About this file
This is a Request for Proposal (RFP) issued by the Town of Parker, Colorado, seeking qualified architectural design consultants to perform a comprehensive needs and site assessment for the Town's Fleet and Facilities divisions. The project encompasses evaluation of current facility deficiencies, future requirements, and assessment of two potential approaches—a single-site facility at the Public Works Operations Center (PWOC) located at 9045 Tammy Lane, Parker, Colorado, or a dual-site approach involving a facilities building at PWOC and potential fleet relocation to the South Metro Fire Rescue Fleet Shop at 17801 Plaza Drive, Parker, Colorado. The scope includes designing a fleet facility with maintenance bays, welding shop, equipment and parts storage, administrative offices, and technology systems; a facilities maintenance building with workshop areas and administrative space; and sitework including civil infrastructure, parking for 50+ vehicles, and covered outdoor storage totaling approximately 7,000 square feet for traffic and stormwater divisions. The RFP was advertised on March 13, 2026, with an optional site tour scheduled for March 25, 2026, at 1:00 p.m. MST. Questions must be submitted by March 27, 2026, at 5:00 p.m. MST, and proposals are due April 3, 2026, at 10:00 a.m. MST through the Euna Procurement portal. The Town will evaluate responses between April 6–16, 2026, notify firms of results on April 17, 2026, conduct interviews during the week of April 20, 2026, announce final selection on April 24, 2026, and execute Phase 1 contracts in May 2026, with services commencing May/June 2026.
Phase 1 feasibility services are budgeted at $95,000 under a lump-sum compensation method, covering needs and site assessments, rough order of magnitude cost estimates (±50% accuracy), conceptual design, and feasibility/preliminary cost estimates (±25–30% accuracy). Respondents must submit scope and fee proposals for both the single-site approach and alternate dual-site approach within the $95,000 Phase 1 budget, as well as target fee ranges for Phases 2 and 3 based on an estimated preliminary construction value of $15,000,000 and traditional Design-Bid-Build project delivery. Phase 2 (design and documentation) and Phase 3 (construction administration) will be awarded under separate contracts determined after Phase 1 completion. Evaluation criteria are weighted as follows: experience with similar assessments (20%), qualifications of project team (30%), methodology for needs assessment and design (15%), cost estimating methodology (15%), references and past performance (10%), and fee (10%). The Town reserves the right to conduct quality-based selection, request best and final offers, negotiate terms with selected respondents, and award to the firm providing the best overall value. No specific set-asides for disadvantaged businesses are mentioned in the solicitation.

1. Project Overview
a. RFQ Objective:
The Town of Parker seeks to contract with a qualified architectural design consultant (“the Firm”) to perform a comprehensive needs and site assessment for the Town’s Fleet and Facilities divisions. The assessment will identify current deficiencies, future facility requirements, and evaluate two potential site approaches (single-site or dual-site) and recommend the most suitable option.
b. Project Background The Fleet and Facilities divisions, part of the Engineering/Public Works Department, have outgrown their current facilities and require larger, more functional spaces.
• Fleet Division Provides maintenance, repair, and replacement services for the Town’s expanding vehicular and heavy equipment fleet consisting of approx. 574 vehicles and equipment. The division currently operates from a shared site with Parks, Forestry, and Open Space at 12010 S. Motsenbocker Road, Parker, CO 80134, with one dedicated Fleet shop of approximately 9,600 SF, staffed by:
• 1 Fleet/Facilities Manager
• 1 Fleet Superintendent
• 3 Fleet Technicians
• Facilities Division Maintains and repairs the Town’s growing inventory of 30 buildings (approx.
600,000 SF). Staff includes:
• 1 Fleet/Facilities Manager
• 1 Facilities Superintendent
• 2 Facilities Crew Leaders
• 1 Facility Maintenance Coordinator
• 5 Facilities Maintenance Technicians
