using 360 equipment. These efforts will support ABI’s navigation and wayfinding efforts. The Consultant(s) will work with the communications team and the GIS project manager to capture content as assigned and then upload final deliverables to Google Street View Studio for publishing.

We actually have $24,000 for this bucket, but I think it’s steep to put that for the little shoots we’ll get, instead, I’d like to assume we can reallocate for videography and tell art stories.

360 Imagery includes, but is not limited to:

• On-the-ground imagery of trails, access points, and parks

Additionally, the Consultant(s) will be responsible for:

• Post-processing of image files

• Uploading final deliverables to Google Street View Studio

Anticipated workload: 1 year project (With two optional renewal terms)

Equipment: 360 imagery equipment

Qualifications: Experience with 360 street view photography, equipment, and upload process. Estimated annual budget: $20,000.
